Job Description

Responsibilities:
-The Assistant Director, Research and Extension Facilities and Construction directs construction programs. Ensures compliance with System, State, and Federal requirements regarding construction. Directs and trains project managers. Directs project budgets and expenditures.
-Directs programming of contracted Architects and Engineers.
-Reviews major renovation requests to include Program of Requirements and estimated scheduling and budgeting for inclusion with off campus Research, Extension and Agency Facilities.
-Attends facilities planning discussions.
-Directs Deferred Maintenance Program. Directs and submits reports as requested and submits Condition Index reports.

-Manages and defines large projects ensuring the mission, vision, and critical business requirements are met. Establishes and executes project work plans, goals, objectives, measures, schedules, risk assessments and timelines.

-Identifies and allocates appropriate resources to ensure the project is completed within committed time, scope and budget. Establishes strategic alignment and defines stakeholders. Applies current best practices in vendor selection, contract negotiation, and project lifecycle.

-Manages project portfolios and resources in line with business strategies and in accordance with project management standards.

-Facilitates meetings and communicates with stakeholders, project team, and management to guide and provide updates on project activities. Manages project quality control and assurance. Reviews and updates scopes and timelines if needed.

-Manages and monitors project funds. Approves project expenditures, monitors cash flow, and ensures that financial records are up to date. Prepares status reports and presentations. Meets budgetary objectives and makes adjustments to project constraints based on financial analysis.

-Reviews deliverables prepared. Enforces project standards to minimize exposure and risks. Ensures project decisions are documented and accountable. Resolves and escalates issues.

-Evaluates project against objectives and measures when complete.

-Performs other related duties as required.


Required Education and Experience:
-Bachelor’s degree in Construction Science or Engineering.
-Six years of progressively responsible experience in construction related work or in design/planning of facilities.

Preferred Education and Experience:

Bachelor's degree or higher in Construction Science or Engineering

-Ten or more years of related experience administering construction projects. Experience with Texas A&M System and State Procurement Processes.


Required Special Knowledge, Skills and Abilities:
-Knowledge of State of Texas contract administration, construction and maintenance cost estimating, coordination of construction requirements, processing project bid packages and contracts, developing and maintaining departmental construction management reports, management of Condition Index/Deferred Maintenance systems, and the management of University Space Management.

-Knowledge of construction management software programs.

-Knowledge of the management of general contractors and sub-contractors, budgetary control and quality assurance.
-Ability to multitask and work cooperatively with others.

-Ability to develop policies and procedures.

-Ability and willingness to travel.

Other information:

This is not an Alternate Work Location position, it is a full time, in-office position. Periodic travel to Research and Extension facilities is required, depending on project load.
