 Rutgers Institute for Health, Health Care Policy and Aging Research (IFH).  CSHP consists of 16 full time faculty and research staff. Since it was established in 1999 with core funding from the Robert Wood Johnson Foundation, CSHP has become one of the nation’s premier research centers focused on critically important health policy issues facing states. With a team of four full-time multi-disciplinary faculty and 12 skilled research and support staff and a mission to inform, support, and stimulate sound and creative state health policy in New Jersey and around the nation, the Center has received over $100 million in extramural funding to support a rigorous, evidence-based research portfolio over the past two decades.

Posting Summary
Rutgers, The State University of New Jersey, is seeking an Assistant Director Program and Planning  for the Center for State Health Policy within the Rutgers Institute for Health, Health Care Policy and Aging Research (IFH). The position is  responsible for the financial planning and management of the grants and contracts within the Center’s research portfolio, working closely with the Institute’s business office.
Among the key duties of this position are the following:
  • Identifying and developing new program funding opportunities.   
  • Developing and overseeing the implementation of a financial strategic plan for the Center, working closely with the Director and Executive Director.
  • Responsibility as the Assistant Director for Financial Management and Compliance for the Integrated Population Health Data (iPHD) project funded by the NJ Department of Health and overseen by the Center for State Health Policy.  
  • Oversight of financial operations of the Center. This includes the financial planning and hiring processes for faculty, staff, and post doctorate fellows. 
  • Financial and account management of the Center’s funded portfolio, working closely with staff in the IFH Business Office. This includes managing the Center’s budget (including all grants and contracts) and tracking effort reporting as it relates to the approved budgets. The Assistant Director provides fiscal guidance to the Director and Executive Director and develops routine forecasting to ensure the sustainability and growth of the Center. 
  • Provides strategic direction on development of new programs and initiatives. 
  •  Serves as a primary source of financial information for faculty and staff, sharing guidance on federal, state and foundation policies for proposal submissions and grant reporting. 
  •  Provides pre-award proposal support for Center faculty members including administrative support for grant applications, overseeing preparation of regulatory documentation, and coordinating all submissions with the Senior Research Manager at the Center (Oliver Lontok) and the IFH Business Office. 
  • Responsible for managing financial and operational risks and ensuring compliance with state, federal, and university policies.

Minimum Education and Experience
  • Masters degree in accounting, finance, business administration, or related field; or an equivalent combination of education and/or experience that demonstrates comprehensive knowledge and understanding of general business principles and practices.
  • A minimum of five years of relevant professional experience in a business management function.
