Definition of Class

This position plans, manages and directs the development, implementation and maintenance of the campus-wide network and telecommunication facilities and infrastructure. The incumbent manages, directs, coordinates, and administers daily operations involving and working with constituent groups within the university and engaging others in the industry in the areas of network engineering support and education of personnel using the network, enterprise PBX, unified communications, cellular network related projects, and network and infrastructure design. The incumbent directs the work of contractors and outside vendors and provides oversight of projects with regard to Telecommunication facilities, infrastructure, voice and data network, Distributed Antenna System (DAS) and cellular network related projects.


Examples of Work Performed
  • Serves as director in his/her absence, conducts staff meetings, reviews/approves purchases for material and attends meetings as required.
  • Designs and engineers campus network and telecommunications infrastructure including conduit routes, manhole placement, installation of telephones, and network and CATV facilities in order to meet the needs of University entities.
  • Provides oversight in designing both enterprise and departmental networks including preliminary plans, recommending types of equipment and software, and coordination of the installation of cable plant, equipment, and software.
  • Designs and maintains telecommunications network in order to support VoIP deployments on campus.
  • Supervises and delegates daily job responsibilities to staff ensuring proper distribution of assignments and adequate staffing.
  • Directs various personnel functions including but not limited to hiring, performance evaluation, merit recommendations, promotions, transfers, and discipline.
  • Reviews projects and work orders to determine progress job costs are within budget.
  • Reports progress to concerned departments and contractors, recommends budget adjustments, and makes staffing adjustments when necessary to keep the job on budget and on time.
  • Makes determinations regarding material and equipment purchases, specifications, scheduling and staffing for projects; provides cost estimates.
  • Represents Telecommunications Center at all pre-construction and progress meetings to discuss design issues and impact of construction on telecommunications infrastructure.
  • Works closely with Facilities Planning to ensure IT/Telecommunications infrastructure needs are addressed in campus master plans and construction projects and project budgets are sufficient.
  • Evaluates resource availability and services demands, and allocates resources to maximize efficiency.
  • Determines when to employ outside contractors, solicits quotes, and makes hiring decisions based on University needs and procurement guidelines.
  • Performs job site visits to ensure quality and wiring standards are met.
  • Determines immediate and future needs while designing proposed routes to complete projects, taking into consideration long- range future growth plans.
  • Participates in the development and implementation of policies and procedures.
  • Coordinates and provides technical advice pertaining to campus network outside plant facilities, Distributed Antenna System (DAS) and cellular network related projects.
  • Provides oversight on projects and directs the work of contractors and outside vendors.
  • Determines materials needed for installation and testing, and commits resources for projects.
  • Contacts outside utility companies needed to obtain locations of existing service in the area and discusses future plans for service.
  • Oversees and participates in the installation and testing of cabling and terminations. Maintains equipment inventory and tests equipment as needed.
  • Performs related or similar duties as required or assigned.

Essential Functions

These essential functions include, but are not limited to, the following. Additional essential functions may be identified and included by the hiring department.

  • Assists in day-to-day operations of the Telecommunications Center.
  • Manages and directs the development and implementation of a campus-wide network.
  • Plans, directs, and supervises assigned telecommunication facilities projects and employees.
  • Participates in the development and implementation of policies and procedures relating to the operations of the Telecommunications Center.
  • Maintains interface with professionals in the telecommunications industry and stays abreast of current information on the industry.
  • Designs and maintains telecommunications and campus network in order to support the campus-wide network, VoIP, on premise PBX, unified communications, voice messaging, etc. on campus.

  • Minimum Education/Experience

    Education:
    Bachelor’s Degree in Engineering, Computer Science or a related field from an accredited four-year college or
    university.

    AND

    Experience:
    Three (3) years of experience related to the above described duties.

    AND

    Licensure:  Must be able to obtain a valid driver’s license within the first thirty (30) days of employment.
