Job Summary

Dallas College is seeking an experienced, highly collaborative leader with a proven track record of applied labor market analysis for GIS and data visualization. The Assistant Director, GIS & Data Visualization reports to the Senior Director, Labor Market Intelligence Center and will be expected to:

1) Explore relevant spatial data and provide strategy for Dallas College to respond to the spatial distribution of opportunity within the Dallas-Fort Worth economy; and

2)Develop partnerships with internal and external stakeholders to analyze data and build out research projects that answer the needs of the college, our students, and our community.



Required Knowledge, Skills and Abilities 


  • Knowledge of the purpose of community colleges and the vision of Dallas College

  • Experience leading or managing major change initiatives including knowledge and skill in process improvement, project planning, conflict resolution, team building, customer service, and data-based decision-making concepts

  • Ability to identify and address opportunities and challenges that arise as a result of Dallas College’s current transition

  • Experience designing and preparing graphic representations of GIS data, using GIS hardware and/or software applications, related to workforce and economic development

  • Experience with economic development planning and initiatives focused on matching employers with skilled workers

  • Knowledge of geospatial data building, modeling, or analysis, using advanced spatial analysis, data manipulation, or cartography software

  • Knowledge of the Dallas economy, including employer and workforce needs and challenges

  • Ability to analyze multi-layered problems and propose solutions through data visualization

  • Experience in analyzing GIS data to identify spatial (multi-dimensional) relationships or display results of analysis, using maps, graphs, or tabular data

  • Demonstrated knowledge of principles of equity and inclusion and a demonstrated commitment to the promotion of diversity

  • Knowledge of compliance with pertinent state and federal laws and regulations

  • Knowledge of current research and policy recommendations as well as state and national initiatives related to improving economic mobility and opportunity for underserved populations

  • Knowledge of strategies for equity in community development, labor development, and data production

  • Experience in strategic planning, assessment of program(s) effectiveness, and development of strategy to improve employer engagement

  • Employ data-informed decision making and use predictive analytics


 


Key Responsibilities 


  • Design and manage the development of integrated spatial or non-spatial databases

  • Develop and expand GIS and data visualization for Dallas College district wide

  • Create maps, charts, and graphics to communicate ideas

  • Responsible for evaluating existing or new data documentation for accuracy, effectiveness, and quality

  • Apply advanced understanding and application of labor market alignment resources to support district-wide projects

  • Collaborate with colleagues in planning and completing labor market projects and other internal requests

  • Propose and lead new projects with plans to execute with manageable deadlines

  • Contribute to data projects that support Dallas College students and their communities in achieving equitable outcomes in the labor market

  • Act as a key advisor to Director, GIS and Data Visualization

  • Performs other duties as assigned.

Minimum Qualifications 


  • Bachelor’s degree in a related field. Bachelor’s degree equivalency is an Associate’s degree, plus four (2) years of experience, or 6 years of work experience

  • Experience with spatial data analysis in Python with libraries such as geopandas, fiona, shapely, and folium

  • Experience in a SQL language such as SQLite, T-SQL, pgSQL

  • Experience with ETL, web scraping, data analysis, data visualization, and geospatial data analysis

  • Experience working with GIS software tool designs, principles, methods and applications, including but not limited to ArcGIS, ArcGIS Online

  • Demonstrated successful experience developing strategic partnerships to support economic growth through employer engagement, data analysis and application

  • Demonstrated understanding and commitment to working across the community to create economic opportunities and living-wage jobs for underserved/marginalized populations

  • Official transcripts required. 

  • Must have a current and valid Texas driver’s license to travel to various Dallas College locations.
