The Small Business Development Center (SBDC) Assistant Director of Finance (ADF) will play a critical role in partnering with the senior leadership team in strategic decision making and operations as the Temple SBDC continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a well-respected, high-impact organization.

The ADF will lead financial accountability and provide financial controls, personnel guidance, and center leadership support to the department. The ADF is accountable for comprehensive budget development, management and tracking, forecasting and reporting, financial planning and financial data management, planning and implementing policies, assuring conformance with the policies of the University/Grant sponsors for all sponsored and non-sponsored funds.

In addition, the ADF provides advanced administration management and guidance, including coordinating funding submissions through the Electronic Research Administration system with Fox Associate Director of Research Administration, coordinating submissions of proposals and subsequent invoices with the University Office of Research (both pre- and post-award), communicating with sponsor on a consistent basis to ensure knowledge is kept current, and maintaining working relationships with other University departments as necessary, including by not limited to Purchasing, Legal Counsel, Accounts Payable and Payroll. The ADF also works closely with staff at Fox to ensure all expenses continue to hit the correct FOAPs during transition to new grant funds.

The ADF will oversee all financial aspects of the department’s accounts and will create and enforce departmental financial policy. The ADF will also oversee all financial transactions related to revenue generation, including creating and delivering invoicing, maintaining accounts receivable and   ensuring revenues are deposited into the correct accounts.

The ADF will serve as an HR liaison and timekeeper for the department, including oversight of the hiring process of students, part-time employees, instructors, and staff as required, as well as responsibility for monthly and bi-weekly employee payroll procedures. The SBDC Financial Analyst and graduate and undergraduate assistants report directly to the ADF.

As part of the SBDC team of professionals, the ADF will represent the Center at outside meetings and functions, with agencies that assist entrepreneurs and small businesses such as CDCs, banks, government agencies, professional organizations, etc. The Financial Analyst will also provide secondary interface with the Pennsylvania Small Business Development Center (PASBDC) State Directors office.

Incumbent works under the technical and administrative supervision of the Director of the Small Business Development Center. Perform other duties as assigned.

 

Required Education and Experience

Bachelor’s degree in related field with four years of directly related experience in accounting and finance that includes developing and reporting on budget activities. Proven track record in organizational budgeting and financial management. Experience with and understanding of general accounting, grant tracking, payroll management, human resources, and general business systems and functions. Demonstrated success in developing and monitoring financial systems. An equivalent combination of experience and education may be considered.

Preferred:

  • Master’s degree in related field

This is a grant funded position and requires a background check.

This position is temporarily assigned a hybrid work arrangement (on- campus and remote), the duration of this hybrid work arrangement is at the discretion of Temple University and the Department.
