Facilities Human Resources supports the Facilities Division and is committed to providing top quality and best HR services and assistance to all Facilities employees. FHR acts as a liaison to the university’s Human Resources department, providing those same services to our employees at the local level and focusing solely on Facilities staff and their needs.
Essential Job Duties
The primary purpose of the Assistant Director of HR Operations will be oversight of various HR operational functions and staff within the Facilities Division of the University. The role involves managing critical areas such as hiring, timekeeping, payroll, leave administration, records administration, performance management, benefits, process documentation, and position & salary management. Additionally, the position will involve providing advanced HR consulting and expertise to support employees, managers, and leaders with specialized HR operational needs, as well as serving as the primary unit affirmative action officer for hiring actions.
Key duties and responsibilities include, but are not limited to:
  • Oversee Various HR Operational Functions: Manage hiring, timekeeping, payroll, leave administration, records administration, performance management, benefits, process documentation, and position & salary management.
  • Assess and Recommend Process Improvements: Assess the needs of the work unit or project, identify gaps, and recommend changes in procedures, workflow, and work assignments to improve efficiency and effectiveness.
  • HR Process Documentation and Compliance: Develop, maintain, and update HR process documentation and procedures, ensuring compliance with relevant laws and university regulations.
  • Advanced HR Consulting: Serve as an advanced HR consultant and expert, understanding, interpreting, and conveying university and division HR best practices to support employees, managers, and leaders with highly specialized HR operational needs.
  • Affirmative Action and Hiring Compliance: Serve as the primary unit affirmative action officer, overseeing hiring actions, position postings, hiring proposals, and classification and compensation revisions for compliance to University policy and best practices.
  • Timekeeping and Leave Administration Oversight: Oversee timekeeping and leave administration responsibilities, liaising with University Human Resources for issue resolution and ensuring compliance with policies.
  • Electronic Records Administration: Manage Facilities Human Resources electronic personnel records administration, ensuring data accuracy, confidentiality, and adherence to the university’s records retention policies and guidelines.
  • Performance Management: Support the annual WolfPack Performance management process, ensuring timeliness of goal setting, performance reviews, and feedback, while monitoring and analyzing performance metrics and trends.
  • Benefits Coordination and Communication: Collaborate with the University Benefits team (and benefits providers, if appropriate), ensuring effective communication and compliance, and assisting employees with benefit-related inquiries and issues.

Qualifications


Minimum Education and Experience
  • Graduation from a four-year college or university and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience.
Other Required Qualifications
  • Proven experience in HR operations and management, with a strong understanding of HR best practices.
  • Thorough knowledge of labor laws and payroll regulations.
  • Excellent organizational and project management skills.
  • Strong analytical and problem-solving abilities.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Proficiency with HRIM software.
Preferred Qualifications
  • Knowledge of state government policies and regulations.
  • PHR or SHRM certification preferred but not required.
Required License(s) or Certification(s)
  • Must have valid driver’s license.
  • Must be able to obtain a valid NCDL within 60 days of hire & must be maintained.
