Primary Purpose of Organizational Unit
The Development Finance Initiative (DFI) at the School of Government partners with local governments in North Carolina and beyond to attract private investment for transformative projects by providing specialized finance and development expertise. DFI partners with communities on projects including: building reuse and downtown revitalization; master development planning and execution; community and neighborhood development; industrial shell buildings; small business loan programs; and affordable housing development. DFI has worked on over 250 projects since its inception in 2010. DFI projects have resulted in over one billion dollars in private investment. DFI is experiencing high demand for its services and, accordingly, is seeking to expand its talented team of mission-driven real estate development experts.
Position Summary
The Assistant Director for Data & Analytics oversees the quality, accuracy, and communication of analysis across Development Finance Initiative (DFI) projects, managing and improving the organization’s analytical capacity, and supporting the organization’s educational mission using best data practices to make decisions related to real estate development. This position will lead a team of analysts conducting advanced data extraction, manipulation, management, and sophisticated analysis for real estate development projects aimed at assisting local governments leverage tens of millions of dollars in private investment for projects that accomplish local community and economic development goals. This includes measuring job growth, demographic analysis, assessing housing needs, analyzing neighborhood or downtown tax parcel data, modeling public-private partnerships, and other types of analysis. In addition to performing advanced data analysis and synthesis for DFI projects, the Assistant Director will also be responsible for recruiting, training, retention, capacity management, quality control, performance, and the long-term professional development of the Analyst team.
In addition to oversight of the Analyst team and analytical work products, the Assistant Director will assume oversight of the analytical quality, accuracy, and integrity of the organization’s work products across all projects. The Assistant Director for Data & Analytics will work closely with project leads as a key advisor to develop narratives about local market conditions and challenges, while also participating in project strategy sessions, reviewing draft presentations, and advising on analysis used in final deliverables used by elected boards across the state to execute on multimillion dollar public-private partnerships. The Assistant Director for Data & Analytics will also maintain their own portfolio of DFI pre-development feasibility analysis projects that are particularly steeped in analysis, as well as pursue new lines of business that may be supported by DFI’s analytical capabilities.
Additionally, the Assistant Director will supervise the organization’s methodology practices, maintain code and dashboards, and other data tools, in keeping with industry best practices and standards and ensuring that the methodology remains accurate and relevant over time. This role will require expert-level knowledge in the data sources used during the pre-development feasibility analysis process, community economic development data sources, and local government planning regulations and ordinances, as well as how to translate this information for diverse audiences. The Assistant Director will manage an annual budget related to all of DFI’s subscriptions as it relates to data and analytics and manage relationships with vendors and other partners that provide data and tools to DFI, such as the SOG Library and other stakeholders. This role will also support the organization’s educational mission by building relationships with other SOG stakeholders and external partners on topics related to analytics in community development. This may include organizing or participating in events that demonstrate DFI’s analytical approach to real estate development such as conferences or other events.
Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity or comparable background in independent academic or instructional activities, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. This experience may be related to the direction/oversight of programs that focus the academic and research resources of a higher education institution towards community or regional issues.
Required Qualifications, Competencies, and Experience
Strong critical thinking and analytical skills.
Demonstrated ability to work independently, creatively, and accurately in a fast-paced environment with multiple projects and stringent deadlines.
A high level of competency with GIS mapping: experience conducting geospatial analysis, site suitability, socio-economic, and demographic analysis.
A high level of competency in Microsoft Excel.
Data project management experience: extracting, cleaning, organizing, and merging raw or uncleaned data for analysis.
Ability to interface, manage and oversee cross-disciplinary professional teams of real estate development consultants.
Preferred Qualifications, Competencies, and Experience
- Master’s degree in planning, geography, business, or related field; and a minimum of five years of work experience related to real estate development analysis.
-Strong financial modeling skills related to real estate development including experience modeling debt, cash flows, and tax credits (historic, low-income housing, mill, and/or new markets).
-Experience working directly for a local government or with local governments as clients, and/or with public-private partnerships.
-Advanced knowledge of real estate capital markets.
