Posting Summary
Rutgers, The State University of New Jersey is seeking a Assistant Director – Continuing Professional Education for the School of Environmental and Biological Sciences. Reporting to the Director of OCPE, provides day-to-day administrative and programmatic oversight and input to the leadership of office operations with regard to staffing, budgeting, and infrastructure.
Among the key duties of the position are the following:
  • Guides the development of and makes revisions to an office-wide strategic plan for the revenue-generating Office of Continuing Professional Education (OCPE) to ensure sustainability and alignment with the mission of the NJ Agricultural Experiment Station (NJAES). Develops coherent plans for the Workforce Development (WD), Environmental and Public Health (EPH), Pesticide Applicator Certification Exam Registration (PACER) including program goals, objectives, outcomes and evaluative methods.
  • Operational facets include goals, objectives, expected outcomes (including financial) and identification of evaluative methods and processes for improvement/change in response to information collected.
  • Develops innovative and effective approaches to provide cost-effective delivery of corporate in-house customized training sessions and staff development days, open-market programming including the Environment and Public Health (EPH) class, Department of Labor grant program and services, Pesticide exams both in-person and online as well as improvements and maintenance to the PACER and the OCPE in-house budget system and related databases.
  • Identifies, develops and manages financial resources for the implementation of WD and PACER programs and services.
  • Provides direction and supervision to staff members who directly participate in the planning, implementation and evaluation of these programs.
  • Orients, motivates, trains, disciplines and supervises full and part time staff.
  • Assigns regular duties and provides organized and well-defined instruction and direction for all staff, sets clear and achievable performance standards and expectations, and provides logical and timely interventions in support of staff learning and development in adhering to departmental and University policies and procedures.
  • This position is responsible for the fiscal administration of internal and grant accounts of the university and OCPE as well as the compliance with operational policies and procedures of accounting and grant accounting.
  • Develops and maintains a collaborative partnership and continuous communications with representatives of the NJ Department of Health-Office of Local Public Health, the NJ Department of Environmental Protection-Office of Compliance and Enforcement, the NJ Food Council, NJ Department of Labor and Workforce Development (DOL), and multiple landscape and Pest Management associations.
  • Maintains communications and relationships with Rutgers Research and Sponsored Programs (RSP), Grant and Contract Accounting (GCA), Procurement, SEBS Business Office, and Office of Teaching Evaluation and Assessment Research (OTEAR) to ensure compliance with Rutgers operational policies and procedures.
  • Analyzes data and prepares financial documents and reports for internal and external purposes consistent with a broad understanding of the mission and vision, role and goals of the business unit, and the tasks and responsibilities required to meet business unit’s goals.
  • Responsible for development of corporate relationships and for conducting training assessment needs.
  • Ensures superior program performance via content assessment.
  • Works independently with broadly defined work objectives.
  • The incumbent should be knowledgeable about and support OCPE’s programs as well as the mission, vision, role and goals of OCPE, the Experiment Station, Cooperative Extension and the university.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Requires a bachelor’s degree from an accredited institution preferably in marketing, business, communication, management, leadership, or a field related to the mission of NJAES, or an equivalent combination of education and/or experience that demonstrates knowledge of the industries that are served by the position.
  • Also requires a minimum of 5 years relevant experience.
Certifications/Licenses
  • Must have a valid driver’s license and a reliable vehicle at his/her disposal for traveling to meetings or to classes on or off campus.

Required Knowledge, Skills, and Abilities
  • A background developing and managing projects or programs is required.
  • Requires the ability to create, develop and modify budgets, professional development curriculum, grants or contracts, negotiate, consensus build, collaborate, utilize promotional tools and techniques, and develop creative programs and strategies.
  • Requires solicitation strategies for grant funded opportunities and/or non-profit marketing.
  • Also requires the ability to think strategically; understand the role of government, individuals, corporations and associations in continuing education and handle complex organizational detail.
  • Requires excellent written and oral communication skills, computer literacy to include standard industry software and experience articulating values, information, and compelling cases to multiple audiences, one-on-one, through formal proposals and/or presentations.
  • Requires an in-depth familiarity with practices including workplace training needs assessment, content development and instructional learning delivery alternatives (i.e. classroom and online instruction, learning facilitation and technology delivered).
  • Requires strong budgeting, organizational and analytical skills with the ability to initiate, analyze, monitor, evaluate and advance strategic plans and budgets.
  • Must have the ability to lead groups and projects, function as part of an integrated senior management team, manage multiple projects and priorities and meet challenging and changing deadlines.
  • Must be an experienced professional and/or hold an advanced degree demonstrating success in adult continuing professional development, leadership, education or a discipline aligned with the mission of the NJAES.
  • Requires strong interpersonal skills and the ability to work effectively with faculty, deans, senior university administration, government agency staff and executives.
  • Must have a demonstrated ability to provide leadership and strategic direction, the ability to motivate, guide, support, and manage multiple priorities in a positive, collaborative environment, and an understanding of and appreciation for higher education and a commitment to the values and role of a public research university.
  • Requires the ability to translate and create interest in university programs, research, and priorities to external constituencies, work collaboratively with multiple university departments, schools, colleges, and their faculty, deans and development staff.
Preferred Qualifications
  • Experience in budgeting, grant writing, curriculum development, online learning strategies and platforms, and/or course creation.
  • Experience working in a revenue-generating environment.
Equipment Utilized
  • The position will require the regular use of computer on office LAN connected to the Rutgers network.
  • All Microsoft Office programs will be utilized on a daily basis, especially Excel, Word, Outlook and One Drive.
  • In addition, Rutgers systems, including but not limited to Marketplace, Sciquest, RAPSS, ANCOR, Nelnet, Salesforce, Canvas, Kaltura, will be utilized.
  • State systems such as IGX are used for invoicing and grant contract administration.
  • The OCPE budgeting system is used as necessary.
  • More frequent use of and documentation in the use of the RSP and GCA forms and templates is also required.
Physical Demands and Work Environment
  • No specific dress code is defined, but this position is expected to dress professionally for meetings, conferences and classes with internal and external clients.
  • This position may occasionally be required to work outside of normal business hours to manage response to mission-critical, time-sensitive issues.
  • Must be able to lift 25 pounds.
Special Conditions
  • Ability to travel and work evenings and weekends is required.
  • Travel to offsite meetings is required.
