Job Summary

The Assistant Controller – Accounting & Reporting is responsible for the management and oversight of financial accounting and reporting for UCSF activities.  This is a critical and strategic role that advises the Controller and UCSF senior management regarding the applicability and implementation of Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) positions, and establishes and implements changes in UCSF accounting practices and procedures as required.   The role is also responsible for developing and recommending strategies for strengthening and enhancing internal controls.  This position may act as the Controller in the absence of the Associate Vice Chancellor and Controller.

The Assistant Controller will lead a team of 21 staff with an annual operating budget of $3 million and will be accountable for the oversight of approximately $17 billion in assets, $ 8 billion in revenues, and $7.7 billion in expenses.

Specific responsibilities include:
•    Manage all aspects of UCSF’s General Accounting and Reporting Unit responsibilities in a professional, responsive manner that meets the needs of the Department, UCSF clients, University of California Office of the President (UCOP), and external agencies and business partners
•    Preparing and analyzing UCSF’s financial activity for senior management, UCOP, and auditors
•    Ensuring compliance with all Federal, State, and Local government regulations as well as UCOP and UCSF policies and requirements
•    Coordinating preparation of the UCSF Annual Report
•    Coordinating, reconciling, and auditing campus and intercampus recharges; compiling and submitting State, County, Local, and District Sales and Use Tax returns; compiling and submitting UBIT information to UCOP
•    Participating as a key member of the Controller’s management team responsible for the successful management of strategic initiatives impacting UCSF accounting strategies, policies, and procedures
•    Overseeing the University’s financial statement audit and assisting with compliance (Uniform Guidance) and other external and internal audits.

Department Description

The UCSF Controller’s organization delivers full accounting services and related systems for faculty, staff and students, UCSF Foundation, all University departments and any outside entities who have a business relationship with the University. Services provided include General Ledger, Capital and Cash Accounting, Payroll, Student Loan Billing and Collections, and Sponsored Research (Contracts & Grants) Accounting.  The Office uses sophisticated technology to account and report on UCSF financial activity.


Required Qualifications

•    BA degree in Business or Accounting with minimum 21 units of accounting to understand the nuances of UCSF’s accounting systems
•    Seven to 10 years of experience in an organization comparable to UCSF in terms of budget, size, complexity, and scope of operation is required to understand and answer the complex functional and technical questions associated with UC accounting systems and third-party audits
•    CPA
•    Thorough understanding and familiarity with all of the following: GAAP, GASB, FASB, Accounting law, professional systems and practices, Uniform Guidance
•    Extensive experience with database and advanced features of Microsoft applications and large-scale integrated client server/ERP financial systems (e.g., PeopleSoft Systems)
•    Professional knowledge obtained by working at a CPA firm or a large complex organization is required to gain the depth and breadth of accounting knowledge required to make the independent accounting judgments and decisions assigned to this position
•    Demonstrated success in serving as a manager in a large diversified and complex accounting environment
•    Experience in developing long and short-range operating plans, complex budgets, and high-level statistical analysis
•    Demonstrated skills in analysis and interpretation of fiscal and administrative policies in a variety of areas
•    Demonstrated change management and implementation experience
•    Demonstrated success in motivating and managing people toward common goals
•    Demonstrated ability to communicate effectively in written and oral forms with executive, senior management, faculty, staff, managers and technical staff. Excellent interpersonal and communication skills
•    Excellent organizational and analytical skills
•    Demonstrated ability to work as a member of a team/task force and to lead, manage, and motivate a large multi-functional staff
•    Ability to exercise a high degree of independent judgment, innovation, and political acumen to resolve complex problems
•    Commitment to high ethical standards
•    Ability to work well in a collegial environment
•    Proven ability to deliver results in a dynamic environment with multiple stakeholders


Preferred Qualifications

•    MBA
•    Leadership skills and proven results in collaboration and participation with major campus and outside stakeholders
•    Technical accounting knowledge of University Policy and Procedures
•    Knowledge of the full range of business services, fiscal controls, policy analysis and development, and contract and grant administration
