Job Summary
ETSU is accepting applications for an Assistant Bursar in the Office of Tax and Revenue. This position is responsible to the Associate Bursar for managing the staff calendar; counseling and assisting students and parents on student billing; managing the staff reconciliation processes for student and other receivables accounts; preparing entries for fee waivers, grants, and discounts; assisting management in the preparation of fiscal year-end data and reports; managing the collection of student, third-party and non-student receivables; managing processes on student billing accounts in conjunction with other university departments and state entities; assisting with multiple loan portfolios and completing standard university, federal, and state reports; participate in the testing of Enterprise Planning Resource (ERP) system updates for the office; directly supervising, student account specialists, temporary, and student employees; assisting management in registration fee assessment; acts as a backup in absence of the Associate Bursar.

Knowledge, Skills and Abilities
  • Knowledge of generally accepted accounting principles, billing, collections procedures, and contract law.
  • Knowledge of Perkins Loans Procedures & Regulations
  • Knowledge of Bankruptcy as it pertains to Collections
  • Knowledge of Regulation F
  • Knowledge of PCI compliance.
  • Knowledge of proper reconciliation procedures and applicable federal and state laws.
  • Knowledge of personal computers including Microsoft Office with an emphasis in Excel.
  • Knowledge of report writer tools for ad hoc reporting and query design, Specifically Argos.
  • Ability to communicate effectively.
  • Ability to work in complex Enterprise Resource Planning system.
  • Ability to work with large reconciliation datasets
  • Ability to provide excellent customer service internally and externally.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to establish and maintain an effective working relationship with students and employees.
Required Qualifications
  • Bachelor’s degree or higher in accounting or a business-related field.
  • Three (3) or more years of experience in accounts receivable or general ledger accounting.
  • Two (2) years of supervisory experience.
Preferred Qualifications
  • Master’s degree in business or accounting.
  • Higher education experience.
  • Knowledge of Banner Student, Banner Finance, TouchNet, Oracle
Salary 57,815.00
