Asset Management Program Manager

The Lawrence Berkeley National Lab (LBNL) Facilities Division is seeking an Asset Management Program Manager to join their team. This role will coordinate with department teams and monitor the asset management process from initiation through delivery.  This position will be responsible for gathering and maintaining asset data for both new and existing equipment. The Asset Manager will analyze risk assessments, conduct analysis, and data mining for compliance reporting and ensure program metrics are met. This role will partner with field maintenance supervisors, engineers, and project teams to create new equipment assets and track compliance. This position will create equipment and maintenance plans in the work management system module and update asset records. 

 

Responsibilities:

Plan, Organize, and Direct Asset Management Program:

  • Provide supervision to preventative maintenance planners/coordinators.
  • Develop and maintain a robust asset management program incorporating industry best practices.
  • Develop, establish, and maintain policies, processes, procedures, guidelines, metrics, and other strategic planning tools applicable to the asset management function.
  • Data reporting, analysis, and development of key performance indicators supporting strategic decision-making of the Facility Operations Department and Facilities Division.
  • Proactively reduce asset management-related risks through continuously standardizing and improving how assets are managed at LBNL.
  • Provide asset management technical expertise support for projects and initiatives involving lifecycle asset management.
  • Establish and maintain effective collaborative working relationships with internal and external stakeholders to manage assets effectively.

Manage FA Asset Management Database:

  • Proactively maintain facilities asset management databases using best practices.
  • Oversee equipment records and preventative maintenance procedures in the Computerized Maintenance Management System (CMMS).
  • Ensure accurate accounts of building assets are recorded, including equipment ID consistency, operations, and maintenance manuals, asset location in a building, areas of a building served, test reports, warranty information, as-built drawings, and funding responsibilities.
  • Develop and conduct regular asset inventory and database audits for accuracy and completeness so that the CMMS database has the latest asset information.
  • Ensure all database changes are properly tracked, documented, and stored using appropriate standards.
  • Develop and maintain change control procedures using industry best management practices.
  • Organize and maintain all asset-related records for easy retrieval and reference.

Manage Lifecycle of Preventative Maintenance Program:

  • Develop and maintain preventive maintenance programs in accordance with best practices.
  • Develop and maintain assets in CMMS for proper maintenance following recommended strategies.
  • Schedule, track, update, and report on preventive maintenance data and program status.

Manage Lifecycle of Warranty Documentation and Work:

  • Serve as point-of-contact for warranty-related activities.
  • Ensure warranty information is properly documented and attached to assets in CMMS.
  • Develop processes for archiving warranty information and tracking warranty metrics.
  • Manage documentation for warranty work orders and oversee completion by subcontractors.
  • Contact the subcontractor(s) to perform warranty work planned by WPC and supervised by Site Utilities and Maintenance.
  • Ensure that umbrella SJHA has been created for general subcontractors and that their subcontractors are set up to repair the available warranty claims before projects are completed.

Coordinate FA Building Turnover Process:

  • Provide a central coordination point in managing asset data collected in capital projects.
  • Ensure proper identification, management, and updating of new and removed assets in the database.
  • Review new assets, develop maintenance strategies, and record pertinent documents and drawings in the database according to best practices.

 

Requirements for Level 2:

  • A Bachelor’s degree in business administration, facilities management, engineering, or a related field or equivalent professional experience; AND a minimum five (5) years of relevant project/program management experience, including at least two years in asset management.
  • Experience with developing and maintaining asset management programs and databases.
  • Supervisory or leading experience.
  • Excellent knowledge of asset management principles, particularly those outlined in ISO 55000.
  • Extensive knowledge of physical plant maintenance and construction methods.
  • General understanding of various trades.
  • Demonstrated ability to work from plans for building and equipment improvement or alteration.
  • Excellent knowledge of CMMS, preferably experience with Maximo.
  • Proficiency in MS Word, MS Excel, MS Access, and general database management software.
  • Knowledge of work management and asset maintenance processes.
  • Strong analytical skills for data reporting, analysis, and development of key performance indicators.
  • Ability to teach, present, and communicate concepts and principles of asset management to Facilities staff with diverse backgrounds and skill sets.
  • Proficiency in database management and conducting data audits for accuracy and completeness.
  • Ability to develop and implement policies, processes, and procedures related to asset management.
  • Proficient in inputting data and using various software tools and applications.
  • Ability to provide technical expertise and support for asset management projects and initiatives.
  • Capacity to proactively identify and mitigate asset management-related risks.
  • Capability to manage multiple tasks and priorities effectively, ensuring timely and accurate completion of deliverables.
  • Ability and willingness to maintain confidentiality of sensitive files, data, and materials.
  • Strong knowledge and skills in system security.
  • Ability to analyze risk assessments, data, and compliance reporting tools and documents.
  • Proficiency in using data to generate reports and presentations.
  • Identify inaccuracies in data and determine cause and resolution.
  • Present data concisely and professionally.

Requirements for Level 3:

  • A Bachelor’s degree in business administration, facilities management, engineering, or a related field or equivalent professional experience AND a minimum of eight (8) years of relevant project/program management experience, including at least five years in asset management responsibilities in a comparable industry.

 

Desired Qualifications:

  • Extensive knowledge of Maximo.
  • ISO 55000 certification or equivalent.
  • Maximo certification or equivalent CMMS.
  • Project Management Institute (PMI) Project Management Professional (PMP) certificate.
  • Project Management Institute (PMI) Risk Management Professional (RMP) certificate.

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • The Asset Management Program Manager 2 position is expected to pay $150,000 to $158,000 annually, which fits within the full salary range of $109,248 - $184,356 annually for the job classification of Z10.2.
  • The Asset Management Program Manager 3 position is expected to pay $162,000 to $174,000 annually, which fits within the full salary range of $132,312 - $223,296 annually for the job classification of Z10.3.
  • Salary for this position will be commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.

  • The first 6 months of this position will be 100% onsite. After the first 6 months, this position will be eligible for a hybrid work schedule, combining teleworking and on-site work at Lawrence Berkeley National Lab in Berkeley, CA. Work schedules are based on business needs. Individuals opting for a hybrid schedule must reside within 150 miles of Berkeley Lab.
