No applicant inquiries will be accepted or addressed until after the closing date of the vacancy announcement.The Bureau of Land Management (BLM) Oregon/Washington State Office's Division of Resources, Lands, and Minerals is hiring one Archeologist to serve on a state office team responsible for developing and coordinating the development of priority land use plans and National Environmental Policy Act (NEPA) documents. These land use plans and NEPA documents will establish long-range direction for over 2 million acres of BLM lands that are administered by five Western Oregon districts in accordance with the Oregon and California Revested Lands Sustained Yield Management Act (the O&C Act). The incumbent will develop professional reports of inventories and studies, ensuring all reports are adequate to comply with Section 106 of the National Historic Preservation Act and for submission to the Oregon State Historic Preservation Office. They will work with the cooperating agency liaison to ensure complete, meaningful, and timely tribal coordination occurs. The incumbent will review cultural studies and inventories; gather and analyze data; coordinate the efforts of other subject matter experts in the district offices; collaborate with counterparts in other Federal, Tribal, State, and local agencies; and communicate with BLM Headquarters subject matter experts as needed to complete assigned tasks. Such work requires a professional knowledge of archaeological principles, theories, concepts, methods, and techniques.

  • Provide expert cultural heritage management advice to managers and staff.
  • Use the principles, concepts, theories, and methods of archeology, cultural resource management, ethnohistory and history in order to maintain a comprehensive heritage resource management program.
  • Analyze, review, develop, and implement policies, procedures, goals, objectives, targets, and priorities for the cultural heritage program.
  • Develop and provide training for an organization's personnel in heritage and resources management.
  • Prepare and administer statewide contracts and agreements for cultural heritage professional services and activities.
  • Coordinate and consult with tribes and issues of cultural values, traditional uses, and confidential data regarding the effects of an organization's actions on historic properties.

You must meet the BASIC Requirement AND meet the ADDITIONAL Requirement in order to qualify for this position.

BASIC Requirement for the 0193 series: (NOTE: You must submit a copy of your transcripts as proof of any claimed education.)

  • Bachelor's or higher degree that included three (3) semester hours each in the following course areas:
    • History of archeology;
    • Archeology of a major geographical area such as North America or Africa;
    • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development;
    • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and
    • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work
    • AND
    • Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying;
    • AND Archeological field school.

    OR


  • Bachelor's or higher degree in Anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), History, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in "1" above, including archeological field school.
  • OR


  • Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in "1" above, plus appropriate technical experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required; then determine your experience as a percentage of the experience required; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.)

  • Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
  • ADDITIONAL Requirement: To be considered minimally qualified for this position, in addition to the Basic Requirement above, you must demonstrate that you have the required specialized experience and/or education below for the position in which you are applying.

    Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) coordinating the development of priority land use plans and National Environmental Policy Act (NEPA) documents; (2) developing professional reports of inventories and studies, ensuring all reports are adequate to comply with Section 106 of the National Historic Preservation Act; (3) collaborating with counterparts in other Federal, Tribal, State, and local agencies; (4) providing technical data or recommendations to management on historic preservation activities.

    TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
