Application/System Manager in the Epidemiology and Clinical Research Informatics and specifically serve as Lead Informatics Manager for the Data Management and Analytics Core (DMAC) for the entire IMPOWR network at Einstein Montefiore.

The DMAC will provide a robust, centralized, integrated, platform for data collection and management across IMPOWR projects, and for data harmonization and sharing with the IMPOWR network. The DMAC will build and maintain a data management and analytics core as a shared resource across all projects and pilots. A customized protocol management system will be developed in support of all IMPOWR Projects.

This position provides overall expert level Clinical and IT domain knowledge, based on expertise and training in both the IT and clinical research domain, to design, develop and implement sophisticated clinical and research-based study management systems which serve the research community.

Scope of Responsibility -

  • Report directly to the Director of the Epidemiology Informatics and Study Management Unit of the Department of Epidemiology and Population Health
  • Work directly with PIs on various projects. Provide “dotted-line” reporting to other faculty members at Einstein and Montefiore as needed (e.g. Principal Investigators of various projects  )
  • Design the systems, evaluate necessary technologies and make decisions regarding the purchase of the appropriate hardware and software required.
  • Collaborate with other IMPOWR network personnel and participate on Working Groups as needed.
  • Oversee the design, development and implementation of comprehensive Study Management Informatics System (SMIS) applications for all projects, utilizing Microsoft technologies.
  • Provide expert evaluation and technological strategic solutions, data architectures and methodologies for obtaining, assembling, organizing, extracting and disseminating medical “big data” from a wide variety of sources.
  • Develop prototypes, work flow and use cases to provide scalable solutions that meet both current and future requirements
  • Supervise and instruct other staff in the sourcing, organization, interpretation, transformation and delivery of research data throughout the institution.
  • Work independently and directly on an interdepartmental and extra-departmental basis on a variety of EISMU projects supervising other staff members as needed.
  • Responsible for the design, review, analysis and modifications necessary throughout the lifecycle of the various projects including testing, encoding and debugging. Analyze performance of program systems and implement appropriate quality assurance measures. Supervise testing by statistical clerk.
  • Implement the system applications at the different sites. Coordinate software implementation with IT staff at participating sites and hospitals.
  • Integrate reporting services with SMIS and participate in basic data analyses.
  • Develop reports, dashboards and visualization tools to support reporting requirements and critical decision support to expand the cancer clinical trial portfolio
  • Develop and implement training and education materials in best practice in using Velos (clinical trials management system) and other electronic data capture systems for clinical research
  • Meet regularly with the PI, project faculty and staff to discuss evolving project needs and implement accordingly into the SMIS.
  • Train the clinic/project staff on the use of the system. Provide application and technical support to the project/clinic staff as needed at the different sites.
  • Ensure the system will maintain compliance to appropriate standards and will maintain confidentiality with regard to information being processed, stored or accessed.
  • Work closely with systems/network managers to obtain information on network environment, system limitations, security issues, performance requirements and interfaces.
  • Serves as Lead Data Technologist in identifying and promoting tools that grow, distribute and provide a persistent store of both technical and domain information for EISMU, DEPH and non-departmental personnel. This includes fostering, implementing and organizing both tools and knowledge in order to maintain and grow cross-project departmental Knowledge Bases and Wiki-type sites
  • Expert in both direct and supervisory use of integration tools and methodologies. These include SQL to SAS data transfer and use of SSIS for automation and simplified data management
  • Responsible for the architecture, implementation and documentation of data-centric systems for users at AECOM/MMC Institutions to enable both individual and collaborative research efforts at both institutions. This includes both internal code-related documentation and external user documentation
  • Responsible for ensuring that all developed products meet state, federal and sponsor requirements for data security including the guarding of PHI data. Provide review of system design and development at EISMU in regard to system security issues, particularly the safeguarding of PHI data as well as the analysis of data for data quality.
  • Develop, supervise and participate in operational and forward projecting testing of new and migrated systems.
  • Marshall and supervise staff for immediate need, emergency response and technical assistance throughout the department during system disruptions. Provide off-hour and weekend work as needed.
  • Work with national third party organizations to assist in the inclusion of AECOM/MCC-derived data into national databases. The scope of this work includes initial and on-going contact with principals at these organizations, the assessment of AECOM/MCC data for quality assurance purposes and the design and implementation of robust and secure system for the timely transfer of data to these outside organizations.
  • Design and implement systems and tools that enhance researchers’ ability to design and conduct research into the genetic basis for disease progression and genetically targeted treatment protocols.
  • Provide analytic services for raw data obtained from a wide variety of sources in order to ensure correct and high-quality interpretation of the data.

Experience and Educational Background – 

  • A bachelor's degree in Computer Science, a related field or equivalent experience and 7-10 years of increasing complex programming experience. A masters level degree preferred .
  • Ability to evaluate business needs, interact with customers and take a lead role in designing, coding and implementing informatics-based research systems

  • Strong architectural and development experience in web-based technologies such as Java, JavaScript, CSS, .net, Visual Studio, HTML
  • Strong experience in the efficient use of reporting tools such as SQL-Server Reporting Services (SSRS)
  • Strong experience in the use of Extract, Translation, Load tools such as SQL-Server Integration Services (SSIS)
  • Strong architectural and development experience in both procedural and object-oriented languages such as VBA, C, C++, C#, Perl, PHP
  • Ability to work independently
  • Ability to meet deadlines, adjust priorities and handle new requirements as they arise
  • Ability to multi-task and keep all parties regularly involved in all relevant decision making and abreast of changes to deliverables and project schedules
  • Familiarity with research informatics concepts, practices, and procedures.
  • Ability to implement Object-oriented Design and Analysis (OOA and OOD)
  • Specific expertise in SQL Server, .net technology, Sharepoint Designer and Reporting Services.
