Job Summary:

The Communicable Disease Division (CDD) of the Wisconsin State Laboratory of Hygiene (WSLH) is seeking an IT Business Analyst to join a growing team that supports electronic and web-based laboratory reporting activities for the CDD and Wisconsin Department of Health Services.
The successful candidate will primarily be responsible for developing process and documentation for, as well as assisting with support and maintenance of: 1) our APHL Laboratory Web Portal (LWP); 2) our connection with AIMS - DAART; 3) other systems as assigned. This position will also provide backup support to the Electronic Laboratory Reporting (ELR)/Web-based Laboratory Reporting (WLR) coordinator, assisting our internal and external customers with compliance of state and national public health reporting guidelines and statues.
This position is on-site at 2601 Agriculture Dr, Madison, WI 53718. Work hours are 7:45 AM - 4:30 PM Monday through Friday. Occasional after hours, weekend or holiday work may be required in support of urgent or emergent public health needs of the organization. Remote work may be considered at the discretion of the hiring manager based on performance after successfully passing a period of probation.
About the Communicable Disease Division - Wisconsin State Laboratory of Hygiene
The WSLH and CDD serve as the State of Wisconsin's laboratory for infectious disease testing, supporting the Wisconsin Division of Health Services through surveillance and outbreak response for any pathogen of public health significance. The CDD is a national and regional reference laboratory for many Centers for Disease Control and Prevention (CDC) programs, including but not limited to the detection of and surveillance for influenza, vaccine-preventable diseases, enteric disease pathogens, parasitic diseases and antimicrobial resistance.


Responsibilities:
Conducts business process analyses, needs assessments, and preliminary cost/benefit analyses in an effort to align information technology (IT) solutions with business initiatives. Prepares functional, system, and program specifications. Holds a higher level of technical skills and application in their work, variation in activities, longer-term work, latitude to apply skills to solve routine problems without review, and some latitude to devise the approach and method to performing assignments. Performs routine work without supervision, seeking assistance when guidelines are inadequate, significant deviations are proposed, or when unanticipated problems arise.
  • 5% Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements
  • 30% Devises or modifies moderately complex information systems including analysis of business and user needs, documenting requirements, and revising existing system logic difficulties as necessary
  • 5% Determines and recommends programs required for optimal problem solution within cost/performance objectives
  • 10% Participates in requirements planning and feasibility determination
  • 10% Performs analyses and prepares reports to ensure that programs meet or exceed schedule commitments
  • 30% Works on tasks including project or functional requirements, functional design, functional configuration, testing, and documentation
  • 10% Trains, serves as a resource, and provides guidance to other IT business analysts on routine problems, work processes, and policies

Education:

Preferred
Bachelor's Degree in Computer Science, Information Technology, or related field


Qualifications:

Preferred:
-Clinical or public health laboratory experience
-HL7 certification
-Relevant training and experience in the following:
-Application support normally obtained by working as an applications analyst
-Interface engines
-LOINC, SNOMED
-Customer service
-Epic Systems Beaker experience, as well as proficiency or certification in Beaker or Bridges
-CAHIMS or CPHIMS certification

It is anticipated this position requires work be performed in-person, onsite, at a designated campus work location.

Salary:

Minimum $70,000 ANNUAL (12 months)
Depending on Qualifications
Minimum salary starting at $70,000.00/year. Salary to be determined upon hire.
