Overview
The core purpose of the Office for Research (Research) is to advance Rutgers preeminence in research and spur economic growth. This office provides services university wide to support the faculty’s research and strategically leads the university’s economic development activities. Our functions range from supporting the identification of new research funding opportunities and submission of grants proposals to post-award financial management and research regulatory affairs. The office directs research commercialization, including patenting and licensing, and serves as a central point for industry access.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Application Developer for the Office of Advanced Research Computing. Under the direction of the Director of IT, the Application Developer will provide development and production support to Animal Care focused systems, applications, and infrastructure. 
Among the key duties of this position are the following:
  • Performs analysis, design, programming, testing, debugging, and documentation of programs to solve medium to complex business problems related to the animal care program. 
  • Applies conversions and enhancements to business systems. 
  • Participates in the development of detailed programming/system specifications, including policies and procedures. Interfaces with users in the Animal Care department to identify system problems and propose solutions. 
  • Develops project plans and training programs as assigned.
  • Works in a team environment to develop or maintain enterprise applications related to Office for Research and its reporting units.

Minimum Education and Experience
  • Bachelor’s Degree or an equivalent combination of education and/or experience. 
  • A minimum of three (3) years of progressively greater responsibility in related technology field and relevant software development experience and understanding of project life cycles, programming tools, methodologies & concepts. 
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Demonstrated experience and fundamental understanding of web application development, including C#/.Net, MVC, JavaScript, jQuery, PHP, XML, XSL, web services, data structures & collections, caching, configuration, etc. 
  • Solid SQL and PL/SQL experience in Oracle; web-based technologies & portal systems; OO development principles, multi-tier web application design and relational database principles.
  • Knowledge/experience with open-source projects, technologies & tools. Experience with Web application user interface design, and with C#, IIS, CSS, and HTML
  • Comfortable configuring server software and services and working independently, setting up various web applications and performing their associated system configurations.
  • Understanding of writing  secure code, distributed computing environments and integrated communication concepts. 
  • Good analytical and problem-solving skills, and the ability to develop/manage project work plans. 
  • Effective oral, written, interpersonal and team skills.
Preferred Qualifications
  • Prefers five (5) years of progressively greater responsibility in related technology field.
  • Excellent understanding of PHP web development frameworks, MVC Core and other MVC based development frameworks. 
  • Expert level coding skills in PHP based web applications.
  • Good interpersonal and leadership skills to lead the development team in technical implementations.
  • Coding expertise in C# as well as PHP 
  • Knowledge of: Click Portal grant management system for research administration and grants management system.
  • Familiarity with HTML5, AJAX, mobile apps development is preferred. 
  • Desire experience managing VMware vSphere and Windows servers and Linux Servers as well as the ability to maintain and set up secure server software and Operating Systems.
