Posting Summary
Rutgers, The State University of New Jersey is seeking an Application Developer I for Office of Information Technology (OIT) – Web Consulting Services (WCS).
Reporting to the Associate Director of IT (Web Consulting Services), the Application Developer I (Web Developer) provides programming and website development support to Rutgers University Office of Information Technology – Web Consulting Services (OIT-WCS), developing, implementing, and maintaining websites using programming languages PHP, JavaScript, HTML, CSS and built on top of a content management system (CMS) framework. The Application Developer I suggests technology solutions to business challenges under the direct and/or indirect supervision of the Associate Director of IT/Web Consulting Services. Designs and implements widgets, dynamic functionality, new components, plugins, themes, and templates as well as configures and maintains JavaScript solutions and CMS based websites. In addition, other WordPress related tasks will be performed including maintenance and improvements to existing platforms such as Sites@Rutgers,
WCS WordPress Templates, etc. Responsible for producing technical documentation, when requested, and ensure all code changes and updates are properly documented according to the unit’s standards.
Among the key duties of this position are the following:
  • Works with the members of the Web Consulting Services (WCS) team, clients, and internal/external stakeholders to understand customer needs, motivations, and behaviors and translates them into specifications and implementations.
  • Identifies customer needs and takes action to meet those needs. Continually searches for ways to increase customer satisfaction.
  • Designs and develops WordPress web-based solutions from analysis to implementation. Identifies the appropriate resources and processes, sets priorities, and meets deadlines.
  • Supports the development, implementation, and maintenance of WordPress CMS based websites. Codes JavaScript based solutions especially within context of WordPress CMS.
  • Keeps abreast of the latest technologies and considers how they may be used to solve challenges in enterprise solutions. Designs, develops, and maintains JavaScript applications, widgets, and functionality. Shares JavaScript knowledge and best practices with team members.
  • Monitors and performs regular CMS based website maintenance activities. Performs technical resource planning and support. Maintains and secures current web properties by applying patches and updates, refactoring code, and transitioning to new development frameworks as needed.
  • Participates in change management and release management activities. Identifies and reports risks, issues, and dependencies of assigned tasks/projects. Participates in test planning, performs testing activities as needed (including unit, integration, performance, and user acceptance testing), and applies performance optimizations.

Minimum Education and Experience
  • Bachelor’s Degree in Information Technology, Computer Science or related field, plus three (3) years of programming experience with solid knowledge of current programming languages and methodologies. 
  • Equivalent education, experience and/or training may be substituted for the degree requirements.

Required Knowledge, Skills, and Abilities
  • Proficient in JavaScript design and implementation of dynamic functionality for web-based solutions especially in context of a CMS framework. 
  • Strong analytical and troubleshooting skills, detail-oriented and thorough. 
  • Excellent at communicating and explaining complex concepts in layman’s terms. 
  • Ability to prioritize, schedule, and complete development, configuration, and testing required for multiple projects with overlapping schedules. 
  • Ability to meet with clients to manage tasks and translate requirements into technical work action items. 
  • Self-motivated and ability to work well with minimal supervision or in a team environment.
  • Proficient in JavaScript, PHP, MySQL, HTML, CSS (SASS). 
  • Proficient in analysis, maintenance, and extendibility of CMS framework. 
  • Ability to use and configure commonly used CMS plugins. 
Preferred Qualifications
  • Proficiency in design and development of custom JavaScript widgets and applications, ability to use preprocessors (Gulp, Yarn, Webpack, etc.), ability to design and develop custom WordPress solutions including templates, and themes. 
  • Knowledgeable in version control with Git and GitLab, ability to integrate JSON and XML based web services into advanced web projects using both RESTful and SOAP based APIs, experience with JavaScript frameworks such as React, jQuery, Vue.js, and Node.js, and the ability to stay up to date with best practices in JavaScript. 
  • Ability to perform graphic design tasks including creation of icons, logos, image formatting using Photoshop and the ability to wireframe and prototype websites. 
  • Good understanding of accessibility and implementation of accessible solutions.
