Job Description

Major Essential Duties:

Provides strategic support for The Director of AgriLife Facilities Management and Construction, Facilities Management Team, Administrative Services, Director of Research, Director of Extension and Agency Directors throughout the State of Texas.  The position is responsible for providing recommendations for infrastructure planning, space planning, renovation and construction projects and future development.

Daily Duties will consist of:

Work directly with AgriLife Purchasing

  • Develop project SOW (scope of work) for advertising
  • Provide support for reviewing RFQ and RFP for hiring professional services
  • Provide support and review bids/bidders
  • Provide support for answering questions regarding construction project details
  • Provide support for reviewing major purchasing of equipment for construction projects or renovations
  • Will actively participate in interview prospective Architects and Engineers for projects
  • Develop a plan for districts and/or zones for providing Master Service Agreements for Electrical, HVAC and Plumbing
  • Develop a plan for districts and/or zones for providing Job Order Contractors that can be used for minor and major construction projects

Work Directly with Research, Extension, Agency Directors, and their business staff

  • Provide technical assistance to questions regarding renovation projects
  • Provide information such as design and construction procedures
  • Work with business staff when it relates to requisitions and invoices
  • Assist with issues regarding accessibility standards
  • Develop a comprehensive plan for security
  • Work with Environmental Health and Safety to resolve reported facility violations
  • Work with Risk and Compliance on any facility issues
  • Develop a comprehensive plan for natural disasters (tornado’s, hurricanes, flooding, hail, and freeze).

Work Directly with the appropriate Admin Services Groups to assist/develop the following

  • Development 1-5+ year multi-million -dollar program for utility/facility infrastructure systems, minor construction, and renovation projects less than $4M
  • Comprehensive capital maintenance and capital outlay programs for 1-5+ fiscal years for submittal based on objective information and data
  • Develops, monitors, and analyzes applicable statistical data and information, such as Facility Condition Assessments (FCAs) and 3rd party facility/utility produced reports and studies, to develop long range project forecasting and planning
  • Leverages building condition information from (FCAs) and facility space use data to develop options for repair and maintenance of off-campus facilities and infrastructure over the lifecycle of the asset
  • Develops and organizes the list for all off-campus projects under consideration for approval by the Vice Chancellor, Executive Associate VC & Chief Operating Officer, Director of AgriLife Research, Director of AgriLife Extension and Directors of Agency’s (Executive Administration).

Required Education and Experience:

Bachelor’s degree in Construction, Engineering or Architecture (specializing in Construction Administration, or a related field is required). Experience will not be considered in lieu of the educational requirement. Six or more years of experience managing a variety of agricultural, laboratories, educational renovations, and construction projects.

Required Special Knowledge, Skills and Abilities:

Excellent organizational, planning and interpersonal skills.

Ability to work and communicate effectively, both verbally and in writing, with a wide range of professionals within AgriLife.

Ability and skills to read and understand building design and construction documentation.

Ability to multi task and work cooperatively with others.

Preferred Special Knowledge, Skills and Abilities:

Familiarity with working in the Texas Higher Education Coordinating Board environment.

BIM software competencies in Autodesk Revit and proficiency in AutoCad.
