Job Description

As a member of the WMD/Executive Program training team, the Instructor will be responsible for instructing and facilitating emergency response training courses in a challenging adult education learning environment. The Instructor will utilize their knowledge of adult learning theories and learning styles to maximize learner success and ensure overall effectiveness of the course instruction.  The Instructor will use a variety of media to present course materials and will serve as a "Subject Matter Expert (SME)" in CBRNE/HazMat emergency response. The Instructor will conduct active marketing of WMD Operations Program and will participate in curriculum update activities, when necessary; and assist in scheduling and marketing classes. The Instructor will report to the Training Manager.

Required Qualifications:

  • High School Diploma or GED

  • Four years of related experience in CBRNE, MCI, response and deterrence, anti-terrorism, and/or counter-terrorism

  • One year of adult education and/or training experience

Required Licenses/Certifications:

  • Valid Driver’s License

  • Ability to obtain a U.S. Passport within 6 months of employment

  • Nationally recognized (IFSAC or Pro Board) certification in Hazardous Materials First Responder: Operations

Preferred Qualifications:

  • Bachelor's Degree from an accredited college or university

  • 10 years' experience in a combination of the following: CBRNE, MCI, response and deterrence, anti-terrorism, and/or counter-terrorism

  • Nationally recognized (IFSAC or Pro Board) certification in Hazardous Materials First Responder: Technician, Specialist, and Incident Command

  • Experience in hazardous materials response and mitigation

  • Experience in air monitoring and sampling in hazardous materials response

  • Experience in WMD operations and training, emergency response planning and operations, or emergency management experience

Physical Requirements: 

  • Ability to support training delivery for up to 8-10 hours/day (standing)

  • Ability to communicate orally and in writing

  • Ability to regularly use a computer/keyboard

  • Physical conditioning consistent with wearing hazardous materials Personal Protective Equipment (PPE), including donning and doffing self-contained breathing apparatus (SCBA), setting up classrooms, movement of training equipment and instructional materials up to 50lbs

  • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines

Knowledge, Skills, and Abilities: 

  • Advanced working knowledge in WMD and/or CBRNE operations

  • Knowledge of principles and methods for teaching and instructing individuals and groups

  • Proficiency with basic office software and instructional programs

  • Knowledge of media production, communication, and dissemination techniques and methods

  • Skilled in utilizing various learning and active listening strategies

  • Ability to orally express and comprehend information and use inductive and deductive reasoning

  • Excellent (oral/written) communication and presentation skills

  • Ability to interact positively and professionally with staff and emergency response personnel and emergency managers

  • Ability to multitask and work cooperatively with others

  • Strong interpersonal and organizational skills

Notifications: 

  • This position is security-sensitive.

  • This position routinely requires extensive travel (50% or more), which may include domestic and some international travel.

  • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.

  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.

  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.

Essential Duties, Tasks, and Percentages: 

Delivers WMD Operations courses as assigned - 60%:

  • Instructs various WMD Operational courses utilizing curriculum, course materials, and training equipment

  • Travels to and from course locations, to include domestic and foreign locations

  • Delivers the course and course exercises within the scope and intent of the Instructor Guide

  • Ensures all participants have achieved the terminal objectives of the course

  • Assists TEEX and other agencies as required as a WMD subject matter expert and instructor

  • Ensures classrooms/exercise locations are ready for participants

  • Ensures concerned parties, points of contacts, host organization, agencies, are contacted at regular intervals and notified of schedules, locations, and times

  • Ensures that each course is fully coordinated with the receiving jurisdiction; to include, preparing and shipping all required course materials, coordinating teaching assignments with full-time and adjunct instructors, and coordinating travel and lodging for the instructor team prior to departure

  • Ensures training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for upon completion of the course

  • Develops and maintains subject matter expertise in CBRNE/HazMat emergency response

  • Monitors TEEX/ESTI Online Registration Process (OLR) for completion of online pre and post tests

Participates in the Development and/or updates of various WMD course materials - 15%:

  • Actively participates in the updating and revising of a course as a team member in the curriculum processes

  • Reviews new instructional materials as they become available to determine relevance with current courses

  • Assists with the research and development of WMD course related materials to include lesson plans, outlines, training aids, manuals, and scenarios

  • Revises and updates existing course material as necessary to maintain course relevancy

  • Creates and/or updates PowerPoint presentations and /or other graphic training aids

  • Identifies content and resources which would be appropriate for use in course revisions

Customer Relations- 15%:

  • Contacts and maintains rapport with assigned States and US Territories' SAA/TPOC and or local point of contact at least semi-annually to market training, provide customer service, and assist in scheduling classes

  • Assists in scheduling an average of three classes per quarter

  • Assists in training current and newly assigned staff members and promotes teamwork with instructor cadre

  • Assists in maintaining the WMD OPS website page on the TEEX/ESTI Portal by updating content and ensuring links work

  • Reports operational issues to the Training Manager

  • Respectfully interacts with fellow staff members, wage instructors and customers

  • Actively works with wage instructors to promote instructor continuity

Administrative/Fiscal Responsibility - 10%:

  • Submits travel forms to Training Manager within two business days after course completion  

  • Submits After Action Reports (AAR) to Training Manager within two business days after course completion 

  • Submits MDR by the assigned due date.  Maintains course and student documentation for class deliveries

  • Submits course documentation in a timely manner and completes additional required reports by suspense date

Other Duties:

  • As part of the TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/ HQ Department Head

  • Supports the TEEX values of Safety, Teamwork, Adaptability, Respect and Stewardship in all work activities

  • Participates in professional development activities specifically targeted at improving instruction techniques (not subject matter)

  • Maintains required professional credentials

  • Follows all dress codes associated with work activity (i.e., travel, workshops, in office, etc.)

  • Works cooperatively and respectfully with other sections, programs, and divisions within TEEX

  • Performs additional work duties as assigned
