The UW Nutritional Sciences Program is an interdisciplinary academic program in the School of Public Health composed of core, interdisciplinary, and clinical faculty who are nationally and internationally recognized experts spanning epidemiology, environmental and occupational health sciences, health services, nutritional sciences, sustainable food systems, and other disciplines across campus and the Fred Hutchinson Cancer Research Center. At the undergraduate level, the Nutritional Sciences Program has a growing major in Food Systems, Nutrition, and Health and a popular Nutrition minor. At the graduate level, the Program has Master of Public Health, Master of Science, and Doctor of Philosophy degrees, and an accredited program for Registered Dietitian Nutritionist (RDN) training. The Program is on a continued growth trajectory, now teaching nearly 19,000 student credit hours, and is in the process of strategic planning to explore future departmentalization.

The School of Public Health has an outstanding opportunity for an Administrator within the Nutritional Sciences Program. 

The Administrator provides broad administrative, fiscal, and human resources management and is a member of the Leadership Team for the Nutritional Sciences Program housed within the Office of the Dean in the School of Public Health. This position is responsible for financial planning and management of all program budgets including expenditure and revenue forecasting, evaluating operational needs, and hiring staff. The administrator manages overall operation of the Program including staff/academic human resources, organizational development, strategic planning, communications, facilities, technology, and emergency operations. Additionally, this position contributes to the administrative management of the Program’s graduate, undergraduate, and fee-based dietetics training programs. The Administrator supervises the Program’s Manager of Student and Academic Services and Administrative Coordinator and provides indirect supervision for two shared positions supporting communications and IT. The Administrator is responsible for ensuring compliance with federal, state, local, and University rules and regulations. This position reports to the Nutritional Sciences Program Director and serves as the administrative liaison with the SPH Office of the Dean Leadership Team, UW Administration, and other SPH department administrators, AHR managers, and chairs.

RESPONSIBILITIES:

This position serves as the administrative advisor to the Program Director, faculty, staff, and students providing financial and policy guidance that draws on an extensive knowledge of Program, SPH and UW policies and procedures; Program data, records, and other sources of background information. This position has substantial independent decision-making authority in controlling all areas of Program operations. Strong business analysis and planning skills are required to ensure alignment of finances from tuition and fee-based academic programs, gifts, and reserves with the Program's short and long-term strategic priorities. The Program's administrative structure requires excellent administrative judgement and discretion, the ability to work very independently, and highly effective communication with faculty, staff, students and leadership at all levels to facilitate close coordination with multiple UW departments, the Office of the Dean, and other partner organizations.

Administrative Leadership

·         Develop, interpret and implement institutional and organizational policies, procedures, and operations.?
·         Provide expert advice and decision support to the Director, faculty, and staff and assure compliance with all SPH, university, and state policies.
·         Represent the Program and Director in administrative matters with the SPH Dean and leadership, UW departments, colleges, and other institutions.
·         Facilitate and serve as an active member of the NSP Leadership Team.
·         Participate in faculty meetings, the curriculum committee, and other Program committees in an advisory capacity.
·         Represent the Program on School and University committees and workgroups.
·         Facilitate and participate in strategic planning and organizational development processes and provide project management to advance strategic priorities.
·         Directly supervise the manager of student and academic services and administrative coordinator.
·         Provide indirect supervision for shared staff positions supporting communications and IT.
·         Develop systems to maintain academic program data and utilize university resources (EDW, Business Intelligence Reports, and SPH Data resources) to prepare reports for internal decision making, business planning, Program Reviews, and accreditation requirements.

Fiscal Planning and Management

·         Administer state funds, self-sustaining, ICR and gift funds totaling approximately $3.5M in direct costs/year.?
·         Devise and maintain budget reporting systems for a variety of funding types to track commitments, current balances, and revenue and expense forecasts.
·         Establish policies and procedures and oversee all purchasing functions, ensuring compliance with university, state, gift funding, and other requirements.
·         Prepare and monitor MOUs, consultant contracts, and FHCRC teaching agreements.
·         Prepare business and hiring plans, budget reports, budget proposals, and supporting documentation for the Director and SPH leadership.
·         Apply program scholarships, fellowships and stipends to student accounts and problem-solve tuition and financial aid issues.
·         Facilitate implementation of new university systems, including serving as the Program’s change agent for the ongoing Financial Transformation project.

Human Resources

·         Plan and direct human resource activities to effectively support changing Program needs and growth.
·         Manage hiring processes, compensation, annual performance evaluations, and performance improvement/corrective action.
·         Coordinate onboarding, training, and organizational development activities.
·         Maintain current knowledge and work with UW HR and Compensation to ensure compliance with all procedures and policies for professional, classified, temporary, graduate appointee and student appointments.
·         Partner with the Office of the Dean and SPH departments on shared staffing.
·         Prepare and implement faculty hiring plans and advise Director on fiscal aspects of faculty hiring.
·         In collaboration with multiple appointing departments and SPH Human Resources leadership, plan and coordinate faculty searches and appointment of temporary lecturers, clinical instructors, and visiting scholars.
·         Collaborate with departments to support faculty reappointment, merit, and promotion processes.
·         Advise the Director and faculty on the SPH Faculty Compensation Plan, expectations, and buy out or buy down provisions.
·         Work with Director to plan annual and long-range instructional coverage, course support (staff and academic student employees), administrative roles, and service assignments.
·         Work towards diversity, equity, and inclusion goals within our Program and the School of Public Health.

Facilities, Equipment, Technology, and other Operational Management

·         Manage all major infrastructure needs including facility maintenance/remodels, space allocation for academic program and research faculty/staff, information technology resources, and equipment/supplies.
·         Participate in the long-range facilities planning for the program including requests for equipment, space, and capital improvements.?
·         Coordinate space assignments and moves of personnel and equipment.
·         Supervise office or workspace set-up for new personnel, key distribution, and maintenance of inventory records.?
·         Approve and grant access to various IT systems and tools.
·         Maintain emergency and COVID operations plans and interface with EH&S, UW Police, Seattle Fire Department, other UW departments, and the Dean's Office as needed regarding emergency operations, safety, and security.
·         Other duties as required.

Lead Responsibilities:

Oversight of staff positions appointed in and shared with other SPH or UW units: Communications Manager (.60 FTE in NSP), IT Manager (.30 FTE in NSP)

Supervisory Responsibilities:

Supervise 1.0 FTE Manager of Student Services (Academic Services-Assistant Director E S 9), 1.0 FTE Administrative Coordinator (Administrative Assistant 3), hourly and temporary staff as required.

MINIMUM REQUIREMENTS:

Master’s degree in Higher Education Administration, Business Administration, Public Administration, Public Health or a related area or equivalent experience and 6 to 8 years relevant experience

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS:

·         Administrative leadership and financial management experience in a higher education, academic, or related environment.
·         Demonstrated competence in financial operations, business and HR planning, financial analysis, and strategic planning.
·         Excellent communication and interpersonal skills and a demonstrated ability to manage a number of complex, multifaceted relationships with people representing diverse perspectives, approaches, and job roles.
·         Demonstrated ability to effectively supervise staff, delegate work, and strengthen teams.
·         Proven ability to manage growth and change, work collaboratively, and navigate conflicts with faculty, staff, and students.
·         Ability to maintain confidentiality and to handle confidential and sensitive information in an appropriate manner.
·         Strong project management skills including ability to work independently or as part of a team, problem solve, take initiative, set priorities, and handle multiple projects in a deadline driven environment.
·         Proficiency with computer technology to manage data, conduct financial analyses, and develop reports and presentations.

DESIRED EXPERIENCE:

·         Strong knowledge of university fiscal and HR policies and procedures and proficiency with UW systems including MyFD, EDW, Workday, ARIBA, ASTRA, and other UW financial and HR systems.
·         Familiarity with undergraduate or graduate level training program administration
