Occupational Summary

Provide overall management and direction of administrative functions and program management within the Department of Economics, a large and complex University

Department that is home to the second largest population of undergraduate majors and among the largest populations of regular rank faculty, PhD, and Masters students of any academic departments at Duke.  Provide administrative leadership and coordination of administrative and business-related functions such as finance, budget, personnel, space, and facilities planning, grant administration, and policy interpretation and dissemination in support of the teaching and research of the Economics Department.

Work Performed

Provide programmatic and administrative direction in the formulation, interpretation and administration of current and long-range programs, policies, and procedures. In collaboration with the chair, ensure policies support and procedures facilitate the department’s mission to perform exemplary teaching and research, and to engage with others within and outside of Duke.

Confer with administration and faculty to analyze and recommend priorities and goals for future department needs and goals.

Collaborate with A&S Development staff, Chair, and other faculty leadership in establishing use of new and existing gifts and endowments to the Department of Economics to include multi-year planning to implement the department’s vision for research and teaching and ensure compliance with governing documents, donor intent, and current University policy.

Plan departmental financial budgets (including approximately: $20 million in A&S-provided operational funding, $3.3 million to $4.4 million net master’s program revenue, and approximately $1.8 million in annual endowment/gift income) to meet needs and prepare financial statements, analyses and reports reflecting status of programs and activities, setting forth progress, adverse trends, and appropriate recommendations. Ensure compliance with university policies and procedures.

Serve as highest level staff leader in the Department and collaborate effectively with supervisors of teams within the department.  Interface with departmental personnel to coordinate operational activities to ensure adequate manning, space, and facilities; direct the planning and coordination of purchasing, maintenance, construction, and renovation activities for the department; administer a program of property management and accountability.

Maintain liaison with all levels of administration, faculty, and outside organizations to coordinate Department business, accomplish directives and facilitate the resolution of problems.

Supervise and coordinate work of designated employees supporting business functions; manage personnel activities to meet University and departmental objectives to maintain and enhance a deeply diverse and meaningfully impactful staff: to include oversight/coordination of training, equal employment and pay, and wage and salary administration; advise on employment terms and appointment procedures of faculty as appropriate.

Mentor new Managers of A&S Departments.

Serve on search committees for new A&S positions and train business managers in administrative processes as requested.

Represent Chair in meetings and conferences and other affairs of an administrative natures. Prepare reports and analyses to include financial reports, setting forth progress, adverse trends and appropriate recommendations or conclusions.

Perferred Qualifications at this Level

Education/Training

Work requires a bachelor's degree in business or a closely related field.

Experience

Work requires a minimum of four years related business or administrative experience to acquire competence in applying general personnel practices, accounting, and budgeting pricinples and coordination of major administrative functions.

Strong preference for a minimum of seven years progressively responsible experience in administrative management, to include proficiency in budgeting, grants and contracts, personnel supervision and space and facilities management.
