Administrative Manager (Administrator IV) Neurobiology & Behavior
The Department of Neurobiology and Behavior (NB&B) has a distinguished faculty of 23 whose interests range from the intrinsic properties of neurons to the organization of animal societies. Research in the Department falls into five core areas: cellular and molecular neuroscience, systems neuroscience, computational neuroscience, chemical ecology, and animal social behavior. Faculty members have integrative programs of research that span different levels of analysis. The Department is housed in both the College of Agriculture and Life Sciences (CALS) and the College of Arts and Sciences (CAS) with an overall budget of 9.3 million and sponsored activity of 3.4 million.

Under the direction of the department chair, and with a dotted line to the CAS and CALS College Business Officers, act as the Business Manager and Operational Advisor and oversee the general operation for the Department including the Investigative Lab course administration (positions directly supervised by Office of Undergraduate Biology) and collaborate with the Chair and Senior Administrative Manager. Collaborate with the Chairs on development and implementation of management strategies for short- & long-range fiscal, operational and human resource challenges. Function as chief financial officer of unit, establishing and monitoring annual budget, developing financial projections and strategies, and managing grant and gift proposals. Work very closely with department faculty, provide ad-hoc reports and analysis and guidance on issues related to their grants, personnel, student (grad and undergrad), IT and facility needs. Work in partnership with CALS business service center and Endowed financial group to ensure that operations are structured to meet departmental needs. Work in partnership with the CALS Human Resource Office and CAS Human Resources on all HR issues related to academic, non-academic and student employees. Establish and implement departmental operational policies and procedures. Advise and assist Chair and department supervisors on staffing and human resources issues. Oversee the information technology function and operation. Serve as primary liaison to college and university financial, administrative, and human resource management units. Participate in continuous learning and specialized training in key Administrative Manager functional areas to enhance professional knowledge and skill.

This position is eligible for hybrid work schedule (4 days in office and 1 day remote)
Required Qualifications:
- Bachelor's degree or other formal four-year training program in business administration, organizational development, human relations, or related field required with 3-5 years of experience or equivalent combination.
- Strong working knowledge of or ability to develop knowledge in Cornell contract and endowed budgeting and accounting policies and practices; grant and contract management; personnel policies and procedures; and conflict management and contract negotiating required.
- Must be proficient in or able to quickly acquire skills in use of Cornell administrative computer systems such as KUALI, HR-Online/Workday, BRIO, CPBS, eSirius, PeopleSoft Financial Aid Awarding, Student hiring, and PAR IRIS gift tracking system.
- Must have excellent analytical and problem-solving skills.
- Ability to conceptualize and design databases and data collection methods, analysis and presentation to meet business reporting and decision making needs required.
- Customer service skills and demonstrated ability to communicate with a broad range of people is essential. Attention to detail and organizational skills are critical.
- Able to work quickly, effectively under pressure, use judgment in accomplishing tasks that are urgent or of a sensitive or confidential nature; balance conflicting priorities, and make decisions from a range of choices.
- Must be comfortable working in an environment where change in process/procedures is the norm.

Preferred Qualifications:
- Master's degree in business administration, organizational development, human relations, or related field required is preferred.
- Experience with relational database systems desirable.
- Effective financial management, budget preparation, and fiscal operations management in higher education or the public sector is preferred.
- Grant and contract management experience desirable.
