SUMMARY:

The Administrative Lieutenant under general direction, is responsible for the supervision of four (4) divisions and serves as the Officer of Record and Quartermaster for the University Police Department.

DUTIES & RESPONSIBILITIES:

  • Supervises the Telecommunications Division, specifically the Telecommunications Supervisor.
  • Supervises the Community Policing Division, specifically the Community Engagement Sergeant.
  • Supervises the Property and Evidence Room, specifically the Evidence Technician(s).
  • Supervises the Security Division.
  • Supervises the Information Technology for the department, specifically the department’s Information Technology employee.
  • Serves as the Officer of Record for the Record Management Division.
    • Responsible for the FBI Uniform Crime Report (UCR)
    • Responsible for the law enforcement data requirements of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
    • Responsible for the Texas Commission on Law Enforcement Racial Profiling Report
    • Ensures compliance with National Incident-Based Reporting System (NIBRS).
    • Ensures compliance with the Texas A&M System records retention schedule.
    • Ensures compliance with Criminal Justice Information System (CJIS) rules and regulations.
    • Responsible for record requests through the Texas Open Records Laws and the TAMUC Office of the Vice President for Finance and Administration.
  • Serves as a Criminal Justice Information System (CJIS) Local Agency Security Officer (LASO) for the department.
  • Serves as the departmental Quartermaster and ensures compliance with TAMUC inventory requirements.
  • Acts as a law enforcement liaison between UPD and A&M-Commerce satellite campuses.
  • Researches and provides recommendations for departmental equipment and software.
  • Maintains departmental internet web page and the A&M Regional Law Enforcement Training Academy internet web page.
  • Works as a supplemental Patrol Officer, when needed.  Works supplemental duty assignments when needed. Works special duty assignments when needed.
  • Assumes duties as delegated by the Assistant Chief of Police or Chief of Police.
  • Conducts internal investigations as requested by the Internal Affairs supervisor.
  • Counsels employees concerning compliance with department policies and procedures and takes disciplinary action if required.
  • This job description shall include, but is not necessarily limited to, the above duties.  May perform other duties assigned to maintain operation and services.

MINIMUM REQUIREMENTS:

  • Education: High school diploma or equivalent and forty-five (45) hours of college or university credit from an accredited regional college or university as identified by the Texas Commission on Law Enforcement (TCOLE) § 211.1*.

*TCOLE 211.1 states that the College or University must be accredited by one of the following:

  • An institution of higher education that is accredited or authorized by the Southern Association of Colleges and Schools, the Middle States Association of Colleges and Schools, the New England Association of Schools and Colleges, the North Central Association of Colleges and Schools, the Northwest Commission on Colleges and Universities, the Western Association of Schools and Colleges, or an international college or university evaluated and accepted by a United States accredited college or university.
  • Experience / Knowledge / Skills: Eight (8) years law enforcement experience required. Strong interpersonal and organizational skills. Strong evidence of effective leadership, supervisory experience, and communication skills.  Demonstrated knowledge of state and federal laws pertaining to crime, safety and fire codes. Strong word processing, spreadsheet, and database applications skills.  Familiar with Microsoft SQL Server, Window’s Server, and various other operating systems.  Familiar with various computer hardware programs.
  • Ability to: Ability to multitask and work cooperatively with others. Work beyond normal office hours and/or work on weekends. Ability to communicate effectively with all segments of the campus population. Ability to function under adverse and stressful conditions and deal with individuals and critical situations in an effective manner.  Ability to understand and apply rules, policies, procedures and laws.  Ability to work with sensitive information and maintain confidentiality.  Ability to plan, organize, and direct the work of others.
  • Licensing/Professional Certifications: Must have a Texas Commission on Law Enforcement (TCOLE) license, with a minimum of an “Advanced” certification, and show proof of up-to-date state mandated training for the TCOLE 2 year unit and 4 year cycle. (All system university police will be required to meet minimum licensing standard requirements as required by the Texas Commission on Law Enforcement (TCOLE) § 217.1 ).  Valid Texas driver license and good driving record required.

  • Other Requirements: Background investigation and testing to include psychological examination required.  May be required to submit to polygraph exam and drug testing.  Due to the position you are applying for requires access to CJI systems, if it is found you have any of the following convictions on your criminal history report your application will be disqualified:

    Class A Misdemeanor Conviction

    Class A Misdemeanor Deferred Adjudication

Open arrest for any criminal offense (felony or misdemeanor) will be disqualified until disposition. The following will be a disqualified for the amount of time listed:

Class B Misdemeanor Conviction – 10 years Class B Misdemeanor Deferred Adjudication – 10 years

PREFERRED EDUCATION / SKILLS/ EXPERIENCE:

Bachelor’s degree.  Five plus (5+) years of law enforcement supervisory experience.  University law enforcement experience.

SUPERVISION OF OTHERS:

Communications Supervisor, Community Engagement Sergeant, Evidence Technician(s), and three (3) part-time civilians (Security Division).  Patrol Officers, Patrol Sergeants, Criminal Investigative Sergeants, as needed.
