Organizational Unit Overview
The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Information Technology and Computing Services, Human Resources, Environmental Health and Campus Safety, Auxiliary Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University. Within the Division, Financial Services is responsible for all financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources. The Payroll Office works with all departments within the University to process semi-monthly payrolls to 5900 permanent employees and 4200 students. The office is staffed with a Payroll Manager, Payroll Accountant, Accounting Technician, Tax Specialist, and four payroll clerks and at times a temporary staff position. The Payroll Office provides administration of all payrolls for ECU and is responsible for the general accounting functions relating to payroll. The Payroll Office is responsible for timely and accurate payments of salary to faculty, staff, and students as well as the reconciliation, reporting and remittance of taxes. The Payroll Office also performs data control duties and provides accounting transactions for general ledger posting. Payroll accounting involves reconciling the numerous FRS clearing accounts related to taxes and deductions and preparing reallocation entries, which ensure that labor costs for wages and benefits are expensed to appropriate financial accounts. In addition, the Payroll Office is responsible for ensuring that the University is in full compliance with the ITS and INS rules and regulations governing all payments to Foreign Nationals. A high level of knowledge and accuracy is demanded in the processing of payrolls to satisfy customer demands and to maintain compliance with the extensive and complex regulations and policies of the Federal and State government and University. The office successfully pays all employees using two highly automated and complex systems: Banner HR and Banner Finance, as well as several integrated time and attendance systems. The assignment information goes through many hands and Payroll is the last step in the process to verify the accuracy of payroll information. The Payroll Office personnel work very closely with the Human Resource office personnel, the vice Chancellors of Academic Affairs and Health Affairs EPA personnel; personnel in Grants and Contracts and personnel within the Budget Office to ensure those employees’ assignments have been entered correctly into the Human Resource System. Excellent customer service is also demanded working directly with university employees.
Job Duties
The Payroll Specialist is responsible for processing the semi-monthly and temporary/student payrolls. This position is responsible for providing customer service to all university departments utilizing Mass Time Entry. This position is co-responsible for data entry of data for off-cycle adjustments and additional data entry into Banner for informational purposes. Additionally, this position is responsible for low-level Banner and Mass Time Entry testing at the direction of the Payroll Director. Duties also include scheduling Payroll Runs and reviewing Payroll reports.
Minimum Education/Experience
High school diploma or equivalency and one year of related office experience; or equivalent combination of training and experience.
