Description of Work Unit
The work unit exists to oversee, monitor, execute, regulate, supply, and assure the effectiveness and efficiency of those services necessary for fulfilling the goals of teaching, research and continuing education central to the academic mission of the Department of Clinical Sciences and the College of Veterinary Medicine and Biomedical Sciences. This work unit also exists to exercise a higher degree of decision making and independence by functioning with less direction.
Position Summary
The Clinical Sciences Accounting Technician III provides professional, technical and administrative leadership in developing and executing fiscal strategies, policies and procedures in support of the overall strategic missions of CSU, CVMBS and Clinical Sciences and its programs. This position performs high-level technical accounting which utilizes all four functional areas of accounting: recording, classifying, verifying, and reporting. Specifically, this involves grant budget development and implementation; oversight, guidance, and direction for fiscal operations and management; and extensive knowledge of compliance requirements for federal OMB Uniform Guidance, university and state fiscal rules, sponsor expectations, donor intentions, and other rules and regulations as applicable. This position reports to the Clinical Sciences Accounting Manager, and works closely with the faculty, and Department Head. He/she is an important member of the administrative team, and works closely with the Clinical Sciences Business Officer and other Clinical Sciences office staff. This position is eligible for a hybrid work arrangement after a period of onboarding and training.

  • Demonstration of active, successful work in a leadership capacity within a professional business setting involving the simultaneous execution of multiple programs and initiatives
  • Demonstration of strong, effective oral and written communication skills.
  • Advanced working knowledge of Microsoft Office suite including significant experience in Word, Outlook, Excel and Access.
  • Demonstrated strong analytical skills combined with the ability to assess compliance needs and accurately interpret, translate and execute them for understanding and use by supervisees and/or clients / constituents.

Duty/Responsibility
  • Apply interpretations of accounting policies, rules and regulations to ascertain a range of potential options and associated risks, and present resulting options to principal investigators in a clear manner to promote understanding and subsequent, appropriate and informed actions.
  • Assess levels and degrees of appropriate actions and activities related to fiscal operations. Present advice and guidance to department, project management, and personnel based on professional interpretations, knowledge and experience.
  • Determine appropriateness and allowability of current and/or proposed activities providing direction and insight on policies and regulations which may apply.
  • Similarly, based on professional knowledge, experience and discretion, determine when current, proposed or potential activities may trigger real or perceived fiscal inappropriate behaviors/actions or misconduct. This requires development and implementation of plans for appropriate response to avoid or cease such activities, including an assessment of risk for various options, and specific actions to ensure proper personnel are informed and react accordingly.
  • Identify, assess and present opportunities to department and project management to identify and realize new fund sources wherever possible, and leverage existing funds for optimal affect.
  • Act as liaison between departmental personnel and Sponsored Programs and the CVMBS Dean’s Office regarding accounting and finance, budgets, staffing, sponsored projects, purchasing, contracting, and other issues as identified.
  • Review and approve financial transactions and balances; assure accurate time and effort allocations; complete account reconciliations; and identify and correct errors while implementing effective means to avoid future recurrences.
  • Provide an overview to the Clinical Sciences Business Officer and Department Head as needed to inform them of potential issues or concerns with an account such as deficits, staffing needs etc. in order to help facilitate a resolution.

Job Duty Category Fiscal/Budget Accounting
Duty/Responsibility
  • Prepare annual budgets and forecasts for self-funded accounts in the RECHAR (21), GENOP (22), and DCESUP (12) fund groups.
  • Work with the Clinical Sciences Business Officer to learn how to determine the appropriate billing rates for self-funded activities as needed. Review these rates throughout the year to assess the account balances in preparation of for year end and may recommend new billing rates based on learned information.
  • Prepare invoices for both internal and external clients and manage accounts receivable and deposit funds received from these clients.
  • Work with Clinical Sciences Business Officer and faculty to oversee accounting of faculty startup/retention funds from the department, college and VPR.
  • Analyze individual expenses to make sure they are appropriate for the purpose of the account and to keep costs efficient and related to the corresponding billing rates.
  • Maintain separate reports of expenses and billing information in such detail as to allow for the best information when calculating future billing rates.

  • Apply CSU administrative policies in conjunction with granting agency policies and procedures to establish working budgets after a grant or contract is awarded.
  • During the life cycle of the grant or contract, this position monitors the project periods, budget periods, staffing and expenditures to insure that appropriate agency rules and regulations are enforced.
  • As the life cycle of the grant or contract closes, this position must coordinate with the Principal Investigators to insure that all charges to the grant or contract are appropriate, allocable and finalized.
  • Coordinate with the Office of Sponsored Programs to insure that all sub awards have been completed and all final fiscal and technical reports have been submitted.
  • Maintaining monthly reports for the PIs to use in making decisions regarding grant spending
  • Maintain efficient, effective and accurate filing system for both electronic and paper documents and correspondence.

  • Monitors funding availability and funding end dates for selected salaried and hourly personnel.

  • This position will work as a member of the administrative team for the Department of Clinical Sciences. This may require new duties/tasks that will be assigned as needed to help the team either temporarily or permanently.
  • Serve as departmental backup to other departmental Accounting Technician’s for processing purchasing documents, PCARD transactions, travel documents (authorization and voucher), and hourly payroll data.
  • Serve as facility resource to faculty, staff, and students for interpretation of the University’s purchasing policies and procedures.
  • Assist faculty, staff, and students with any problems associated with transactions as needed.
  • Assure that the Accounting Team is appraised of all documentation and communications in a timely manner so that all work performed in a backup capacity receives appropriate follow-through to assure accuracy, completeness, and maintenance of appropriate records.
