Summary of Job Duties:

The Accounting Specialist is a part of the General Accounting team within Financial Services and works under the supervision of the Accounting Manager. This position is responsible for maintaining compliance with all federal and state regulations related to the fiscal management of Federal Student Aid programs, Arkansas Department of Higher Education (ADHE) scholarship programs, and University scholarship programs. The incumbent will also be responsible for maintaining the financial records for auditing purposes. This position is governed by state and federal laws and agency policy.

Qualifications:

Required Education and/or Experience

  • Bachelor’s degree in Accounting, or equivalent education, plus three (3) years of professional experience in accounting.

Preferred Education and/or Experience

  • An advanced degree in Finance or a related area and/or a Certified Public Accountant (CPA);

  • Workday, Ellucian Banner, and/or Anaplan experience;

  • Familiarity with higher education reporting in Arkansas;

  • At least six (6) years of professional experience in accounting or finance;

  • Experience in a university setting.

Job Duties and Responsibilities:

  • Reconcile Direct Loan funds daily, monthly and annually;

  • Reconcile Pell, ADHE, and University scholarship program funds bi-monthly;

  • Request funds for federal and state financial aid and scholarship programs;

  • Coordinate and complete the reconciliation process for federal financial aid programs, ADHE, and University scholarship programs, including Direct Loans;

  • Monitor Federal Work Study payment;

  • Verify pre-audit transactions and reports for accuracy and completeness;

  • Maintain financial records for audit purposes and assist internal and state auditors;

  • Provide updates and written reports to the Director of Financial Services regarding critical issues, improvement recommendations and policy changes to federal and state programs;

  • Analyze federal and state legislative and administrative decisions, regulations and policy changes to determine their impact on the federal and state financial aid programs operations and make recommendations on the implementation of the new requirements;

  • Create and track the completeness of new award set up for financial aid and scholarship programs;

  • Create and maintain cash receipt and disbursement records for financial aid program funds;

  • Request, record and transfer administrative cost allowance payments for financial aid program;

  • Prepare general ledger and operating account reconciliations as assigned;

  • Assist in financial statement/footnote preparation;

  • Assist in compiling the Schedule of Federal Awards;

  • Perform other duties as assigned.

  • Knowledge of principles, practices, procedures and theories of accounting;

  • Knowledge of auditing principles, practices and procedures;

  • Knowledge of state and federal legislative processes and procedures;

  • Ability to interpret and apply laws, rules, regulations and policies;

  • Ability to act independently and promptly to situations and events;

  • Ability to recognize critical events, develop and evaluate data, determine solutions and make recommendations;

  • Ability to prepare written and oral communications and reports;

  • Strong analytical and problem solving skills;

  • Strong organizational and prioritization skills with an ability to manage multiple projects simultaneously;

  • Skilled in using Microsoft Excel.
