The 4-H Resource Educator develops, plans, implements, and evaluates 4-H programs included within the National and New York State 4-H Mission Mandates. The National and New York State 4-H Mission Mandates include STEM & Agriculture, Civic Engagement and Healthy Lifestyles. Additional programming may be assigned, including outdoor education. The educator works to promote program objectives and plans within 4-H Youth Development for Cornell Cooperative Extension of Delaware County through personal contact, newsletters, social media, press releases, county and state fairs, displays, radio, and email. The 4-H Resource Educator assists the 4-H Program Supervisor in developing activities with 4-H volunteer leaders to discover best practices and integration of new tools and materials into the 4-H program. The educator works with and coordinates programming with other local and regional Extension staff and maintains direct linkages with Cornell University faculty and program units for program delivery guidance and research projects.
The Resource Educator performs administrative direction, management and coordination of 4-H Camp Shankitunk including (but not limited to): serving as point of contact for campers, parents and staff; budget preparation and monitoring; managing the human resource and personnel functions of the camp; guiding marketing and mass media efforts; fund development and grant writing, preparing camp safety plan and other licensure documents; developing and supporting educational program efforts. The position is responsible for providing administrative supervision of the camp director; camp office staff and camp program delivery staff including recruitment and oversight of the 4-H camp staff. This position will help develop camp policies and procedures, marketing and camp enrollment in overnight camp and day camp programs.
This position is supervised by the 4-H Program Supervisor with administrative supervision from the Executive Director. This position will also receive program consultation for camp management and program development from the State 4-H Camp Specialist.

    


Required Qualifications
  • Master’s Degree in Youth Development or field appropriate to the responsibilities of the position. 
  • Two years of volunteer or work related experience.
  • Experience in leadership, education, youth development, volunteer and camp program management.
  • Ability to work long hours, in an outdoor setting, requiring regular physical activity as well as standing and sitting for long periods.
  • Ability to plan, originate, organize, and carry out daily and special programs with minimal supervision.
  • Demonstrated experience in effective supervision and management with ability to supervise, train and motivate staff of all ages and levels of experience, including camp staff and volunteers.
  • Ability to initiate, plan, organize, implement, teach, and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups.
  • Ability to manage resources with high level of organizational skills.
  • Ability to maintain a positive and professional attitude.
  • Ability to be a team worker and relate effectively to faculty and co-workers, advisors, community and professional leaders, and clientele groups.

  • Apply subject matter knowledge to identify program gaps and emerging needs in the community and make recommendations for programmatic offerings, enhancements or improvements.

  • Deliver educational programs to impact audiences through a variety of delivery methodologies.
  • Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.
  • Provide educational program efforts via mass media.
  • Interact with program participants to include them in program delivery strategies.
  • Represent CCE as a subject matter expert before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.

  • Implement 4-H program evaluation to show impact of funded 4-H projects.
  • Analyze and interpret collected program data and make recommendations for improvement.
  • May be involved in multidisciplinary team efforts to design or analyze program evaluation.
  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.

Administrative Direction - 10%

  • Assist in identifying community and fiscal resources for program continuance and enhancement.
  • Provide moderately complex administrative tasks in anticipating or planning for program expenses (i.e. 4-H Camp Shankitunk, NYS 4-H STEM Camp, STEM Mini Courses).
  • Provide leadership for planning camp budget including forecasting revenues, prioritizing potential expenditures, and investigating potential cost savings measures.
  • Assist with development of camper recruitment and enrollment processes including online registration, online health documents, required forms and permissions, and parent information.
  • Interpret Association program direction to plan educational programs (based upon yearly Association goals and Association Plan of Work).
  • Interpret University program direction to plan educational programs based upon 4-H Mission Mandates.
  • Plan the delivery of established educational program goals.  Plan the structure of delivering educational programs via various methods.
  • Provide input to the planning of a unit budget based on program feasibility needs.
  • Plan effective strategic external and internal 4-H program communication/marketing efforts.
  • Assist in developing shared Association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
  • Assist in creation of a variety of fundraising plans and programs designed to meet overall public affairs goals and objectives.

Administrative Management - 10%

  • Manage the 4-H Camp Shankitunk facilities including the Lennox Memorial Forest, buildings, and surrounding grounds.
  • Manage new construction, remodeling, and continuing maintenance projects.
  • Prioritize work assignments for camp maintenance personnel.
  • Support staff in maintaining inclusivity in all 4-H and Camp activities and functions. 
  • Effectively allocate human resources to accomplish program objective and align appropriate staff skill sets and performance level based on established staffing plan.
  • Assist in ensuring volunteer direction and management procedures are followed according to established policies and procedures (VIP) by providing guidance, leadership and resources for volunteers and volunteer leaders including recruitment, screening, orientation, training, evaluation, and management.
  • Assist in providing moderately complex management support to the overall organization.
  • Assist in solving problems and resolving conflicts that arise within the 4-H program, utilizing appropriate policies and procedures.
  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to seasonal camp staff in accordance with established policies, procedures, and protocol. 
  • Manage camp operations, delegate responsibilities and establish staff work schedules.  Serves as primary point of contact for questions from staff.
  • Supervise annual camp staff safety trainings.
  • Serve as a primary information source to camp staff in regards to best practices, plans of work, and CCE guiding principles.
  • Monitor camp program offerings to ensure camper safety and suitability.
  • Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association and is research knowledge based.
  • Assist 4-H Program Supervisor in supporting 4-H volunteers.
  • Provide moderately complex tasks in guiding the implementation of the 4-H program budget.
  • Monitor program operating income and expenses to ensure spending is within 4-H program and camp budget.
  • Effectively allocate financial resources to accomplish program objectives.
  • Guide the communication and implementation of 4-H program (i.e. 4-H Camp Shankitunk, NYS 4-H STEM Camp, STEM Mini Courses, etc.).
  • May perform moderately complex tasks related to volunteer oversight responsibility as applicable.

Administrative Coordination/Operation - 20%

  • Coordinate completion of administrative reports as assigned by 4-H Program Supervisor.
  • Generate position announcements and offer letters with support from HR Lead and Executive Director.
  • Train support staff in use of registration software, customer service, and other internal policies and procedures as established and provided by the Association.
  • Prepare annual Department of Health application, including gathering of all supporting documents and signatures needed for submission.
  • Coordinate the awarding of deserving children for camperships and invoicing payment from various organizations.
  • Coordinate, schedule, and facilitate seasonal camp staff trainings/certifications.
  • Coordinate and facilitate the work of volunteers in implementing camp work days or events related to established program priorities.
  • Maintain accurate files and records for camp and rentals to include the NYS Health Department, camper and staff files, insurance and accident records, Milk Reimbursement Program, and other related programs files.
  • Assist with purchasing of supplies, as necessary. 
  • Assist facilities staff with coordination and preparation for annual inspections and open house.  
  • Assist with coordinating and facilitating affirmative action/EEO compliant hiring procedures to include position advertisements, position announcements, review of applications, conducting interviews, assist with conducting background/DMV screenings, and maintenance of search files, etc. in order to meet the Association and system requirements.
  • Maintain seasonal camp staff personnel files per established procedures and protocol for records management and grant documentation, including records retention, to be in compliance with all state and federal laws, and Cornell Cooperative Extension and University policies and procedures.
  • Prepare and submit expense reports and/or vouchers in a timely manner per policy and procedures.
  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board and others as requested.
  • Provide moderately complex program support to the implementation of the assessment, development, delivery, research, and evaluation of established educational program goals and funded 4-H projects.
  • Compile existing resources into educational program materials.
  • Implement established program schedule.
  • Assist in coordinating program implementation activities and planning efforts.
  • Submit program report to meet funding agency requirement (i.e. grants etc.).
  • Prepare and submit grant or funding proposals.
  • Complete required financial documentation to meet grant or budget requirements.

  • Ensure program evaluation is within scope of the statewide Plan of Work.
  • Develop program evaluation framework and tools to measure program impacts and gain input/insight for continuous improvement.
  • Interact with youth/campers, parents, camp staff, volunteers, community members and funders to obtain evaluation data for improving programs as directed by Supervisor.
  • Interpret evaluation data for reporting and program improvement purposes using standard, established policy, procedure and methods.
  • Make recommendations to the relevant constituencies including Executive Director, Board of Directors, Cornell faculty, county, and community leaders.

Applied Research - 5%

  • Maintain direct linkage with Cornell University faculty and program units for guidance in applied research.
  • May have direct linkage with other Land Grant University faculty and program units for guidance in applied research.
  • Communicate social and economic changes to Cornell University Specialists that may be studied and/or acted upon.
  • Assist in the collaboration with Cornell faculty to design or create applied research collection framework.
  • Ensure applied research is within scope of the statewide Plan of Work.
  • Participate in and assist with applied research projects as part of grant funded 4-H projects.

Administrative Direction - 10%

  • Assist in identifying community and fiscal resources for program continuance and enhancement.
  • Provide moderately complex administrative tasks in anticipating or planning for program expenses (i.e. 4-H Camp Shankitunk, NYS 4-H STEM Camp, STEM Mini Courses).
  • Provide leadership for planning camp budget including forecasting revenues, prioritizing potential expenditures, and investigating potential cost savings measures.
  • Assist with development of camper recruitment and enrollment processes including online registration, online health documents, required forms and permissions, and parent information.
  • Interpret Association program direction to plan educational programs (based upon yearly Association goals and Association Plan of Work).
  • Interpret University program direction to plan educational programs based upon 4-H Mission Mandates.
  • Plan the delivery of established educational program goals.  Plan the structure of delivering educational programs via various methods.
  • Provide input to the planning of a unit budget based on program feasibility needs.
  • Plan effective strategic external and internal 4-H program communication/marketing efforts.
  • Assist in developing shared Association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
  • Assist in creation of a variety of fundraising plans and programs designed to meet overall public affairs goals and objectives.
  • Assist in planning major public affairs events and functions.
  • Assist in planning for mass media efforts related to program/function.
  • May perform or assist in performing complex tasks related to supervisory responsibility as applicable.
  • Assist supervisor in developing relationships with committees, partner agencies, organizations, industries, community leaders and other stakeholders to obtain their assistance in program development and ensure that stakeholders are engaged in the program development process.
  • Make recommendations for staffing plan development process.

Administrative Management - 10%

  • Manage the 4-H Camp Shankitunk facilities including the Lennox Memorial Forest, buildings, and surrounding grounds.
  • Manage new construction, remodeling, and continuing maintenance projects.
  • Prioritize work assignments for camp maintenance personnel.
  • Support staff in maintaining inclusivity in all 4-H and Camp activities and functions. 
  • Effectively allocate human resources to accomplish program objective and align appropriate staff skill sets and performance level based on established staffing plan.
  • Assist in ensuring volunteer direction and management procedures are followed according to established policies and procedures (VIP) by providing guidance, leadership and resources for volunteers and volunteer leaders including recruitment, screening, orientation, training, evaluation, and management.
  • Assist in providing moderately complex management support to the overall organization.
  • Assist in solving problems and resolving conflicts that arise within the 4-H program, utilizing appropriate policies and procedures.
  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to seasonal camp staff in accordance with established policies, procedures, and protocol. 
  • Manage camp operations, delegate responsibilities and establish staff work schedules.  Serves as primary point of contact for questions from staff.
  • Supervise annual camp staff safety trainings.
  • Serve as a primary information source to camp staff in regards to best practices, plans of work, and CCE guiding principles.
  • Monitor camp program offerings to ensure camper safety and suitability.
  • Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association and is research knowledge based.
  • Assist 4-H Program Supervisor in supporting 4-H volunteers.
  • Provide moderately complex tasks in guiding the implementation of the 4-H program budget.
  • Monitor program operating income and expenses to ensure spending is within 4-H program and camp budget.
  • Effectively allocate financial resources to accomplish program objectives.
  • Guide the communication and implementation of 4-H program (i.e. 4-H Camp Shankitunk, NYS 4-H STEM Camp, STEM Mini Courses, etc.).
  • May perform moderately complex tasks related to volunteer oversight responsibility as applicable.
  • Make program related recommendations to the budget development process.

Administrative Coordination/Operation - 20%

  • Coordinate completion of administrative reports as assigned by 4-H Program Supervisor.
  • Generate position announcements and offer letters with support from HR Lead and Executive Director.
  • Train support staff in use of registration software, customer service, and other internal policies and procedures as established and provided by the Association.
  • Prepare annual Department of Health application, including gathering of all supporting documents and signatures needed for submission.
  • Coordinate the awarding of deserving children for camperships and invoicing payment from various organizations.
  • Coordinate, schedule, and facilitate seasonal camp staff trainings/certifications.
  • Coordinate and facilitate the work of volunteers in implementing camp work days or events related to established program priorities.
  • Maintain accurate files and records for camp and rentals to include the NYS Health Department, camper and staff files, insurance and accident records, Milk Reimbursement Program, and other related programs files.
  • Assist with purchasing of supplies, as necessary. 
  • Assist facilities staff with coordination and preparation for annual inspections and open house.  
  • Assist with coordinating and facilitating affirmative action/EEO compliant hiring procedures to include position advertisements, position announcements, review of applications, conducting interviews, assist with conducting background/DMV screenings, and maintenance of search files, etc. in order to meet the Association and system requirements.
  • Maintain seasonal camp staff personnel files per established procedures and protocol for records management and grant documentation, including records retention, to be in compliance with all state and federal laws, and Cornell Cooperative Extension and University policies and procedures.
  • Prepare and submit expense reports and/or vouchers in a timely manner per policy and procedures.
  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board and others as requested.
  • Provide moderately complex program support to the implementation of the assessment, development, delivery, research, and evaluation of established educational program goals and funded 4-H projects.
  • Compile existing resources into educational program materials.
  • Implement established program schedule.
  • Assist in coordinating program implementation activities and planning efforts.
  • Submit program report to meet funding agency requirement (i.e. grants etc.).
  • Prepare and submit grant or funding proposals.
  • Complete required financial documentation to meet grant or budget requirements.
  • Provide moderately complex support to conducting mass media efforts related to the 4-H and association programs.

Professional Improvement - 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
