Description of Work Unit
The Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University (CSU) is a multi-million dollar research organization located on CSU’s Foothills Campus in Fort Collins, Colorado. CIRA is a cooperative institute that is also a research department within CSU’s College of Engineering, in partnership with the Department of Atmospheric Science. Its vision is to conduct interdisciplinary research in the atmospheric sciences by entraining skills beyond the meteorological disciplines, exploiting advances in engineering and computer science, facilitating transitional activity between pure and applied research, leveraging both national and international resources and partnerships, and assisting the National Oceanic and Atmospheric Administration (NOAA), CSU, the State of Colorado, and the Nation through the application of our research to areas of societal benefit. In Boulder, Colorado, CIRA collaborates with all branches of NOAA’s Earth System Research Lab (ESRL). At ESRL, scientists study atmospheric and other processes that affect air quality, weather, and climate. ESRL researchers monitor the atmosphere, study the physical and chemical processes that comprise the Earth system, and integrate those findings into environmental information products. This work improves critical weather and climate tools for the public and private sectors.
Position Summary
The National Oceanic and Atmospheric Administration’s (NOAA) Global Systems Laboratory (GSL) is a federal science and research laboratory under NOAA’s Office of Oceanic and Atmospheric Research (OAR). GSL provides the National Weather Service (NWS) and the nation with environmental observing, prediction, computer, visualization, and information systems. These systems deliver data, forecasts and weather predictions expected within minutes or weeks away, including severe weather events. GSL is a leader in the applied research, directed development, and technology transfer of environmental data, models, products, and services that enhance environmental understanding with the outcome of supporting commerce, protecting life and property, and promoting a scientifically literate public.
The Verification and Assessment Branch (VAB) within the Assimilation, Scientific Computing, and Evaluation Novel Division (ASCEND) of GSL seeks to hire a Research Associate to support the evaluation of weather forecasts, develop impact-based verification metrics and assessment approaches, interface with current and potential sponsors, and work with aviation operational specialists to develop foundational concepts for building new aviation decision support tools. Specifically, the individual in this position will report to a CIRA Software Developer, work in close collaboration with model developers and work as part of the Model Verification Team to develop, enhance, and maintain computer software to display real-time and retrospective model forecasts and corresponding observations, and to calculate and display skill-score metrics for global, regional, and storm-scale weather forecast models. This position is located in Boulder, CO; onsite presence with the option to telework 3 days/week is preferred for this position, but remote work will be considered. Because the office is located in a federal facility, this position requires the ability to pass a NACI (Tier 1) federal background check. This position will be classified Research Associate II or Research Associate III according to the credentials of the finalist selected for hire as follows:
  • Position title of Research Associate II will apply to the finalist with a Bachelor’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 3-4 years of relevant work experience OR a Master’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline.
  • Position title of Research Associate III will apply to the finalist with a Bachelor’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 5 or more years of relevant work experience OR a Master’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 2 or more years of relevant work experience, OR a Ph.D. in atmospheric science, mathematics, physics, computer science, or a related discipline.
Required Job Qualifications
  • For Research Associate II: Bachelor’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 3-4 years of relevant work experience OR Master’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline;
  • For Research Associate III: Bachelor’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 5 or more years of relevant work experience OR Master’s Degree in atmospheric science, mathematics, physics, computer science, or a related discipline plus 2 or more years of relevant work experience, OR Ph.D. in atmospheric science, mathematics, physics, computer science, or a related discipline;
  • Ability to pass a National Agency Check with Inquiries (NACI, Tier 1 federal background check) because the position is located inside a federal building;
  • Experience using numerical weather prediction output in formats like GRIB or NetCDF;
  • Experience developing software on Linux/Unix systems, including shell scripting;
  • Experience coding in Python 3;
  • Experience working effectively in a collaborative and cross-discipline team environment;
  • Ability to communicate effectively (verbal and written);
  • The successful candidate must be legally authorized to work in the United States by the start date. CIRA will not sponsor a visa for this position now nor in the future.
Preferred Job Qualifications
  • Experience in using meteorological verification metrics and statistical analyses;
  • Experience evaluating and implementing new scientific techniques or software technologies;
  • Experience working with geophysical observations;
  • Experience coding in Fortran, C/C++, or Java;
  • Experience working with NoSQL and/or SQL databases (like Couchbase or MySQL);
  • Experience with source code repositories such as git;
  • Understanding of software development best practices like source control, testing, and CI/CD;
  • Experience working with cloud-native technologies and experience deploying software to the cloud environment.

  • Develop Python software to provide user interfaces to verification software modules;
  • Ingest and process meteorological data;
  • Design and manage databases to allow for efficient, interactive web-based queries of forecast, observation, and skill score data and aggregates of these data;
  • Update backend systems to support web applications using the latest technologies to allow interactive querying and display of verification metrics and other assessment data;
  • Provide scientific expertise and guidance to inform the software development process and to validate the software and data for meteorological soundness;
  • Work effectively in a team environment consisting of scientists, software engineers, and IT support personnel.
