Applies professional human resources, organization policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity.

Under general supervision of the Business Operations Manager, the HR Generalist provides HR Administration for the department's non-academic personnel, which includes administrative staff, research staff, and undergraduate students. The HR Generalist will serve as the department's payroll expert; performing and managing all non-academic payroll entries, troubleshooting errors, and assisting other department staff with payroll functions.

The incumbent will work with department leadership and faculty to create and maintain job descriptions, manage recruitments, provide HR guidance to employees and supervisors, manage department recognition programs, advise leadership on policy updates for HR and compensation programs, perform staffing assessments, maintain records for reporting and audit requirements, serve as department timekeeper, make recommendations to update internal processes, and represent the Department at campus and division HR meetings.

Additionally, the HR Generalist will provide Academic Personnel support by managing: Associate-Ins, Visiting Scholars and Graduate Students, visa coordination, and serving as the first point of contact for academic benefits inquiries.

  • Demonstrated experience with visa processing.

  • Demonstrated experience as a timekeeper.

  • Proficient knowledge of a human resources management system (HRMS), and/or other related business software programs and systems.

  • Proven experience in interpreting policies and procedures, analyzing data and drawing conclusions and making recommendations to implement changes for improvement.

  • Experience analyzing changes to policies & procedures and making recommendations. Experience in writing & developing policies and procedures.

  • Excellent ability communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.

  • Demonstrated ability to handle difficult or volatile situations/individuals effectively.

  • Strong ability to analyze and interpret complex immigration policy issues and convey information to academic personnel employees with potentially limited language and cultural comprehension.

  • Proven skills to research emerging and new federal regulations regarding visa status and changes in status, employment and tax issues for visitors and their dependents extensions of stay, travel outside the US, etc.

  • Strong organizational and project management skills. Ability to prioritize daily operations and projects in order to meet rigid deadlines, ensure smooth workflow and handle multiple tasks simultaneously. Ability to work under pressure and with frequent interruptions.


  • Familiarity with UC San Diego Academic Compensation policy.
  • A background check is required.
