Job Description

The Appointee will work with the team to test, deploy, and manage the adoption and maintenance of a one-stop e-service system known as the TAELENT Platform at the Institute for Adult Learning.

Key Responsibilities

  • Be the bridge between product owners, business users and technology development team to support the development and deployment of TAELENT in the right direction to achieve business objectives
  • Work with product owners to translate business and user requirements into well-defined and clear technical specifications that are logical and comprehensible to the technology development team, to ensure correct deliverables, and resolve any issues that may arise
  • Develop and execute project plans; identify tasks, priority, schedules, specifications, improvements, risks and contingency plan
  • Prepare detailed flow charts (work flow, activity, sequence diagrams), outlining systems capabilities, technical algorithms and processes following waterfall and agile SDLC guidelines
  • Plan collaboration and facilitate successful integration across different systems
  • Project manage and plan the required testing as well as take part in testing of TAELENT which would include end-users and vendor
  • Produce accurate and detailed project / test reports and presentations to update on project milestones and status to the management on a timely basis
  • Track and document project deliverables to carry out necessary fund disbursement
  • Maintain a close relationship with stakeholders to comprehend and communicate their needs and participate in the validation of the solutions
  • Perform and/or support any other roles and responsibilities, including cross-divisional projects, that may be assigned by the immediate Reporting Officer and/or IAL Management

Job Requirements

  • Tertiary qualification in Information Technology, Computer Science, or Computer Engineering preferably with at least 3-5 years of relevant working experience in infrastructure, Linux/Windows systems administration
  • Strong technical knowledge in web-based application development (with full SDLC methodologies such as Waterfall, Agile etc.), programming languages (.NET, ASP.NET, Java, J2EE, Spring, HTML5, JS, CSS) and Cloud services (Microsoft Azure, Amazon Web Services or other cloud service providers) with experience in the operation of cloud architecture and related
  • Highly articulate with excellent communication and interpersonal skills to be able to gather and translate business requirements into technical specifications succinctly, manage diverse views, and seek consensus through open discussion
  • Strong project, resource and change management skills to handle the work demands and deliver high quality work within the given timelines
  • Strong acumen in problem solving, critical thinking, logical/analytical, and process improvement skills
  • High learning agility, be able to work under time pressure, and be highly adaptable to thrive in a fast-paced, fast-changing environment
  • An entrepreneurial spirit to do things better, be open to possibilities, and be able to navigate technical, political, and organisational roadblocks that can emerge

The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station
