The Post

Following the growing and ongoing success of SCAPP (Scotland’s Community of Access and Participation Practitioners), an exciting opportunity has arisen for a Development Manager to lead and manage SCAPP through the next stage of its development. Since its inception, SCAPP has continued to grow its networking and events activities, encouraging and supporting the emerging interest in Evaluation and Impact of Widening Participation activities and the increasing demand for the professional development of widening participation and access professionals, including its unique Professional Standards Framework and Accreditation Scheme. These activities will remain key to SCAPP’s work going forward.

The Development Manager’s role is all encompassing, balancing strategic development, leadership and management responsibilities - including management of SCAPP’s Learning and Development Coordinator - with the day to day operations of the network including communications (such as digital and social media content), development, management and coordination of SCAPP’s Working Groups, and negotiation and delivery of events and activities to ensure its continued growth, visibility, governance and sustainability as a Community of Practice.

You will bring experience of strategic management, demonstrable experience of relationship and partnership management, knowledge, understanding and experience of the widening access and participation professional community, and highly developed communication skills. Your enthusiasm and energy will bring creativity to the network, with a flexible and proactive approach to your work.

As SCAPP continues to work within a challenging financial landscape, the exploration and development of income generating activities and sustainable operations, including new funding streams, will be important for the network going forward.

This is a busy and varied role and the ability and capacity to balance multiple projects and activities simultaneously and work autonomously is key.

The post is hosted at the University of Stirling and you will benefit from the flexibility of their Agile Working Framework, which enables you to operate a hybrid approach to working.

Description of Duties

  • Provide leadership and a strategic overview and direction for SCAPP and its place within the widening access and widening participation landscape
  • Continue to build visibility and confidence in the network as a relevant, purposeful and practical body which will be sustainable and responsive to changing needs of the sector and its stakeholders
  • Developing the professional development of widening access and widening participation by building awareness, making connections and securing a sustainable future for SCAPP
  • Lead the ongoing development of the current membership subscription model
  • Explore funding streams and submit appropriate funding bids, such as to SFC, with consideration of a sustainable financial future
  • Lead and explore appropriate income generating activities through relevant events and professional development opportunities for its members to secure and enhance the role of SCAPP as a leading network for widening access and widening participation in Scotland
  • Harness the synergies between the communities and Working Groups within SCAPP to ensure a consistent and professional approach to the management and organisation of the network
  • Facilitate open and transparent communications across the practitioner network to enable the sharing of best practice and expertise
  • Develop and maintain productive relationships with relevant government bodies, education partners, colleges, universities and other organisations involved in promoting widening access
  • Represent SCAPP at all relevant internal and external committees, organisations and working groups meetings as required
  • Liaise with Scotland’s Commissioner for Fair Access to ensure effective exchange of information
  • Line management responsibility for the SCAPP Learning and Development Coordinator
  • Managing of budgets and statutory reporting such as submission of annual reports and similar documents as required by SFC and Steering Group
  • Supporting all Governance arrangements for SCAPP
  • Undertake such other reasonable projects and duties as may be requested by the Steering Group


Essential Criteria

  • Educated or skills and experience at SCQF 9 degree level or equivalent
  • Current and demonstrable knowledge and understanding of the Scottish widening access and widening participation landscape and the external and political factors which impact upon the sector and underrepresented groups in tertiary education
  • Substantial experience of working in a widening access and participation role at senior level with a proven track-record of delivery
  • The ability to network and build meaningful relationships with senior colleagues, across the sector, and to maintain strong working partnerships
  • Exceptional organisational, written communication and interpersonal skills, including the ability to present material and information to a variety of different audiences
  • Experience of providing effective leadership and management of staff in an open, engaging and participative management style
  • Evidence of ability to research and solve expansive problems using initiative and creativity, and identify and propose both practical and innovative solutions
  • Experience of developing funding bids and annual reports
  • Proven ability to think strategically, to prioritise effectively and to balance a demanding and varied work-load
  • Confidence with IT and digital platforms and software
  • Willing to adopt a flexible approach to work and to travel as and when required

 


Desirable Criteria

  • Relevant postgraduate qualification or equivalent
  • Experience of developing, negotiating and managing income generation activities
  • Experience of sourcing and negotiating funding sources from appropriateorganisations

    SCAPP is a key pillar of Scotland’s Framework for Fair Access, established in 2019 as a result of a number of recommendations resulting from the Commission for Wider Access (CoWA) which reported in 2015. 

    SCAPP aims to be a sustainable, member-led community. The membership has grown (from 86 in January 2020 to currently almost 600 and includes representation from universities, colleges, National Schools Programme, skills, voluntary, charity and public sector organisations and aims to continue to build the network to represent the diversity of interests, activities and work in which practitioners are engaged.

    SCAPP delivers an important community of practice to support the development and professionalisation of a strong widening access and participation community in Scotland and embed, enhance and support effective practice in Scotland by establishing and sustaining an important pan sector community of practice for Widening Access and Widening Participation professionals.  It allows the sharing of best practice and the policy developments that impacts our students.

    SCAPP has welcomed representation and input from practitioners whose role may involve supporting widening access and participation of learners underrepresented in education in a variety of roles: providing information, advice and guidance on student choices, progression and articulation pathways, careers guidance and outreach support, evaluating and evidencing impact of access activities and interventions, etc.

    SCAPP supports a number of objectives – Networking and Events, Professional Learning and Development, Evaluation and Research and Quality Standards – and is governed by a Steering Group with representation from across the university, college, National Schools Programme, school and charity sector to offer balance in terms of experience, sector representation, geographic representation and gender balance.
