Position Details  

Department : Professional Services - Estates 
Location: University of Birmingham, Edgbaston, Birmingham UK 

Full time starting salary is normally in the range £42,149 to £50,296, with potential progression once in post to £56,587

Job summary

The post holder will be responsible for the delivery of new-build, alteration, refurbishment and maintenance projects and assisting in the delivery of such projects under the direction of a Senior Project Manager. They will be required to effectively interpret client requirements and deliver facilities within the constraints of the University’s financial and property strategies. The role encompasses the investigation, design, documentation, procurement, project management, administration and control of schemes delegated to them for execution. 

Main duties

Construction Project Management and Delivery

•    To accept and discharge responsibility for the effective and efficient management and delivery of construction projects and programmes of projects with values in the range of £k's to £m's
•    To effectively manage the procurement process from inception through design, construction, fit-out, commissioning and occupation to the rectification of defects, the settlement of accounts and issue of the final certificate.
•    To lead, motivate and manage project teams, including client departments and outside agencies, in delivering construction projects.
•    To manage Health and Safety issues to ensure compliance with statutory requirements and good practice,
•    To effectively monitor and control quality in design and construction to meet University requirements.
•    To manage client relations and engender a sense of ownership in users.
•    To carry out design and contract administration.
•    To discharge the duties of the Client, Designer, and (optionally) Principal Designer as necessary under the CDM Regulations.
•    To procure the necessary statutory and University approvals and consents.
•    To provide timely and accurate reporting on progress, quality and budget/cashflow, taking effective preventative and remedial action where necessary, together with the development and ongoing management of project risk registers.
•    To contribute to fully inclusive post-project evaluations ensuring future procurement processes are informed by shared past contract experiences.
•    To thoroughly understand, and stay abreast of, project management/procurement methodologies and the operation of the associated contract vehicles.

Required Knowledge, Skills, Qualifications, Experience

  • Degree level qualification in building surveying or similar technical discipline.
  • MRICS / CIOB or membership of other relevant professional body.
  • Qualifications such as APS and/or experience of Principal Designer role (desirable).
  • H&S qualifications such as MIOSH and/or experience (desirable).

Detailed knowledge of construction design, specification writing, contracts (particularly JCT contracts), project management and construction regulations.

  • Knowledge of current health and safety legislation, particularly CDM regulations.
  • Awareness of the importance of high-quality design in the built environment.

Knowledge and understanding of large organisations and the needs of building users at all levels.

  • Expertise in project management, design and specification writing, defect diagnosis, dilapidation surveys and measured surveys
  • Experience working in a University of an Education environment, or other large organisations.
  • Project management experience and strong technical delivery experience.
  • Experience of working with multiple stakeholders.
  • Experience of working with teams and managing projects by prioritising workloads and delivering deadlines.
  • Experience in the use of BIM in a project environment (desirable).
  • Experience of conservation work and/or work on listed buildings (desirable).
  • A highly motivated building professional, capable of inspiring others and possessing a high level of organisational skill.
  • A team player, outgoing, flexible, enthusiastic and ambitious.
  • Client facing, ensuring a high standard of technical delivery.
  • Able to build long-term relationships.
  • Ability to communicate complex details about projects, to ensure that the necessary information is conveyed for projects to be completed successfully and to convey concepts and ideas in classifications of project requirements.
  • Ability to communicate and negotiate on details of brief allowing projects to be designed in accordance with approvals and authorisation.
  • Ability to advise on details of projects sufficient to enable discussions to be held regarding prioritisation, funding and standards.
