Job Description

Reporting to the Project Director, the Principal/ Senior Project Manager (PPM/SPM) is part of the Campus Development project team to bring into reality the vision and aspirations of the new campus.  The PPM/SPM will help plan and execute in the various segments of the campus development project from conception through development to completion. This is a significant leadership opportunity for an experienced professional to steward the substantial facility assets of the University.  The PPM/SPM will represent the University to interface between senior management and the internal and external stakeholders, and to plan and manage the overall project implementation and to deliver the project successfully to meet project objectives and goals, including time, cost, quality, and safety.

The responsibilities include, but not limited to:

  • Lead and work closely with all relevant internal and external stakeholders, to ensure timely project progress, completion within the set budget, and conformance with the contract conditions and requirements.
  • Develop project execution plan, project briefs, design specifications, user requirements and project execution plan, budget/costing and work schedules.    
  • Manage the various consultants for project management, cost and contracts management, design development and management, and building contractors for construction implementation and management
  • Conduct and participate in brainstorming, data gathering, evaluation and implementation of innovative ideas and intent for the new campus. 
  • Master planning, design, review and implement the space programme and requirements
  • Draft and present proposal papers and progress reports regularly
  • Act as liaison to government agencies on development project matters
  • Plan and manage the procurement process, including tender calling, evaluation, and,selection and appointment of project consultants, and contractors
  • Resolve all issues arise throughout campus development project
  • Establish and conduct regular coordination and management meetings with relevant stakeholders, to chart, manage and review project progress, and address all risk and issues.
  • Prepare, monitor and report the progress on all planning, design, and building construction works to the University’s board and management, and relevant agencies.
  • Ensuring strict compliance to requirements set by government authorities and agencies and the various contracts that the University will be party to in all aspects of the project.
  • Co-ordinate with the stakeholders on the schedule to move into the newly completed buildings.

Job Requirements

  • Minimum 12 years of relevant working experience in construction Project Management, involving Design and Building Construction.  
  • Recognised university degree qualification in Project Management, Architecture, Building & Estates Management, Civil & Structural Engineering, Mechanical & Electrical Engineering or Quantity Surveying.
  • Good knowledge and relevant local experience in infrastructure and education campus development, building construction, building contract laws, regulations, and procedures.  A good understanding of or experience in building systems operations, and maintenance is an advantage.
  • Experience in managing large scale public building/infrastructure projects in a consultant or developer outfit would be a great advantage. 
  • Good current working knowledge in engineering and construction, building budgets, industry standards and compliance, procurement, tendering, and contracts.
  • Good understanding, preferably work experience, in 
    • industry best practices for building projects concerning sustainability and green design, functionality, constructability, maintenance, and operations.

    • design for maintenance; design for safety, whole life cycle concept, and quality assurances following authorities’ frameworks, best practices, and requirements.
  • Technically competent in various software programmes such as Microsoft project and good understanding of current technology associated with building design and construction.
  • Good organisational, administrative, interpersonal and communication (verbal & written) skills。
  • A highly motivated, confident team leader and player. 
  • Proven ability to lead and manage multiple stakeholders, consultants and contractors.
  • Strong project planning, execution, and management skills.
  • Effective presentation and negotiation skills.
