Lead People & Organisational Development Business Partner (Human Resources)

Job Purpose
The Lead People & Organisational Development Business Partner will deliver and coordinate a substantial range of human resources services for the College of Medical, Veterinary & Life Sciences (MVLS). The role will develop and maintain effective client relationships and service delivery partnerships across the College, with P&OD colleagues and the wider University community.

Main Duties and Responsibilities
1.      Play a leading role in shaping College P&OD team contributions to deliver progressive and strategically aligned human resources practices and contributions, forming and implementing key people strategies and projects for the College, and acting as part of the College P&OD senior team to plan and oversee the delivery these priorities.
2.      Play a leading role in coordinating business partner team efforts in delivering a professional and quality service that ensures managers and staff across the College are able to utilise dedicated P&OD advisory and administrative services, which facilitate best practice people management and effectively apply People & Organisational Development policies and procedures through customised and dedicated support. Support P&OD Partners and Advisers and wider team colleagues  in delivering routine  business and collaborate to steer key projects and initiatives. Identify common priority issues and facilitate the sharing of best practice experiences. Lead in embedding and improving customer service delivery and adding value through business partnering.
3.      Provide effective, timely and influential advice to line managers on the management of employment issues, including cases relating to discipline, grievance, competency and capability, and wider P&OD practice.
4.      Lead and manage significant people and complex projects and thematic areas across the College and within specific Schools/Services, formulating action plans, undertaking consultation and taking responsibility for outcomes and implementation of each project/area. Support colleagues in the implementation of wider University people and organisational development strategic initiatives, particularly tailoring their implementation to College needs/circumstances as appropriate. Contribute to University-wide projects, initiatives and casework, including consulting on and sharing College needs and priorities.
5.      Contribute to the development of College people and organisational development strategies and action planning, including client and colleague engagement.
6.      Play a leading role for the College in working with colleagues to develop our global mobility and international related activity processes and systems in order to facilitate effective service delivery and contribute to continuous improvement.
7.      Coach and guide line managers in delivery of their people management goals and responsibilities, across a broad spectrum of people, organisational development and employee relations activities, to identify and facilitate the delivery of both strategic and operational solutions and generally to enhance management and leadership capabilities - through direct partnering on ongoing business and through delivery of relevant learning and development provision.
8.      Take a leading role and contribute to the development, refinement and implementation of policies and procedures for the effective delivery of People & Organisational Development services.
9.      Through the rigorous analysis of staffing information, make a strategic contribution to a range of people and organisational development initiatives and developments to support and enhance the implementation of College and University strategies. Ensure ongoing monitoring, development and improvement of staffing information and reporting mechanisms to support the client group. Ensure the provision of staffing reports for a range of purposes and audiences including performance management, salary review, workforce planning, equality and diversity and other reporting requirements.
10.   Play a leading role in strengthening communication channels between the College P&OD team and the wider College community. Ensure the College client group is kept appraised of changes in procedures and policies and actively seek client group engagement with P&OD initiatives.
11.   Deputise for the College Head of P&OD and other senior colleagues as required.
12.   Contribute to the delivery and enhancement of the University's strategic plan.  

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential
A1 Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management role/s.
A2 Full membership of the Chartered Institute of Personnel and Development (or, exceptionally, equivalent experience).
A3 A comprehensive knowledge of people management principles, good practice and employment law relevant to large complex UK organisations.

Desirable:
B1 Knowledge and understanding of people and organisational development policy and practice within the UK Higher Education sector.

Skills

Essential:
C1 Excellent communication skills, both written and verbal, and effective listener.
C2 Ability to explain information clearly, logically and succinctly in a variety of business communication settings and styles.
C3 Excellent interpersonal skills with proven leadership, business partnering and negotiation/influencing skills.
C4 Able to build and maintain strong relationships with University staff, management and other stakeholders at all levels, with strong influencing capability.
C5 Excellent analytical, problem solving and conceptual skills.
C6 Strong track record in decision-making, including complex and emergency situations.
C7 Ability to think and act strategically and as a change agent.
C8 Ability to manage and prioritise own workload and those of others.

Experience

Essential:
E1 Substantial human resources professional experience in a complex, diverse knowledge-based environment.
E2 Experience of contributing to the design and development of organisational development initiatives.
E3 Established track record of successfully influencing and shaping wider team efforts.
E4 Experience of successfully managing change projects through to completion.
E5 Experience in policy and strategy development, including strategies to enhance diversity, colleague engagement and organisational development.
E6 Exposure to and understanding of global mobility employment issues.
E7 Experience of working in partnership with trade unions and staff representatives

Desirable:
F1 Experience of working in Higher Education sector.
F2 Experience of NHS, clinical academic, and or other joint working, employment terms.

Terms and Conditions
Salary will be Grade 8 (£48,350- £56,021 per annum)

This post is full time (35 hours per week) and open-ended (permanent).
