International Recruitment Manager (South Asia and South East Asia)

Job Purpose

As an International Recruitment Manager (IRM) you will work directly with the Deputy Director, Recruitment & International Relations (DDRAIR) and meet institutional and College targets in relation to the University’s International Recruitment strategy and agreed key performance indicators (KPIs). 

You will lead the strategic development and operational management of Glasgow’s promotional and student recruitment and conversion activities across the region, line managing the in-country officer(s) for that region.

The role will involve welcoming and planning senior delegations from that region interpreting specific University needs in conjunction with the Dean of Global Engagement. This requires high level engagement with government agencies and sponsors.

Furthermore, you will lead the partnership with Kaplan International Pathways, working with the Deputy Vice Chancellor External Engagement, the Director of Recruitment & International Relations, and senior staff across all four Colleges. You will develop and deliver an International Recruitment Strategy for Glasgow International College (GIC) and to manage the relationship between the University, External Relations and Kaplan/Glasgow International College (GIC).

The IRM role supports the delivery of institutional internationalisation strategic objectives. You will undertake market intelligence for the region identifying future trends, opportunities for new product development and sector wide trends. The will also involve working alongside fellow IRMs on joint projects and deputise for the Deputy Director of Recruitment & International Relations where necessary.

NOTE the post may involve engaging with different international markets if required.

Main Duties and Responsibilities

1. To be responsible for the strategic development and operational management of Glasgow’s promotional and student recruitment activities in selected countries across named regions, contributing to overall institutional targets. Main regional market responsibility will be South & South East Asia.

2. Performance manage Glasgow-based and in-country officers (where applicable) through planning annual recruitment activity, ensuring objectives and targets are met and development issues addressed through the Professional Development and Review process. Deputise for the Deputy Director in line-managing other members of the International Recruitment team when / if necessary. In leading and motivating the team you will manage and develop the service delivery and have significant influence upon the structure and development of designated areas of activity, including identifying and implementing Service Level Agreements, professional standards and best practice.

Arrange a minimum of one annual visit to Glasgow for regional in-country officers, ensuring appropriate training is included.

3. Lead on the production and implementation of regional strategic recruitment plans for the named region, and manage the input of overseas-based International Officers into the strategy, setting SMART objectives for the team.

Working collaboratively with other International Recruitment Managers, produce regular market intelligence updates.  By horizon scanning, competitor analysis and monitoring of market intelligence, contribute to market assessments and produce other timely market intelligence reports when requested.

Utilising professional and expert knowledge, including data resources available, such as HESA, IDP Connect and StudyPortals, provide statistical and trend analysis for the region to help influence and advise senior colleagues on the development of the University’s International Strategy, and to inform other initiatives / policies such as those in Admissions, Pricing and Scholarships.

4. Develop and implement conversion strategies for the region, increasing the conversion of enquiries to applications, and applications to registrations annually by a minimum of 1%. Coordinate the needs for annual digital marketing campaigns for the region, working closely with the Director of Marketing to analyse success, return on Investment and future needs.

5. Through regular meetings with the Deans of Global Engagement for South & South East Asia and International College Deans, advise Colleges on the development of specific international recruitment strategies, including the GIC strategy, and through horizon scanning, inform them of new opportunities.

6. Select, train and performance manage University representatives across South & South East Asia, ensuring the University is only working with the best performing agents.  Lead on the production of an annual agent review for the region. Manage annual commission and future forecasting for all South & South East Asian agents.

7. Initiate and develop high level relationships/agreements in-countries across South & South East Asia and other regions with key government ministries (both in-country and the UK), agencies and high-level sponsorship bodies negotiating appropriate financial packages and, where necessary, ensuring reporting requirements are met.

8. In collaboration with the Deputy Director, Head of International Stakeholder Engagement and the Deans of Global Engagement, identify and support the development of a portfolio of institutional partnership agreements with key regional partners, including, potentially, Trans-National Education provision, Study Abroad & Exchange, International Summer School, and other recruitment arrangements.

9. Lead on the initiation and development of relationships with high school counsellors and networks in the region, and other regions where appropriate.

10. Manage and be accountable for annual budgets for the region, including individual budgets for in-country officers.

11. Manage the relationship with the service provider(s) hosting the in-country officers, including negotiation of contracts and service level agreements, ensuring payments for services are accurate and made in a timely manner, Data Protection Guidance is adhered to, and seeking new service providers where appropriate.

12. Represent the University virtually and overseas at education fairs, webinars, and on independently arranged visits, making offers where appropriate.

Co-ordinate visits by senior members of University staff and mange visits to the University from key partners and stakeholders.

13. Represent the University and External Relations on professional groups, forums and committees as required.

14. To deputise for either the Deputy Director or Director of Recruitment & International Relations as required.

Essential:

A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles. Or: Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management role(s).

A2 Knowledge of international education trends in particular the internationalisation of higher education, the competitive environment and key challenges and their impact on the University’s business, within a UK and Scottish Government context

Desirable:

B1 Knowledge of the University of Glasgow’s institutional and College strategic priorities

B2 In-depth knowledge of the University’s degree programmes and research strengths

Terms and Conditions

Salary will be Grade 8, £48,350 - £56,021 per annum.

This post is full time (35 hours per week) and open ended (permanent). Relocation assistance will be provided where appropriate.
