Deputy Head of People & Organisational Development ( Human Resources)

Job Purpose
The Deputy Head of People & Organisational Development (P&OD) plays a key role in aligning the provision of strategic human resources services for the College of Medical, Veterinary & Life Sciences. As a fully functioning business partner and an instrumental contributor to relevant College and School leadership and management teams, the role integrates with wider P&OD function colleagues to ensure a business-focussed and high-quality professional service which facilitates and supports the delivery of College strategy, policy and operational plans. Leadership and specialist advice will be provided within the College, and across the wider University as appropriate, through the delivery of a substantial portfolio of strategic people projects and issues of significant complexity.  

Together with the Head of P&OD (MVLS) and the wider business partnering team, work with the College and P&OD Executive Teams, to translate and deliver strategic priorities through relevant organisational change and people and organisational development policies and projects to enable the College and wider University to deliver business objectives while maximising colleague engagement and experience. Partner with the Head of P&OD in the development and delivery of our ambitious P&OD functional strategy and transformation agenda aligned with the University's strategic plan.

Main Duties and Responsibilities
1.      Lead strategic projects and as P&OD functional lead, ensuring clear alignment with, and delivery of, University and College strategic goals. Ensuring that people strategic and operational plans are defined, monitored and delivered in accordance with agreed timescales.
2.      Make regular and leading contributions to the strategic and operational business of relevant leadership and management groups at College and School levels, influencing strategic and operational planning, assuming due partnership ownership in respect of key people plan delivery areas.
3.      Shape and implement innovative people management strategies and policies, reflecting good practice and legal compliance, across the College informed by regular horizon scanning, taking specific responsibility in relation to assigned strategic projects.
4.      Provide and promote a proactive strategic business partner approach and deliver a high-quality professional service, coaching senior colleagues in the provision of strategically aligned, effective and business-oriented solutions on people and organisational development issues, including advising on the associated implications of these decisions and supporting actions to enhance College development and performance.
5.      Partner with the Head of People & Organisational Development to lead, motivate and develop the team, ensuring behaviours and attitudes reflect University values, influencing the team's approach to business partnership for the College, applying appropriate professional standards, setting targets and guiding and reviewing team member contributions accordingly.
6.      Champion the University's diversity and inclusion agenda throughout the College, supporting Athena Swan and other related initiatives at unit level as appropriate.
7.      Facilitate, support and deliver major organisational change and related initiatives, including restructuring, improving business efficiency, leading on employee relations, supporting the resolution of complex casework and/or mitigating any potential risks to the College and/or University.
8.      Maintain key working relationships with external organisations, shaping joint working approaches and proactively identifying and acting upon developments that may necessitate change, e.g. NHS partners, CRUK Scotland Institute, international partners
9.      Provide support and participate in relevant College and wider University procedures such as Performance & Development Review, Job Evaluation, Recognition & Reward, Academic Promotion & Zone Movement, and actively participate in P&OD policy development, its implementation and application.
10.   Make leading contributions to the University's P&OD function through assigned strategic projects and thematic areas and by representing College interests in the development of University people policy and initiatives, maintaining effective networks with senior P&OD colleagues and P&OD teams across the University.
11.   Deputise for the College Head of People & Organisational Development and other senior colleagues as required.
12.   Contribute to the delivery and enhancement of the University's strategic plan.  

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential
A1 Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification, Masters Degree), or equivalent, including being professionally qualified in Human Resources, Business Administration or a related field, with a broad range of professional and strategic leadership experience.
A2 Full membership of the Chartered Institute of Personnel and Development.
A3 A comprehensive knowledge of people management principles, good practice and employment law relevant to large complex UK organisations.

Desirable:
B1 Knowledge and understanding of people and organisational development policy and practice within the UK Higher Education sector.

C8 Excellent practical knowledge of employment legislation.
C9 Ability to balance conflicting demands and determine priorities.
C10 Excellent written communications to deliver succinct advice.
C11 IT literacy to a good standard.

Experience

Essential:
E1 Substantial senior human resources professional experience in a complex, diverse knowledge-based environment.
E2 Familiar and comfortable working with senior leaders to advise, persuade, support and challenge the status quo and behaviours as required.
E3 Proven track record in delivering strategic change and experienced in successfully implementing change management initiatives on time and to budget.
E4 Substantial experience of performance management and its associated actions.
E5 Experience of formal trade union arrangements and associated employee relations environment.
E6 Experience of contributing to the design and development of organisational development initiatives.

Desirable:
F1 Experience of working in Higher Education sector.
F2 Experience of NHS, clinical academic, and or other joint working, employment terms.
F3 Experience of negotiation in local collective bargaining.
F4 Experience of leading the delivery of organisational development solutions such as development sessions, coaching and mentoring.
F5 Experience of specialised employment matters as appropriate, e.g. joint employment and complex partnership working structures. 

Terms and Conditions
Salary will be Grade 9 (£57,696- £64,914 per annum)

This post is full time (35 hours per week) and open ended.
