Job Summary
 
The College Planning Partner (CPP) team plays a crucial part in connecting perspectives across the university, working in partnership with one or more of the University’s five colleges. CPPs work within a dedicated College to support the development of academic strategy and institutional planning. College Planning Partners sit on College Board, and work closely with their respective Pro-Vice Chancellor/Head of College, College Board members, the Director of Planning and Performance Insight, and Deputy Director of Strategic Planning to manage, support and coordinate annual institutional planning and resourcing activities. CPPs take a lead role in developing, supporting and defining College level strategy and priorities, and manage the relationship between the College and the Planning Office. 

Within this role you will contribute to the development of college and institutional strategy, provide analysis and insight by utilising numerous data sources to support future planning, as well as monitoring and reporting on past and current performance. 

The role is generalist in nature. Intelligence, intellectual confidence, organizational understanding, strong analytical skills, and excellent communication skills are all important contributors to success in this post. You will be comfortable and confident with quantitative and qualitative data, including financial data, performance indicators, budgets, and business plans. You will have meticulous attention to detail, be highly organized and yet flexible, with exceptional time management skills and the ability to manage multiple projects simultaneously. You will have strong people skills and be able to liaise confidently and build productive relationships with senior members of the University Executive Board, Colleges, Schools, and Professional Services. You will be able to understand, manage and integrate multiple and competing points of view constructively.


 
Main duties
CPP role
  • To provide support for the University’s annual academic, financial, and strategic planning, working within a College to provide strategically focused information to support strategic decision-making, for example by analysing and presenting management information to inform resource allocation, financial and strategic planning. This will involve liaison with a range of staff across the University providing data, analysis of data, investigation of discrepancies, and development of analytic tools. 
  • To produce policy papers, reports and proposals to inform strategic decision making, at College or University level, as required. 
  • To undertake environment scanning and scenario planning on behalf of, and in collaboration with, the institutional senior management, to inform the development of long-term strategies. 
  • In collaboration with relevant senior management, to assist in development of business proposals in support of institutional priorities, and to provide leadership and project management for new initiatives. 
  • To assess and advise on the level of acceptable risk in the development of Colleges’ academic plans. 
  • To provide informed and constructive critique and challenge to the College in the process of developing and implementing their plans, bridging the gap between the College and the centre.
  • To provide advice and briefings to PVCs, task groups, and committees on planning-related matters, particularly where they cross College boundaries, such as new initiatives, programmes or collaborations; scholarship initiatives; implementation of fee policy. 
  • To support the preparation, review and analysis of data for internal and external management information purposes. 
  • To support the College in the development of planning approaches, and the planning process, through participation in and where appropriate, facilitation of, relevant discussions and workshops, and through participation in College Board and other key College Committees, and liaison with senior officers in the College. 
  • In collaboration with the Head of College and Director of Operations, and other business partners, to develop targets and performance indicators relevant to the College and consistent with University objectives to ensure that targets are managed, and achievement monitored. 
  • To work with a range of business partners in College, taking on a convening role within that network of professionals.

  • Institutional Planning 
  • Manage ad hoc projects and other tasks in the areas of planning, in particular to support the development of the Planning Office in the development of data and insight provision to support the strategic aims of the University. 
  • To work with colleagues across the Planning Office on specific analytical questions and papers to inform executive level decision making.
  • To undertake analysis and provide support to a specific thematic area of the university’s activities.
  • To support other institutional projects and events as necessary, such as participation in annual degree congregations. 
  • Such other projects and responsibilities, commensurate with the level of the post, as may be determined by the Director of Planning and Performance Insight and Deputy Director of Strategic Planning. 

  • Duties may be changed from time to time as determined by the Registrar, Director/Deputy Director of Planning, in order to respond to the strategic imperatives of the University and the Planning Office.
     
    Person specification
    • A strong understanding of the internal and external factors affecting the higher education sector, in particular a research-intensive civic institution such as the University of Birmingham.
    • Sound understanding of how large complex organisations operate, formally and informally, and the implications for academic planning and strategic decision-making. 
    • Strong political awareness; understanding and responding sensitively to the political temperature within the university and beyond, both generally and in specific situations.
    • Excellent analytical, review and interpretation skills, of both narrative and numerical data. The post-holder must be able effectively to research and analyse quantitative and qualitative management information, and to identify issues and actions arising from their analyses.
    • Understanding of the issues involved in translating strategic planning into operational planning, and sensitivity to the competing demands and viewpoints of stakeholders in this process. 
    • Proven ability to work effectively with senior managers, both academic and administrative. 
    • Ability to manage own workload, plan effectively, balance competing priorities and work to deadlines. 
    • Ability to deal constructively with ambiguity, using experience and data to test scenarios and develop recommendations.
    • Excellent IT and data analysis skills, including relevant experience of Microsoft Office packages. Aptitude for learning new packages to support analysis and presentation of information. 
    • Excellent written and oral communication skills, including the ability to communicate complex messages to non-experts and to influence and negotiate effectively with a range of stakeholders. 
    • Outstanding interpersonal skills, demonstrating significant tact and diplomacy where necessary. The post-holder must be able to display awareness of their own impact and inspire confidence and command authority with a range of colleagues, including senior academic and professional services colleagues. 
    • Ability to construct a logical, clear and concise argument, and express complex ideas coherently through a variety of media to different audiences. 
    • Project management skills, including the ability to work under pressure and to deadlines, determine priorities for own work and that of others, and manage conflicting demands.
    • Initiative, imagination, tenacity and self-confidence. 
    • A good degree or equivalent experience.
