The Centre for Health Economic Research is an interdisciplinary collaboration between the Disciplinary Domain of Medicine and Pharmacy and the Faculty of Social Sciences, organisationally and administratively located at the Department of Medical Sciences. There is also collaboration with Lif (industry organisation for researching pharmaceutical companies in Sweden), authorities and healthcare. The Centre for Health Economic Research conducts independent academic research and education in the field of health economics.

The Department of Medical Sciences is the largest department at the Faculty of Medicine, with about 250 employees and more than 900 people connected through Uppsala University Hospital. The department conducts education and advanced research in several clinical specialties.

Description of the subject area: Health economics analyses health and healthcare using economic theory and empirical methods and data. Particular focus is on studies of the determinants of health, including individuals’ investments in health, the effects of different reimbursement and pricing models, and the impact of resource constraints in healthcare.

The Centre for Health Economic Research focuses on four areas of health economics:

  • Methods for evaluating medical interventions in clinical practice
  • Methodological development of reimbursement and pricing models
  • Equal access to care
  • Impact of resource constraints in healthcare

Duties
Take part in the management and development of the Centre for Health Economic Research. Overall responsibility for research and doctoral education in the subject area and further development of the same. Participation in the planning, management and performance of research projects (including research funding applications). Information on research and development work. Teaching and supervision at all levels as well as research, preferably at the Department of Medical Sciences and the Department of Economics. Administrative tasks, including management tasks at the department level and other levels within Uppsala University, may also be involved.

Qualifications
To be eligible for employment as a professor, the applicant must have shown both research and teaching expertise (Chapter 4, § 3 of the Higher Education Ordinance). Under § 5 of the Appointment Regulations for Uppsala University (AR), having the personal characteristics required to perform the duties of the position well is a general eligibility requirement for teachers.

Research expertise must have been demonstrated through independent research contributions and by the applicant’s achievements being of very high quality by international standards. The applicant must have demonstrated expertise in planning, initiating, leading, and developing research, have demonstrated the capacity to obtain research funding in competition, and demonstrate well-documented expertise in supervising third cycle (doctoral) students. The applicant’s contributions to the international and national scientific community must be assessed on the basis of such criteria as the quality and scope of scholarly publications (see § 31, AR).

Teaching expertise must have been demonstrated by an extensive educational portfolio (see § 22, AR). Furthermore, the applicant must demonstrate well-documented expertise in supervision at first cycle (undergraduate) level, second cycle (Master’s) level and third cycle (doctoral) level. A prerequisite for finding that the applicant has teaching expertise is that the applicant has completed at least ten weeks of teacher training for higher education that is relevant to the organisation and its activities, or has equivalent knowledge. If special reasons exist, the teacher training for higher education may be undertaken during the first two years of employment. The teacher training must also include third cycle (doctoral student) supervision.

The applicant should have a documented ability to teach in Swedish or English.

Assessment criteria
When selecting from among several qualified applicants, research expertise will be assigned greater weight than teaching expertise. However, a balance will be struck between the assessment criteria so that an applicant who is judged as having much greater teaching expertise may be ranked ahead of an applicant who has slightly greater research expertise.

When assessing research expertise, particular attention will be paid to experience in the development and application of empirical methods for evaluating interventions using observational data, and experience in analysing the impact of incentives on the behaviour of individuals and companies in relation to investment in health and access to and range of healthcare services available. When assessing teaching expertise, particular attention will be paid to teaching experience in the field of health economics. In addition, experience in collaborative research and teaching between medical, pharmaceutical and social sciences faculties will be given greater weight.

Research expertise refers to research qualifications. In assessing research expertise, research quality must be the primary consideration. Consideration must also be given to the scope of the research, in terms primarily of its depth and breadth. Furthermore, consideration must be given to the capacity to plan, initiate, lead and develop research and third cycle (doctoral) education, the ability to obtain research funding in competition, and the ability to collaborate and engage with the wider community through research (§ 20, AR). Teaching expertise refers to educational qualifications. In assessing teaching expertise, teaching quality must be the primary consideration. Consideration must also be given to the scope of teaching experience, in terms of both breadth and depth. Furthermore, consideration must be given to the capacity to plan, initiate, lead and develop education, and to the ability to base teaching on research. The ability to interact concerning issues of teaching and learning in higher education with actors inside and outside the University is also included in teaching expertise. See also § 4, GA.

When the University appoints new teachers, it must select applicants who, following a qualitative holistic assessment of their competence and expertise, are judged to have the best potential to perform and develop the relevant duties and to contribute to the positive development of activities (§ 4, AR).

Assessment criteria, other expertise
Administrative and management expertise are also significant to the position and will be assigned weight. The ability to collaborate with the wider community and to communicate information about research and development work will be taken into account.

According to § 29 of the AR, administrative expertise is demonstrated, for example, by the ability to plan, organise and prioritise work in an efficient and appropriate manner, and the ability to specify and keep to time frames. Such expertise includes overall operational planning, the ability to manage resources in a way that reflects operational priorities, and the ability to work in a structured manner based on awareness of goals and quality. Management expertise is demonstrated by the ability to lead operations and staff, make decisions, take responsibility and motivate others, providing them with the conditions needed for efficient achievement of shared goals. Expertise may also be demonstrated by an ability to coordinate the group, to help create a sense of involvement, participation and job satisfaction, and to deal with conflicts. See also § 5, GA.

When assessing collaborative expertise, experience with and expertise in education and outreach, editorships and other activities related to knowledge exchange between the University and the surrounding community, as well as experience with innovation and entrepreneurship, shall be of significance. See also § 6, GA.

If, after a qualitative assessment, two applicants of different sexes are deemed to have equivalent or virtually equivalent qualifications and one of the sexes is underrepresented (makes up less than 40% in the job category and workplace in question), the equal opportunities perspective shall be applied. The applicant’s parental leave, part-time work due to childcare or the like will be taken into account as qualifying work experience.
