The Institute of Chemical Research of Catalonia (ICIQ) is seeking a Procurement and Contracting Officer to work in the Purchasing and Logistic Support Unit.

ICIQ is committed to performing excellent research at the frontier of knowledge in the broad area of chemistry (Catalysis, Artificial Photosynthesis, Activation of Small Molecules, Photovoltaics, Functional Molecular Assemblies and Chemical Biology, from either theoretical or experimental perspectives). ICIQ is looking for a Procurement and Contracting Officer in charge of preparing and revising the required documentation for the various tendering procedures carried out through the electronic public tendering platform, integrating the aforementioned tendering in the institute’s ERP SAP Business One system. The successful candidate will be responsible for keeping the Public Register of contracts up to date preparing and revising the various agreements and contracts between ICIQ and both the public and private sector.

The Procurement and Contracting Officer will be responsible for ensuring compliance of the Institute’s Anti-Fraud Measures Plan and for keeping up to date the purposes and objectives defined in the Policies for the prevention of corruption, fraud and conflict of interests in procurement processes.

Responsibilities

  • Elaboration of the preparatory documents in the tendering processes, defining needs, documenting the existence of credit, initiating and appointing the members of the bureau for each tender.
  • Review of the Technical Requirements Documentation and revision/preparation of the Administrative Clauses Documents of the tenders.
  • Preparation and signing of the legal diligence documents of the aforementioned documentation as legal advice representative of management in matters of procurement.
  • Prepare and publish on the Electronic Public Tendering Platform the necessary documentation within the legally stipulated timeframe: programming of the digital envelope, publication in official journals, internal and public calls for contracting bureaus, attend and publish the minutes of the contracting bureaus, require amendments and documentation prior to the award of contracts, award document, notifications of awards, contracts and extensions.
  • Supervise the documentation and publish in the Electronic Public Tendering Platform the aggregated quarterly list of minor contracts and contracts based on Framework Agreements.
  • Supervise the documentation and publish in the Platform of the Public Registry of Public Sector Contracts both the annual list of all minor contracts and contracts based on aggregates of Framework Agreements, as well as all contracted tenders.
  • Review agreements and contracts as a legal advice representative of management.
  • Prepare the documentation in the tenders required by the auditing companies.
  • Monitor the implementation process of the Institute's Anti-Fraud Measures Plan. Prepare the documents of the Declaration of absence of conflict of interest in contracting. Foster compliance of the Policies for the prevention of corruption and fraud in contracting, leading the implementation of an external channel for complaints.
