WE ARE

The Joint Research Centre (JRC)   provides independent, evidence-based knowledge and science,
supporting EU policies to positively impact society. The current vacancy is in the
Innovation Policies and Economic Impact Unit of Directorate B for Fair and Sustainable Economy.

The mission of Directorate B is to provide first-class analysis and data to support the EU’s
aim for today’s and tomorrow’s Europeans to enjoy fair and sustainable prosperity. It takes a
systemic view of the relationships between economic activities, the environmental impacts of
human activities and the societal needs of the EU’s citizens. Directorate B develops and
carries out macroeconomic analysis and supports policy making with its unique analytical
and modelling tools. It boosts EU innovation-driven competitiveness in the global context,
turning territorial diversity and urban-rural interactions into value. It drives European markets,
industry and services, including construction and the built environment, towards
environmental sustainability.

Unit B.7 Innovation Policies and Economic Impact develops and implements the
Partnerships for Regional Innovation (PRI) as a new policy framework for innovation-driven
territorial transformation towards sustainability. It analyses the socio-economic effects of
globalization in the EU economy based on input/output economic analyses with high
sectorial and geographical resolution. It monitors and evaluates the impact of EU policies
and funding programmes through the territorial dimension (RRF, HE, ERDF, EIB, ESF, etc.)
and the interplay between territories and economic sectors using mainly macro-economic
models and econometric analysis. The Unit supports with economic analysis and modelling
tools the European Semester for economic coordination, and the implementation of the
Recovery and Resilience Facility.

 

WE PROPOSE

The Unit has a vacancy for a contract agent position to carry out research, policy analysis
and policy support in the area of transformative innovation policies.

The post is specifically focused on the monitoring and evaluation of transformative
innovation policies through a combination of approaches, with an emphasis on quantitative
methods. The successful candidate is expected to contribute to:

  • Application and/or development of new methodologies to monitor and evaluate novel types of innovation policies for place based sustainability transitions;
  • Design of the monitoring approach for next step of the main place-based transformative innovation project of the unit;
  • Analytical work either contributing to research or policy support;
  • The exploration of synergies between the transformative innovation (Partnerships for Regional Innovation - PRI) team and the quantitative analysis and modelling team in the unit;
  • Contribute to activities that PRI team will conduct in collaboration with policy Directorates-General, the European Committee of the Regions and the European Parliament and in interaction with policy makers at European, national, regional or local authorities.

The post will involve a combination of research work and of support to EU and member state
policy making processes at the intersection of areas of transformative innovation policies
(including challenge- and mission-oriented policies), sustainability transitions, regional
economic development (including Cohesion policy) and industrial policies. Activities will
involve regular interactions with scientists as well as policymakers at the EU, national and
regional levels.

WE LOOK FOR

The successful candidate must have (essential):

  •  A PhD in a relevant discipline (such as Economics, Sociology or other social science) or, alternatively, a minimum of 5 years of relevant professional experience after university studies of at least 3 years (attested by a diploma);
  • Experience on economic policies and/or innovation policies;
  • Knowledge and experience in policy monitoring and evaluation;
  • Experience with quantitative analytical methods drawing either from traditions such as system dynamics, applied statistics/econometrics and/or complexity science or experience with primary data collection, processing and presentation methods;
  • A very good level of written and spoken English (C1 level) and knowledge of at least another EU language.

Any of the following additional assets of the sought candidates would be an advantage (desirable):

  • Understanding of evidence-based policy making;
  • An active research profile, demonstrated through recent peer reviewed publications in one or more of the following areas: innovation policy, transformative innovation policies / system innovation, sustainability transition, systems thinking, new industrial policy and related policies and policy analysis;
  • Knowledge of regions and countries with slow economic growth or low income;
  • Knowledge of the EU regional policy programmes and/or research and innovation and/or cohesion policy programmes;
  • Experience in monitoring and evaluation of transformative innovation policy at national and/or regional levels;
  • Experience in integrating an evaluative strategy into policy design and/or in designing reflexive monitoring to support learning for ongoing change processes and/or in applying formative, developmental and realist evaluation practices
  • Experience in communicating research output to nontechnical audiences and demonstrated capacity to work closely with and support policy makers.
  • Experience in supporting international and/or interregional policy learning, and experience of methodologies for enhancing stakeholder engagement in policy processes;
  • Experience in economic and policy analysis and evidence-based policy support, e.g. in relation to research and innovation and/ or cohesion policies at national and/or regional levels.

Excellent writing skills and proven ability to tailor texts to scientific and policy-making audiences would be important assets. Knowledge of more EU languages is a supplementary asset.

Indicative basic salary: 3943,39 - 5711,77 € (applicable as of 1st of January 2023)
