Senior Executive, Laboratory

The incumbent will provide assistance to the administrative and technical activities of the corporate lab ensuring the smooth and safe functioning of the laboratory as well as supporting the procurement activities to enabling the faculty and research staff to accomplish their academic and research activities effectively and efficiently.

Responsibilities

Laboratory Operations

  • Assist with the daily laboratory activities for teaching and research activities.

  • Assist the technical managers to coach researchers on the operation of equipment and in carrying out experiments in a safe and effective way.

  • Liase and manage vendors and contractors for the technical needs of the laboratory.

  • Assist in carrying out periodic maintenance checks of equipment to ensure that they are in good working condition.

  • Provide logistical support for events and lab visits

Procurement

  • Ensure that purchases are made in compliance with the procurement policies and procedures. 

  • Ensure that purchases are made in accordance to the funding agency requirement.

  • Coordinate, advise and assist internal and external stakeholders for purchasing and other related matters to meet deadlines.

  • Act as focal point of contact for engagement between the lab and NSS Procurement.

  • Respond to procurement enquiries from internal customers and external vendors in a timely manner.

  • Assist in ad-hoc procurement and finance tasks as required.

  • Track and manage the overall asset list for the lab, ensuring that the information is up to date and assets are properly tagged

Safety

  • Support the daily operation of all safety and security matters in the lab.

  • Assist the Assistant Director in developing and implementing a comprehensive and effective workplace safety management system

  • Provide expert advice to all staff and students on all workplace safety and health issues

  • Develop and implement effective safety guidelines and standard operating procedures

  • Conduct thorough inspections for all work premises assigned and execute all required follow-ups

  • Conduct investigations for all accidents and incidents in coordination with the MAE HSE Committee

  • Facilitate the application of licenses and liaise with the relevant authorities for license/permit issues relating to safety.

  • Responsible for the emergency preparedness programme including local chemical spill response team

  • Provide training, expertise and support in the safety management of lab equipment, consumables and operations of the labs

  • Perform routine checks and inspection of assigned laboratories and researcher office to maintain good housekeeping, enforce safety regulations and create safety awareness among all stakeholders

  • Conduct regular housekeeping and checking of safety equipment of the assigned laboratories and researcher office to ensure compliance to safety regulations.

  • Follow up on non-compliant safety inspection findings and ensure the corrective actions are rectified.

  • Enforce compliance to safety and OHSAS 18001/SS 506 regulations are followed.

  • Review Risk Assessment (RA) and Safe Work Procedures (SWP) in line with the OHSAS/SS 506 requirements and ensure that RA and SWP are executed.

Security

  • Plan and coordinate all lab security matters.

  • Ensure high level of security for the smooth operations of lab.

  • Ensure lab’s access is secured and house rules are followed.

  • Ensure only authorized persons have accessed to the designated areas.

  • Ensure security procedures are executed and followed according to NTU policies.

Requirements

  • Minimum polytechnic diploma in related subjects with at least 5 years of relevant experience in executing safety and security management systems (preference will be given to those with relevant experience in Institutes of Higher Learning/Additive Manufacturing environments)

  • OR degree in related subjects

  • Knowledge on procurement and financial planning is preferred

  • Able to use Microsoft Excel at the intermediate level

  • Knowledge of workplace safety including OHSAS 18001 or SS506

  • Excellent command in English (written and spoken)

  • Proficiency in Microsoft Office applications

  • Highly motivated and customer oriented

  • Able to work independently and in a team
