Job Description

Climate change is the defining challenge of our time, shaping the health of populations for generations to come. The National University of Singapore is tackling this crisis through its Centre for Sustainable Medicine (CoSM), working to accelerate the transition to low-carbon, climate-resilient health systems.


We invite applications for a technical expert with specialist skills to work as the Centre’s Principal Net Zero Analyst. The incumbent will be responsible for leading and overseeing the Centre’s analytical outputs across all its functions and is expected to have a strong track record with carbon analytics at the national level, with specialist expertise within the healthcare sector.


Reporting to the Director of the Centre, the incumbent will be responsible for the following key responsibilities:
Analytical oversight:  
-    Leading on the development of analytical outputs to key stakeholders, including Singapore Ministry of Health, Ministry of Sustainability and Environment, the World Health Organization, and the Asian Development Bank;
-    Creating core analytical competencies for the Centre’s academic and policy engagement staff through bespoke training and mentorship;
-    Developing and maintaining standards and quality control procedures for the Centre’s analytical, research, and technical products.
Contribution to academic and teaching outputs:
-    Working with academic and research staff to translate strategic projects in to academic publications;
-    Contributing to analytical components of teaching, including technical components of any masterclasses, graduate certificates, and MSc offerings
Database and standards:
-    Provide technical input and leadership in to the development of technical ISO standards for medical device and pharmaceutical products as well as WHO/ADB health system-level standards
-    Lead the technical and strategic development and roll-out of healthcare-specific database of product footprints, using a combination of direct LCA and material flow analysis, machine learning, and crowd-sourced inputs.
-    Coordinating a collaboration of international partners from across academia, industry, and UN agencies to deliver the crowd-sourced components of the above.


Qualifications

Masters-level degree in Environmental Engineering, Chemical Engineering, or Computational Science 
•    Minimum eight years’ experience working in carbon accounting and analytics in government ministries/agencies
•    Experience leading analytical teams and extensive matrix management expertise
•    Experience negotiating with complex UN and government stakeholders
•    Experience developing international standards of healthcare carbon footprinting and decarbonization
•    High degree of technical expertise relating to the Greenhouse Gas Protocol; National Emissions Inventory analysis and relationship to UNFCCC carbon budgets and international interoperability
•    Product lifecycle assessment expertise with specialism in healthcare
•    High degree of proficiency with MS SQL, Foundry, and R software packages
