Job Description

The School of Continuing and Lifelong Education (SCALE) was established to drive the expansion of NUS’ lifelong learning offerings in a concerted and strategic way that furthers our mission to be a leading global university, as well as fulfil our role as a public university of Singapore, shaping the future.

 

Through SCALE, working adults (i.e. professionals, managers and executives) who aspire to stay relevant and ahead of competition, companies looking to up-skill/re-skill their workforce, and even youths exploring quality tertiary education options, have access to NUS’ suite of innovative, world-class continuing and lifelong education offerings.

 

Drawing on unparalleled access to the multi-disciplinary expertise of 16 other NUS Faculties/Schools, SCALE offers youth, executive and professional development/education programmes, part-time and full-time degree programmes, as well as modular courses that may be taken singly or stacked towards certificates/diplomas/degrees that meet the lifelong learning needs of individuals.  All programmes are designed and developed in consultation with the industry to ensure relevance and currency.

 


About the Role

 

To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join our Executive & Professional Development (EPD) Unit.  

 

Reporting to Deputy Director (Operations, Grant Management, Quality Assurance & Compliance), the incumbent shall support and coordinate all SkillsFuture Singapore (SSG) - related activities in NUS in securing and administering the SSG Block Grant.

 

This role is offered on a 3-year renewable contract basis; renewal is subject to satisfactory job performance. 


Remuneration is based on a 12-month salary structure, with annual variable bonus which is subject to incumbent’s performance and the University/School’s prevailing remuneration policies. 

 

The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.


Key Duties & Responsibilities:

 

Grant and Finance Management 
•    Monitor financial reports and expenditures of current grants and contracts
•    Identify trends associated with over/under expenditure and make recommendations to resolve them
•    Grants monitoring with close follow up and communication with NUS Faculties/Schools
•    Assess new opportunities/contracts in detail to ensure adequate cost recovery
•    Prepare financial statements for audit, and prepare reports to relevant authorities
•    Liaison between government authorities and NUS Faculties/Schools in providing advice and guidance on grant related issues 

 

Data Analysis, Automation and Reporting
•    Build, develop and maintain reporting systems, data automation systems, dashboards and performance metrics that support key business decisions
•    Generate insights that analyze the unit’s functions and key operations and performance metrics and make recommendations
•    Oversee the design and delivery of relevant reports 
•    Oversee the data/report requests process: tracking requests submitted, prioritization, approval, etc. 

 

General Management
•    Oversee and manage the day-to-day activities of Grant Management team
•    Ensure accuracy of data and deliverables of reporting employees, with comprehensive quality controls, checks, policies and processes
•    Ensure the fulfilment of University’s obligations under current grants and contracts 
•    Oversee cross-team projects for operational effectiveness and efficiency 


Qualifications

 

Requirements:

 

Academic & Professional Certification
•    At least a good bachelor’s degree in Business Administration, Computer Science or Accountancy
•    IT savvy and proficient in MS Office applications


Experience & Attributes 
•    At least 8 years of relevant work experience where there is demonstrated experience in handling and understanding large datasets and relational databases for management reporting or strategic insights or in grant management
•    Experience in training administration, including training grants administration, is an advantage
•    Proven ability in financial analysis and reporting
•    Experience working with and creating databases and dashboards
•    Strong decision-making capabilities 
•    Strong problem solving and quantitative and analytical abilities 
•    Excellent communication, collaboration and presentation skills
•    High level of initiative and creativity
•    Resilient, resourceful, and work well under pressure
