Reporting to the Assistant Director of Professional Officers Division, the incumbent will work with Assistant Director, Resource Planning and Management to oversee the planning, implementing and managing of the division’s resources, including but not limited to the policies and documentation of processes, division workplan and budget, business continuity plans, data analytics and automation of workflows.

Key Responsibilities

  • Function as part of the Resource Planning and Management (RPM) Team to support the division’s activities and meet the division’s administrative needs.
  • Prepare and monitor division budget and utilization, and work with division staff to ensure utilization is aligned with the division’s goals and forecast.
  • Administer the charges on the use of lab facilities and equipment.
  • Improve the structure of the division’s information management portal and work with division staff to ensure documents are updated in Sharepoint.
  • Establish and implement division’s documentation system to formulate work processes to aid shaping of information system requirements.
  • Engage division staff to streamline and automatic workflow processes and strengthen the alignment and compliance on policies/procedures.
  • Support in implementing division business continuity plan activities and ensure compliance to corporate and statutory requirements.
  • Initiate self-check and audit process for continuous improvement and to drive divisional excellence.
  • Organize, schedule and staff Divisional meetings.
  • Undertake any other duties as assigned by the Director, POD or supervising officer for the effective support of division operations and activities.
  • Job Requirements

  • University Degree, preferably a Bachelor Degree in Finance, Business Administration or Computer Science, with relevant working experience in universities or institutes of higher learning.
  • Work experience of at least 5/ 8 years in similar work scope, with good knowledge and skills in corporate planning, budgeting and resource management.
  • Experience in establishing and managing information system, data collection, data mining and using appropriate tools and techniques for analysis will be an advantage.
  • Possess strong project management skills and attention to detail, and willing to take on responsibilities.
  • Ability to effectively communicate with a wide range of individuals in a diverse community and possess the confidence to front different parties.
  • Have a positive attitude, excellent interpersonal and rapport-building skills.
  • Possess strong analytical and critical thinking skills
