The HR Business Partner plays an instrumental role in establishing HR business partnership with stakeholders to enable effective HR operations in alignment with University’s policies and guidelines, while addressing the business needs through HR solutions.

The role has a primary reporting line to the Office of Human Resources and a secondary reporting line to the School.

Responsibilities:

  • Build relationship as a trusted HR advisor with senior stakeholders and managers in the assigned School/Centre, including display of strong professional credibility

  • Provide professional advice on the interpretation of HR policies and procedures, employment legislation, performance management, recruitment and rewards strategies

  • Work with HR Centres of Excellence and relevant key stakeholders in the delivery of key HR projects including policy and process reviews, employee engagement surveys, people development programs, change management plans, performance management and promotional exercises etc.

  • Establish clear understanding of the recruitment needs for the assigned School/Centre, and work closely with the Shared Services and hiring managers to hire the appropriate talent on a timely basis

  • Involve in the manpower planning and projection for annual budget proposal and costing

  • Manage all activities in relation to recruitment, appointment/reappointment and induction for all employee groups in the assigned School/Centre

  • Facilitate the recruitment exercise and participate in the selection process to ensure best job-to-person match

  • Initiate improvements to internal HR processes, systems and communications towards enhancing service experiences

  • Educate the People Managers and employees on policy/ system changes and implications, as well as understand and gather their feedback and input

  • Provide advice to employees and manage the activities pertaining to industrial relations, employee grievances, conduct and discipline

Requirements:

  • Degree, preferably with specialisation in Human Resource Management

  • Minimum 6 years of relevant working experience in HR Manager or Business Partnering role

  • Proficient in MS Office Applications (Word, PowerPoint, Excel etc.)

  • Good knowledge of Employment Act and Labour Laws would be advantageous

  • Comfortable operating in a matrix structure and in a constantly changing environment

  • Demonstrated ability to build and maintain effective interpersonal relationships at all levels

  • Strong analytical thinking and communication skills both written and verbal

  • Outstanding attention to detail, follow-up and organizational skills

  • Supervisory experience in managing small teams would be advantageous
