Job Purpose:

The Planning Operations Lead is responsible for managing, reporting and controlling Facilities Management (FM) OPEX budget planning, Capital Projects budgeting and any related financial or verification activities.

As the Planning Operations Lead, you will manage the FM Risk Register, Business Continuity Plan and Audit tracking.

You will be responsible for planning operations administration activities; this includes headcount, learning, and the delivery of specific initiatives aligned to strategic, tactical and operational goals.

Major Accountabilities:

You will:

  • Lead on and ensure the preparation of the Department's annual operational and capital budget is in line with management guidelines and within timeframes.
  • Conduct budget cycle reviews as identified by the KAUST Finance operational manual.
  • Manage all activities related to Budget Controls and Financial Transactions within Facilities Management under OPEX and CAPEX.
  • Control and update the Monthly Budget Reporting ‘Expenditure Reporting & Analysis’’ for Facilities Management Operational budget (OPEX) and Capital Projects (CAPEX).
  • Oversee the Facilities Management Invoice Management verification process, and related activities.
  • Manage the Escrow Account of contracts as applicable, oversee and work with FM organizations and Finance to ensure revenue streams are recorded.
  • Develop cost control measures to meet cost, schedule and program objectives.
  • Implement the operational KPIs for the Planning Operations Team.
  • Support and mentor the staff in the Planning Operations team.
  • Monitor Facilities Management Workforce Financials and Headcount (for OPEX and CAPEX accounts) as per the approved structure (Full Time Employees and Supplemental Manpower CWF).
  • Track and control changes of FM organization structure and workforce reporting.
  • Oversee Contractor Workforce (CWF) contracts renewal process and PMP.
  • Ensure all internal policies and procedures related to staffing and learning are followed, and provide input to improve both FM and KAUST wide policies and procedures.
  • Conduct gap analysis relating to productivity and effective utilization of funds, resources or other areas of concern and share with the Department's management.
  • Coordinate the Department’s audits, risks and business continuity plan.
  • Work with organizational heads in maintaining the management information system to assist in managing operations, manpower and financial budgets within established programs and standards.
  • Prepare and provide monthly highlights, status reports and presentations to management.


Qualifications:

  • Bachelor degree in Business Management or Engineering.

Experience:

  • Minimum of eight to ten years professional experience.
  • You will have experience of managing and developing teams.
  • Knowledge of Facilities Management, Project Management and Risk Management.
