Job Purpose:

The Manager of Campus and Community Security is responsible for providing protection, maintaining, and improving security and safety on KAUST properties (including the KAUST campus, community and residential areas, and the KAUST Research and Technology Park) through the development of strategies, objectives, policy directives, and standards. He/She will oversee the implementation of all the HSE guidelines related to public security, safety, and traffic control. The Manager directs all Campus and Community Security operations, including surveillance, patrol, traffic control, and access management. The Manager is also responsible for directing and supervising the planning and implementation of crowd control and traffic during major events and gatherings.

Major Accountabilities:

  • Collaborate with the Security Director to develop the Campus and Community Security strategy, objectives, and goals, and to ensure alignment with the GA and KAUST's overall strategic direction.
  • Develop and maintain Campus and Community Security standards, policies, and procedures and monitor the implementation.
  • Identify and develop Campus and Community Security KPIs, monitor progress and report outcomes to GA/Security management.
  • Direct, prioritize and oversee all the work activities of Campus and Community Security areas.
  • Establish and maintain effective relationships with all Security functions, KAUST departments, and the safety and emergency services partners (i.e., HSE, KAUST Health, Fire Department).
  • Patrol and regular walk-throughs at the KAUST Campus and Community Security areas to assist and support the Campus and Community Security personnel and ensure appropriate practices, policy, and procedure adherence.
  • Collaborate with KAUST departments, the safety and emergency services partners (i.e., HSE, KAUST Health, Fire Department), and any other relevant teams to develop security plans, crowd control plans, and emergency evacuation plans for any major events or activities.
  • Supervise the Campus and Community Security activities during VIP and special events (e.g., Commencement, VIP, and Government Officials visits).
  • Ensure that all security policies, directives and procedures are appropriately interpreted and implemented by Campus and Community Security team.
  • Assess and monitor incident trends and security issues on the KAUST campus and in the community, and collaborate with other departments to develop proactive solutions to any potential issues.
  • Conduct investigation, provide appropriate direction and coordination, and involve other relevant departments (e.g., HR, UIS, Graduate Affairs, and Government Affairs) as required.
  • Approve and authorize the release of CCTV recordings to authorized parties.
  • Prepare and/or monitor reports and data regarding incidents on campus and the function’s activities. Share reports with the Security Director and GA management.
  • Collaborate with the Emergency Response Specialist to develop and implement the Business Continuity Plan for Campus and Community Security, emergency response training, drills, and exercises.
  • Provide direction during emergency situations and address immediate security concerns.
  • Oversee the management and enforcement of traffic and parking rules, regulations and policies on campus.
  • Conduct performance management reviews for direct reports, evaluate all Campus and Community Security performance outcomes, and prepare final performance evaluations for the Director's review and approval.
  • Conduct periodic assessments of the function's performance and services to the KAUST community and ensure continuous improvement to meet or exceed the expectations of GA management and KAUST.
  • Manage and monitor the Campus and Community Security budget allocation.
  • Supervises the inspection of uniforms, equipment, and all other resources, provide recommendations and prepares the necessary reports.
  • Ensure that the performance and conduct of the Campus and Community Security staff is in accordance with KAUST and Security Department policies and procedures.
  • Identify the skills and knowledge required by the Campus and Community Security staff to perform their assigned tasks and provide/recommend appropriate training opportunities.
  • Work closely with the Security Emergency Specialist to identify potential threats to Campus and Community Security, and to provide mitigation strategies.
  • Provide suggestions and recommendations for the enhancement of security systems, services, and procedures.
  • Perform other job-related duties as assigned by Security Director.

Person Requirements :

Competencies

  • Strong and exemplary leadership skills.
  • Excellent knowledge of government criminal laws and regulations.
  • Excellent understanding of security management and operations.
  • Deep knowledge and experience with security technologies including CCTV, Access Control, and Incident Management Systems.
  • Good understanding of Emergency response and preparedness.
  • Ability to manage multiple priorities, complex situations, a diverse team of employees and requirements on an ongoing basis.
  • Excellent analytical skills and ability to operate effectively during major emergencies and stressful situations.
  • Strong written and verbal communication skills, in both English and Arabic languages.
  • Proficiency in investigative skills.

Qualifications

  • Bachelor’s degree in Criminal Justice, Business Administration, Security Management, or closely related field is required.
  • Specialized advanced training and/or certifications in security management, such as CPP, and/or CPS ASIS.

Experience

  • At least 10 years of relevant experience required, including 7 years leading security or public safety services.
  • Experience working in multicultural and multinational communities.
