Notice

1. By order of the President of the Polytechnic Institute of Bragança, in the use of his own competence, under the provisions of paragraph d) of paragraph 1 of art. 92 of the Law No. 62/2007 of 10 September and paragraph d) of paragraph 1 of art. 27 of the Statutes of the IPB, approved by Normative Order No. 62/2008, published in the Official Gazette, Series II, No. 236, December 5, it was decided to open international selection, 1 (one) post of researcher doctorate (a) for the exercise of scientific research activities in the scientific area of Educational Sciences, under the regime of Scientific Research.No. 236, December 5, it was decided to open an international selection contest for 1 (one) position of doctoral researcher to carry out scientific research activities in the scientific area of Education Sciences, under a fixed-term public employment contract for a period of 3 years, automatically renewable under the law, in order to develop research activities, funded by its own revenues.

2. Applicable legislation:

· Decree-Law No. 57/2016, of August 29, as amended by Law No. 57/2017, of July 19, which approves a scheme for hiring doctorate holders, aimed at stimulating scientific and technological employment in all areas of knowledge (RJEC);

· Regulatory Decree No. 11-A/2017, of December 29;

· General Labor Law in Public Functions (LTFP), approved in annex to Law No. 35/2014, of June 20, as amended.

3. Under article 16 of Decree-Law no. 57/2016, of 29 August, as amended by Law no. 57/2017, of 19 July, the present tender procedure is exempt from the authorization of the members of the Government responsible for the areas of finance and Public Administration, namely the one referred to in no. 3 of article 7 of LTFP.No. 3 of Article 7 of LTFP, of obtaining the prior favorable opinion of the members of the Government responsible for the areas of finance and Public Administration, referred to in No. 5 of Article 30 of LTFP and of the procedure for recruitment of workers in a situation of requalification, referred to in Article 265 of LTFP.

4. In accordance with article 13 of RJEC, the competition jury has the following composition:

President: Cristina Maria Mesquita Gomes - Adjunct Professor at the School of Education of the Polytechnic Institute of Bragança.

Member: Maria José Afonso Magalhães Rodrigues - Assistant Professor at the School of Education of the Polytechnic Institute of Bragança.

Member: Manuel Luís Pinto Castanheira - Assistant Professor at the School of Education of the Polytechnic Institute of Bragança.

Substitute Member: Manuel Florindo Meirinhos - Coordinating Professor at the School of Education of the Polytechnic Institute of Bragança.

Alternate Member: Paulo Miguel Mafra Gonçalves - Assistant Professor at the School of Education of the Polytechnic Institute of Bragança.

5. The workplace is located at the Polytechnic Institute of Bragança (CIEB - Center for Research in Basic Education).

6. Gross monthly remuneration: (euro) 2,153.94, corresponding to level 33 of the single remuneration table, approved by Ministerial Order no. 1553-C/2008, of December 31.

7. National, foreign and stateless candidates may apply to the competition if they hold a doctoral degree in Education Sciences and have a scientific and professional curriculum that reveals a profile appropriate to the activity to be developed. Applicants who hold a doctoral degree obtained abroad must provide proof of the respective recognition under the terms of Decree-Law No. 66/2018, of 16th August, or provide proof that they have requested it, without prejudice to the fact that, at the time of hiring, such recognition has been officially granted, under penalty of exclusion.

8. The general requirements for admission to the competition are those defined in article 17 of the LTFP and the special requirements are those defined in the previous point.

9. The selection is made through the methods "evaluation of the scientific and curricular background" of the candidates and "interview".

10. According to article 5 of RJEC, the method "evaluation of scientific and curricular background" is carried out through the evaluation of the candidates' scientific and curricular background, focusing on relevance, quality and timeliness:

a) The scientific and technological production of the last five years considered most relevant by the candidate;

b) Of the applied, or practice-based, research activities carried out in the last five years and considered to have the greatest impact by the candidate;

c) The extension and knowledge dissemination activities developed in the last five years, namely in the context of the promotion of culture and scientific practices, considered of greater relevance by the candidate;

d) Management activities in science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.

11. The evaluation referred to in the previous point aims to assess the experience in the areas of activity of the CIEB, namely Curriculum in Basic Education, Teacher Training and Pedagogical Supervision, Didactics and Technologies, Education for Inclusion and Global Citizenship, and Basic Education in Lusophony.

12. The five-year period referred to in number 10 may be extended by the jury, at the candidate's request, when grounded on the suspension of scientific activity for socially protected reasons, namely for reasons of parental leave, prolonged serious illness, and other situations of unavailability for work that are legally protected.

13. The following criteria must be considered and weighted:

· C1) Integrated evaluation of the applicant's scientific production in the last five years, based on an overall view of the merit of the applicant's scientific and curricular career, namely the coherence and quality of the CV; the diversity of scientific indicators with quality, including books and book chapters, articles in relevant journals in the area; edition of publications; experience in scientific orientation; international internships; prizes, scholarships and distinctions; participation in juries and relevant experience, specifically in the respective scientific area.

· C2) Evaluation of applied research activities, or activities based on practice, developed in the last five years and considered to have the greatest impact by the candidate, as well as extension and dissemination of knowledge activities, including coordination or participation in applied research projects, or based on practice; technology transfer actions; patents; organization of scientific events; participation with communications in events of a scientific nature; participation in activities of diffusion and dissemination of science; and participation in projects of national and international scientific, professional, social or cultural organizations of interest to the mission of CIMO.

· C3) The candidates in the top 10 positions will be subject to an interview.

14. The weighting to be taken into consideration will be as follows:

· C1) 50%

· C2) 40%

· C3) 10%

The final classification (CF) will be determined by the following formula: CF = 0.5*C1 + 0.4*C2 + 0.1*C3

15. The final classification system of the candidates will be expressed on a scale from 0 to 20, with the final score considered to the hundredths. Candidates who obtain a score of less than 9.5 in one of the methods, or who fail to attend the interview when applicable, will be excluded from the procedure.

16. The jury deliberates by means of a reasoned roll-call vote in accordance with the selection criteria adopted and disclosed; abstentions are not allowed.

17. Minutes are taken of the jury meetings, containing a summary of what occurred, as well as the votes cast by each member and respective reasoning, and are made available to the candidates whenever requested.

18. After concluding the application of the selection criteria, the jury will draw up an ordered list of approved candidates with the respective classification.

19. The jury's final decision is ratified by the institution's top manager, who is also responsible for deciding on the hiring.

20. Formalization of applications:

20.1 Applications are formalized by means of an application addressed to the President of the Polytechnic Institute of Bragança, containing the identification of this notice and respective reference, full name, number and date of identity card/citizen card/civil ID number, tax ID number, date and place of birth, marital status, profession, residence and contact address, including e-mail and telephone contact.

20.2 The application is accompanied by the following documents:

a) Copy of certificate or diploma;

b) Doctoral thesis;

c) Detailed curriculum vitae, structured in accordance with Annex A, and the respective supporting documents;

d) Other documents relevant to the evaluation of the qualification in a related scientific area;

e) If you live more than 300 kms away from Bragança, and if you wish, you may request the possibility of holding the interview by teleconference.

f) Other documents.

20.3 Candidates should formalize their application by sending the documents through the IPB's electronic platform available at https://concursos.ipb.pt , within 20 working days after the publication of the notice.

21. Candidates who apply incorrectly or do not meet the requirements for admission to the competition will be disqualified. If in doubt, the selection board may require any candidate to produce documentary evidence to support their assertions.

22. False statements made by candidates will be punished in accordance with the law.

23. The list of admitted and excluded candidates as well as the final ranking list are displayed in the IPB Central Services Building, Santa Apolónia Campus, 5300-253 Bragança, published in IPB's website, and the candidates are notified by e-mail with receipt of delivery of the notification.

24. Prior Hearing and Deadline for Final Decision: In accordance with article 121 of the Administrative Procedure Code, after being notified, the candidates have 10 working days to comment. Within a period of up to 90 days, counting from the deadline for submission of applications, the jury's final decisions are rendered.

25. The present contest is exclusively aimed at filling the indicated vacancies and may be terminated until the homologation of the candidates' final ranking list and expires with the respective occupation of the jobs on offer.

26. Non-discrimination policy and equal access: The Polytechnic Institute of Bragança a actively promotes a policy of non-discrimination and equal access, whereby no candidate may be privileged, benefited, disadvantaged or deprived of any right or exempted from any duty on the grounds of, inter alia, ancestry, age, gender, sexual orientation marital status, family situation, economic situation, education, origin or social condition, genetic heritage, reduced work capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological beliefs, and union membership.

27. In the terms of the Decree-Law nº 29/2001, of February 3, the disabled candidate has preference in equal classification, which prevails over any other legal preference. Candidates must declare on the application form, under oath, their degree of disability, the type of disability and the means of communication/expression to be used in the selection process, under the terms of the abovementioned decree.
