NOTICE OF OPENING OF COMPETITION PROCEDURE

FOR THE HIRING OF (1) ONE ASSISTANT INVESTIGATOR

Under the Institutional Support Competition Procedure – Associated Laboratories

 

1.By order of 7/11/2023, from the President of the Board of the Interdisciplinary Center for Marine and Environmental Research (CIIMAR), member of the CIMAR-LA Associate laboratory Professor Doctor Vítor Manuel de Oliveira e Vasconcelos, it was decided to open a competition for a position of ASSISTANT RESEARCHER within the scope of the Management institution - Interdisciplinary Center for Marine and Environmental Research – financed by FCT, I.P. Foundation for Science and Technology, to carry out management activities of the science communication and image office and support communication and literacy activities in the areas of marine and environmental sciences, under an open-ended employment contract under the Labor Code. Hiring for the role of researcher aims to coordinate the communication office and develop tools and studies in accordance with the scientific-technological area, as well as mentoring activities for doctoral students, master's students and research fellows, and others. activities included in the CIMAR-LA Strategic Plan – Ref. LA/P/0101/2020.

2. Applicable legislation: Decree-Law No. 63/2019, of May 16, diploma that establishes the Legal Regime of Institutions dedicated to Scientific Research and Development (RJIICD); Decree-Law No. 124/99, of April 20th - Statute of the Scientific Research Career; Law no. 7/2009, of 12 February – Labor Code;

3. In accordance with articles 19 and 20 of the ECI and in accordance with the respective appointment order, the competition jury has the following composition:

4. The workplace is located at CIIMAR – Interdisciplinary Centre of Marine and Environmental Research, Novo Terminal de Cruzeiros do Porto de Leixões, Av. General Norton de Matos s/n, 4450-208 Matosinhos.

5. The monthly remuneration to be awarded is equivalent to the first salary position in the Assistant researcher category (without aggregation and qualification) – index 195: €3,427.59 (three thousand four hundred and twenty-seven euros and fifty-nine cents), food, holiday and Christmas allowances appart, on an exclusive basis, for a total of 40 hours per week.

 

6. Functional content: carry out, on a regular basis, research and development activities and all other scientific and technical activities within the institution's mission and also: a) Participate in the design of research and development programs and their translation into projects ; b) Coordinate and guide the execution of research and development projects; c) Develop training actions within the scope of scientific research and development methodology; d) Monitor the research work carried out by fellows, research interns and research assistants and participate in their training; e) Guide and participate in the institution’s training programs.

 

7. National, foreign and stateless candidates who hold a doctorate degree in Communication Sciences, Biological Sciences, Marine and Environmental Sciences or related areas may oppose the competition. holders of a scientific and professional curriculum that reveals a profile suitable for the activity to be developed, namely technical-scientific knowledge in communication and image management. If the doctorate was awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law No. 66/2018, of 16-8, and any formalities established therein must be completed by the date of signing the contract.

8. The tender admission requirements are those defined in the previous point. The specific admission requirements for the competition are as described below, and each candidate must expressly identify the vacancy to which he / she is competing. Candidates must have previous skills and experience in:

8.1 Coordination of communication and image teams;

8.2 Development and implementation of scientific and technological communication strategies;

8.3 Graphic production of promotional materials;

8.4 Production of digital content, press releases, news, newsletters, activity reports, in Portuguese and English;

8.5 Demonstrated ability in planning and organizing exhibitions, seminars and institutional events;

8.6 Immediate availability to start face-to-face functions;

8.7. Advanced knowledge and fluency of Portuguese and English

9. Pursuant to article 10 ECI, the competition consists of the assessment of the candidates' curriculum vitae and scientific work.

9.1 Scientific and curricular career evaluation focuses on relevance, quality and up-to-dateness, associated to the scientific area of the tender procedure:

a) Communication activities developed in the last five years and considered to have the greatest impact on the competition;

b) Online Communication activities (management of updating websites, social networks and other communication channels; production of editorial content in text, photography and video;

c) Image/design activities (creation, execution and monitoring of the process inherent to the production of graphic materials (informative and promotional); preparation of graphic image identity manuals; corporate identity projects; conception and design of advertising spaces, including the selection and adequacy of materials; recording, editing, processing and publishing of photographs; production of audiovisual materials using technology and handling of computer applications leading to the development of graphic solutions appropriate to the nature of activities carried out;

d) Internal and External Communication activities; and public relations (support in the production and organization of events related to the nature of scientific-pedagogical and recreational-cultural activities; press office and relations with the Social Communication; dynamization and promotion of communication between staff; management of activities to disseminate training offers .

10. The five-year period referred to in the previous number may be increased by the jury, at the request of the candidate, when based on suspension of scientific and technological activity for socially protected reasons, namely, for reasons of parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.

11. To assess what is mentioned in the previous paragraph, it can be complemented by an interview with all candidates, whenever the jury of the respective competition so decides. The interview, which does not constitute a selection method and is not classified, aims to obtain clarifications or explain elements contained in the candidates' CVs.

12.The international tender selection is open to carry out R&D activities in the area of Marine Sciences, hereafter designated by area of preference.

The Assessment of the Scientific and Curricular Path (APCC) focuses on the three aspects described below and the final classification is obtained by the following formula: APCC = 0.3 HA + 0.6 PCC + 0.1 MCI

 

1. Academic Qualifications (HA)

Assessment of the candidate’s training area:

PhD in Communication, Biological, Marine and Environmental Sciences, HA = 5 points; PhD in related areas, HA = up to 3 points.

 

2. Assessment of the Scientific-Technological and Curricular Path (PCC)

Assessment of the relevance, quality and timeliness of the scientific-technological and curricular path, as well as the ability to carry out work autonomously within the scope of the respective sub-areas.

The curriculum evaluation classification (PPC) will be obtained depending on the factors indicated below.

a) Communication activities developed in the last five years and considered to have the greatest impact on the competition;

3. Motivation and Capacity for Innovation (MCI)

Evaluation of the candidate's motivation and ability to innovate, based on the motivation letter describing the relevance of the scientific path to the position and personal career goals: MCI = up to 5 values

 

13. The panel shall deliberate by means of roll-call vote justified under adopted and disclosed selection criteria, with no abstentions allowed.

14. Minutes of panel meetings shall be executed and shall include a summary of all occurrences of said meeting, as well as of all votes casted by the members and respective reasoning, and shall be provided to candidates whenever required.

15. The absolute merit of candidates is expressed by the Refused or Approved formulas. If there is more than one candidate for the same vacancy, the jury first votes on the absolute merit of each candidate and then classifies them based on relative merit.

16. The result of the competition is contained in a final report, signed by all members of the jury, which, after being duly approved by the institution's top manager, is posted and notified to each of the candidates.

Application must include: full name, parents’ names, ID card, or Citizen Card number and date, or civil identification number, taxpayer ID number, date and place of birth, marital status, occupation, residence and contact address, including email address and telephone number.

17.2. Applications shall include all supported documents encompassed by section 6 and 7 for tender admission, namely:

a) Copy of qualifications certificate or diploma;

b) Detailed curriculum vitae with sections 9 to 11, including information regarding scientific and technological production, applied research activities, extension and knowledge dissemination activities and science, technology and innovation programs.

c) Other documents relevant to the assessment of qualifications in a related scientific area;

d) Copy of the 5 most relevant publications;

e) Motivation letter;

f) Information regarding scientific and technological production, applied research activities, extension and knowledge dissemination activities

 

17.3. The application period starts 11st april and extends over a period of 30 (thirty) working days.

 

18. All candidates who formalise their applications in an improper way or fail to prove the requirements imposed by this tender are excluded from admission. In case of doubt, the panel is entitled to request any candidate to present further documentation supporting their statements.

 

19. False statements provided by the candidates shall be punished by law.

20. Both admitted and excluded candidate list and final classification list will be displayed at CIIMAR, located at Novo Terminal de Cruzeiros do Porto de Leixões, Av. General Norton de Matos, Matosinhos and will be published in website of the institution www.ciimar.up.pt .  The selected candidate will be notified by email.

 

21. Preliminary Hearing and Final Decision Deadline: Pursuant to article 121 of the Administrative Procedure Code, after publication, all candidates have 10 working days to respond. Panel’s final decisions are pronounced within a maximum period of 90 days, counting from deadline for submission of applications.

 

22. This tender is exclusively destined to fill this specify vacancy and can be terminated at any time until approval of final candidate list, expiring with the respective occupation of said vacancy.

 

23.
