Notice

1 — By order of the President of the Bragança Polytechnic University, using his own competence, it was decided to open an international selection competition for 1 (one) entry-level PhD researcher position to carry out research activities in the scientific area of Pharmacy and Health, under an employment contract in public functions for a fixed term for a period of 3 years, automatically renewable under the terms of the law, with a view to developing research activities within the scope of the “VIIAFOOD – Agenda Platform for Valorization, Industrialization and Commercial Innovation for the Agri-food Sector” (PRR | Notice No. 02/C05-i01/2022; Agenda No.: C644929456-00000040), under the ID&T project “Development of healthier ingredients and bakery products and sustainable”.

2 — Applicable legislation:

Decree-Law No. 57/2016, of August 29th, as amended by Law No. 57/2017, of July 19th, which approves a regime for hiring doctorates, aimed at stimulating scientific and technological employment in all areas areas of knowledge (RJEC);

Regulatory Decree No. 11-A/2017, of December 29;

General Labor Law in Public Functions (LTFP), approved as an annex to Law no. 35/2014, of June 20, in its current wording.

3 — Pursuant to article 16 of Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19, this competitive procedure is exempt from authorization of the members of the Government responsible for the areas of finance and Public Administration, namely that referred to in paragraph 3 of article 7 of the LTFP, obtaining the prior favorable opinion of the members of the Government responsible for the areas of finance and Public Administration, referred to in paragraph 5 of article 30 of the LTFP and the recruitment procedure for workers undergoing requalification, referred to in article 265 of the LTFP.

4 — In accordance with article 13 of the RJEC, the competition jury has the following composition:

President: Lillian Bouçada de Barros, Principal Researcher at the Bragança Polytechnic University;

Effective member: Ângela Sofia Feitor Fernandes, Researcher at the Mountain Research Center;

Effective member: Filipa Sofia Dinis Reis, Researcher at the Mountain Research Center;

Substitute member: Rui Miguel Vaz de Abreu, Adjunct Professor at the Bragança Polytechnic University;

Substitute member: Maria José Gonçalves Alves, Adjunct Professor at the Bragança Polytechnic University.

5 — The workplace is located at the Bragança Polytechnic University (Mountain Research Center).

6 — Gross monthly remuneration: (euro) 2,294.95, corresponding to level 33 of the single remuneration table, approved by Ordinance no. 1553-C/2008, of December 31st.

7 — National, foreign and stateless candidates who hold a doctorate degree in the aforementioned area and who hold a scientific and professional curriculum that reveals a profile suitable for the activity to be developed. Opponents of the competition who hold a doctorate degree obtained abroad must prove their recognition under the terms of Decree-Law No. 66/2018, of August 16, or provide proof that they requested it, without prejudice to, in at the time of hiring, such recognition has been officially granted, under penalty of exclusion.

8 — The general requirements for admission to the competition are those defined in article 17 of the LTFP and the special requirements are those defined in the previous point.

9 — If the candidate is not a native speaker of Portuguese, they must have language skills at level C1 or equivalent of the Common European Framework of Reference for Languages (CEFR) in Portuguese.

10 — Selection is carried out using the methods “assessment of the candidates’ scientific and curricular path” and “interview”.

11 — Pursuant to article 5 of the RJEC, the “assessment of scientific and curricular path” method is carried out through the evaluation of the scientific and curricular path of candidates, focusing on relevance, quality and timeliness:

a) Scientific and technological production over the last five years considered most relevant by the candidate;

b) Applied or practice-based research activities developed in the last five years and considered to have the greatest impact by the candidate;

c) Knowledge extension and dissemination activities developed in the last five years, particularly in the context of promoting culture and scientific practices, considered to be of greatest relevance by the candidate;

d) Management activities of science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.

12 — The five-year period referred to in the previous paragraph may be increased by the jury, at the request of the candidate, when based on suspension of scientific activity for socially protected reasons, namely, for reasons of parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.

13 — Candidates must have experience in research in the extraction of bioactive molecules from plants and mushrooms; stabilization and incorporation of molecules into flour for the development of innovative bakery products and food formulations; nutritional, chemical and bioactive characterization of various natural matrices, such as flour and cereal milling by-products; use of emerging technologies, such as irradiation.

14 — The following criteria will be obligatorily considered and weighed:

C1) Integrated assessment of the candidate's scientific production over the last five years, based on a global view of the merit of their scientific and curricular career, namely the coherence and quality of the CV; the diversity of scientific quality indicators including publications, books and book chapters, relevant scientific articles; editing of publications; supervision of academic work; international internships; awards, scholarships and distinctions; participation in relevant juries and experience, specifically in the respective scientific area.

C2) Assessment of applied or practice-based research activities developed in the last five years and considered to have the greatest impact by the candidate, as well as extension and knowledge dissemination activities, namely coordination or participation in applied research projects; technology transfer actions; organization of scientific and technical events; participation in scientific and technical events; participation in extension and dissemination and science dissemination activities; participation in national and international projects and organizations of scientific, professional, social or cultural interest; other relevant activities.

15 — The weighting to be taken into consideration will be as follows:

C1) 70%

C2) 20%

C3) Candidates in the top 10 positions will be subject to an interview: 10%

The final classification (CF) will be determined by the following formula:

CF = 0.7*C1 + 0.2*C2 + 0.1*C3

16 — The final classification system for candidates is expressed on a scale of 0 to 20 values, considering ratings up to the hundredths. Candidates who obtain a rating lower than 9.5 in one of the methods, or who miss the interview when applicable, are excluded from the procedure.

17 — The jury deliberates through a nominal vote based on the adopted and published selection criteria, with abstentions not permitted.

18 — Minutes are drawn up at the jury meetings, which contain a summary of what occurred during them, as well as the votes cast by each member and their respective reasons, and are provided to candidates whenever requested.

19 — After completing the application of the selection criteria, the jury proceeds to draw up an ordered list of successful candidates with their respective classification.

20 — The final deliberation of the jury is approved by the top manager of the institution, who is also responsible for deciding on the hiring process.

21 — Formalization of applications:

21.1 — Applications are formalized by means of a request addressed to the President of the Bragança Polytechnic University, including the identification of this notice and respective reference, full name, number and date of the identity card/Citizen Card/civil identification number, number tax identification, date and place of birth, marital status, profession, residence and contact address, including email address and telephone number.

21.2 — The application is accompanied by the following documents:

a) Copy of certificate or diploma;

b) Doctoral thesis;

c) Detailed curriculum vitae , structured in accordance with Annex A, and respective supporting documents;

d) Other documents relevant to the assessment of qualifications in a related scientific area;

e) If you live more than 300 km from Bragança, and if you wish, the candidate can request the possibility of carrying out the interview via teleconference.

f) Other documents.

21.3 — When documents proving elements of the Curriculum Vitae, originally written in a language other than Portuguese, Spanish or English, are presented, a translation into Portuguese, Spanish or English, certified by an entity recognized for that purpose, must be presented simultaneously.

21.4 — Failure to present documents related to the CV presented by the candidate implies the non-valuation of the elements that should prove it, with the same consequence applying when the proof is not organized in accordance with the model contained in Annex A.

21.5 — Candidates must formalize their application by sending documents through the IPB electronic competition platform available at https://concursos.ipb.pt , within 10 working days after publication of the notice.

22 — Candidates who incorrectly formalize their application or who do not meet the requirements required in this competition are excluded from admission to the competition. The jury has the right to require any candidate, in case of doubt, to present documents proving their statements.

23 — False statements made by candidates will be punished in accordance with the law.

24 — The list of admitted and excluded candidates as well as the final classification list are posted in the IPB Central Services Building, located at the Santa Apolónia Campus, 5300-253 Bragança, published on the IPB competitions platform, and candidates are notified by email.

25 — Prior Hearing and deadline for the Final Decision: in accordance with article 121 of the Code of Administrative Procedure, after being notified, candidates have 10 working days to comment. Within a period of up to 90 days, counting from the deadline for submitting applications, the jury's final decisions are made.

26 — This competition is intended, exclusively, to fill the indicated vacancies, and may be terminated until the approval of the final ordering list of candidates and expiring with the respective occupation of the jobs on offer.
