Notice

 

1 — It is made public that, by order of the President of the Bragança Polytechnic University, on the proposal of the Technical-Scientific Council of the Bragança Polytechnic University, issued on 06/30/2023, it is open, for a period of 30 (thirty ) working days from the date of publication of this Notice in the Official Gazette, international competition for the occupation of 1 (one) job in the Scientific Research career, in the category of Auxiliary Researcher, for the scientific area of Natural Resources, Agriculture and Climate Change, under an employment contract in public functions for an indefinite period, for the Associated Laboratory for Sustainability and Technology in Mountain Regions ( SusTEC ), under the terms of the Scientific Research Career Statute, approved by Decree-Law no. 124/99 of April 20th, with the changes introduced by Law No. 157/99 of September 14th and by Decree-Law No. 373/99 of September 18th, within the scope of the program contract with the Foundation for Science and Technology - SusTEC ).

2 — The competitive procedure is intended for the occupation of a job provided for in the Personnel Map of the Bragança Polytechnic University, in the form of an employment contract in public functions for an indefinite period, ending with the occupation of the job or, when the same cannot be occupied, due to the non-existence or insufficiency of candidates to continue the competition.

3 — This Notice will be published on the Public Employment Exchange (www.bep.gov.pt ), EURAXESS Portugal Portal (https://www.euraxess.pt ), on the competition portal of the Bragança Polytechnic University (https:/ /concursos.ipb.pt) and in two national daily newspapers.

4 — In compliance with paragraph h) of article 9 of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and professional progression, scrupulously providing for avoid any and all forms of discrimination.

5 — According to Decree-Law no. 29/2001, of February 3, people with disabilities have preference in equal classification, which prevails over any other legal preference. Candidates must declare in the application form, in addition to the means of communication/expression to be used in the selection process, under oath, the respective degree of disability, and the type of disability, and the means of communication/expression to be used in the selection process, under the terms of the aforementioned diploma.

6 — Workplace: Associated Laboratory for Sustainability and Technology in Mountain Regions ( SusTEC ) - Bragança Polytechnic University.

7 — Remuneration: Index 195 of the 1st level of the Auxiliary Researcher category, as mentioned in Annex I of the Scientific Research Career Statute, in conjunction with Decree-Law No. 408/89, of November 18, in its current wording.

8 — Functional content: The functional content corresponds to the category of auxiliary researcher, set out in paragraphs 1 and 4 of article 5 of Decree-Law no. 124/99, of 20 April. They characterize the category of auxiliary researcher, research and development activities and all other scientific and technical activities included in the missions of the respective institutions:

a) Participate in the design, development and execution of research and development projects and related scientific and technical activities;

b) Guide the work carried out within the scope of the projects under its responsibility;

c) Collaborate in the development of training actions within the scope of research and development methodology;

d) Monitor the research work carried out by fellows, research interns and research assistants and participate in their training;

e) Guide and participate in the institution’s training programs.

9 — Composition of the jury - According to Order no. 11705/2023, in the Official Gazette, 2nd series, no. 223, of 17 November, the composition of the jury is as follows:

President: José Alberto Cardoso Pereira, Principal Coordinating Professor of the Bragança Polytechnic University;

Vowels:

Fernando Jorge Cebola Lidon, Full Professor at Universidade Nova de Lisboa;

Ana Paula Calvão Moreira da Silva, Associate Professor with Aggregation at the University of Trás-os-Montes and Alto Douro;

Isabel de Maria Cardoso Gonsalves Mourão, Coordinating Professor at the Polytechnic Institute of Viana do Castelo;

Amílcar António Teiga Teixeira, Coordinating Professor at the Bragança Polytechnic University.

10 — Admission requirements:

10.1 — General requirements under article 17 of the General Labor Law in Public Functions (LTFP), approved as an annex to Law no. 35/2014, of 20 June, in its current wording: have, on the date of deadline for submitting applications, 18 years of age or older; not be inhibited from exercising public functions or prohibited from carrying out the public functions that he intends to perform; have the physical robustness and mental profile essential for carrying out their duties and have complied with mandatory vaccination laws.

10.2 — Special requirements: those defined in article 10 of Decree-Law no. 124/99, of April 20, more specifically:

10.2.1 — Hold a doctorate degree in the scientific area of Natural Resources, Agriculture and Climate Change, or those who, although from a different area, have a relevant scientific curriculum in this area;

10.2.2 — Auxiliary researchers from another institution, from the scientific area of the competition or from scientific areas considered by the Scientific Council as related, and also those who, although from a different area, have a relevant scientific curriculum in that area;

11 — Formalization of applications:

11.1 — Deadline: 30 (thirty) working days from the date of publication of this notice in the Official Gazette.

11.2 — Form: They must be formalized through the IPB application submission portal (https://concursos.ipb.pt ), and must be accompanied by the following elements:

a)          Detailed curriculum vitae, highlighting the candidate’s scientific work, organized in accordance with Annex I;

b)          Copy of qualification certificates. If the doctorate was awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law No. 66/2018, of August 16;

c)          Proof of work and professional experience mentioned in the Curriculum Vitae;

d)          Career development plan, in which candidates demonstrate the coherence of their path in the thematic line of “Natural Resources, Agriculture and Climate Change” and explain a proposal for a scientific development plan, within a period of 5 (five) years , in this thematic line, with the aim of promoting research activities, attracting financing and technology transfer. The career development plan document follows a maximum limit of 25 thousand characters (including spaces);

e)          Any other documents that candidates consider relevant for assessing their merit.

11.2.1 — Documents must be presented in Portuguese or English. If it is in other languages, a certified translation into Portuguese or English must be submitted.

11.2.2 — Candidates who are not native speakers of Portuguese or English must have language skills at level C1 of the Common European Framework of Reference for Languages (CEFR) in at least one of the two languages.

11.3 — Applications that are not duly instructed or do not meet the formal criteria for admission to the competition, as defined in current legislation and in this notice, will not be accepted. Presentation of the required documentation after the stipulated deadline also determines non-admission to the competition.

11.4 — The application may be accepted if the candidate presents at the time of application a document proving that he/she has requested the scientific council of the respective institution to consider, for the purposes of the competition, the qualification held as a qualification in a scientific area similar to that for which he/she is interested. the competition or the length of service provided in a scientific area as having been provided in a scientific area similar to that for which the competition is open.

12 — The jury has the right to require candidates, in case of doubt, to present documents proving their statements.

13 — False statements made will be punished in accordance with the law

14 — Selection Methods: Approval on absolute merit and evaluation of the candidates' curriculum vitae and scientific work.

14.1 — Approval of candidates based on absolute merit is subject to verification of the following criteria:

a) The publication of at least 10 scientific articles, as first or last author, in a journal indexed on the Web of Science /SCOPUS, with impact factor;

b) Positive score, on a scale of 0 to 100, in the “Career development plan” that is proposed to be developed in the thematic area/line “Natural Resources, Agriculture and Climate Change”.

14.2 — The following criteria and parameters are considered and weighed for the evaluation of the candidates’ scientific and curricular path and scientific work:

A. Quality of scientific and technical work and professional experience and training: 40%.

15 — The assessment mentioned in point 14.2 may be complemented by interviewing candidates, whenever the competition jury so decides. The Interview does not constitute a selection method and is not classified, aiming to obtain clarifications or explanations of elements contained in the candidates' CVs.

16 — Assessment on absolute merit: The Jury decides on admission or exclusion on absolute merit through a nominal vote, based on compliance or non-compliance with the requirements set out in point 14.1, and by an absolute majority of favorable votes among the members present at the meeting.

17 — Methodology for evaluating evaluation criteria and parameters:

Each member of the jury must present a document with the evaluation of the candidates according to the approved criteria, consequently defining a proposal for ordering the candidates in descending order of their merit, based on the weighted sum of the scores attributed to the evaluation parameters, on a scale of 0-100 (0 being the minimum and 100 being the maximum) or converted to the 0-20 scale (0 being the minimum and 20 the maximum).

Each member of the jury initially votes for first place, then for second place and so on, until all candidates admitted to the competition and previously approved on absolute merit are ranked. To this end, the candidate to be ranked in each position must obtain more than half of the votes. If this does not happen, the candidates who received zero votes are removed and the candidate with the least votes is eliminated. If there is equality of vote regarding the least voted, a vote is held on which one to eliminate. After that, voting takes place among the remaining candidates, until one candidate obtains more than half of the votes.

Once the application of the evaluation and ranking criteria has been completed, the jury proceeds to draw up a unitary list of candidates.

When preparing the list of each member of the jury, in a tie situation, the candidate who presents a CV considered most consistent in the activities carried out, and best classification in the career development plan for the thematic line of “Natural Resources, Agriculture and Climate Change” as a whole, bearing in mind the Institution’s mission.

18 — Final classification system – The final classification (CF) is determined using the following formula:

CF = (A×40 %)+(B×20%)+(C×15%)+(D×15%)+(E×10%)

Being:

A — Quality of scientific and technical work and professional experience and training;

B — Coordination and participation in research projects;

C — Scientific guidance and pedagogical activities;

D – Provision of services to the community, technology transfer, and participation in management bodies

E — Career development plan.

19 — The President of the jury only votes in the event of a tie, unless he is a researcher or professor in the scientific area in which the competition was opened, in which case, if the jury has an even number of members, he will have the casting vote.

20 — Minutes are drawn up for each jury meeting, which contains a summary of everything that occurred there, indicating, in particular, the date and place of the meeting, the members present, the issues considered, the deliberations taken and their reasons and the form and result of the respective votes, being signed by all members present at the respective meeting.

21 — Notification of the lists of admitted and excluded candidates and final classification: The list of admitted and excluded candidates and the final classification list will be notified to all candidates by email.

22 — Publication of the unitary list of final ordering of candidates: the unitary list of final ordering of candidates, after approval, is published in the 2nd series of the Diário da República, posted in the Central Services of the Bragança Polytechnic University and made available on its portal of competitions, at https://concursos.ipb.pt .

23 — The processing of personal data within the scope of the competition procedure follows the personal data protection policy available at http://portal3.ipb.pt/index.php/pt/ipb/quem-somos/proteccao-de-dados/ policies.
